The following are brief highlights of the chapters updated in the April 2015 revision:
This manual update reflects several changes for the “Two Steps, One Sticker” program that was effective March 1, 2015. Some of those chapters impacted and the changes made are mentioned below.
Chapter 6 – Exempt License Plates
Section 6.1, “General Provisions,” was updated to reflect changes for owners of Standard Exempt license plates as of March 1, 2015. Changes include the receiving of a renewal notice and issuance of a registration sticker. A cross-reference to the new Chapter 22, “Inspection Verification,” was also added.
Chapter 8 – Additional and Voluntary Fees
Transportation Code, Section 548.509, Collection of Fee During Registration, was added to this chapter. This statute references the requirement of the department and the county tax offices to collect the state’s portion of the inspection fee at time of registration.
Chapter 12 – Off-Highway, Log Loader, Forestry, & Miscellaneous
Section 12.4, Golf Carts and Utility Vehicles, was updated to revise information related to the operation of a golf cart and include information on the issuance of Golf Cart license plates.
Chapter 14 – Application for Registration
Section 14.2, “Application for Registration and Certain Permits,” was updated to include information on the Vehicle Registration and Inspection Notice that will be sent in lieu of a renewal notice for certain registrants as of March 1, 2015. A cross-reference to the new Chapter 22, “Inspection Verification,” was also added.
Section 14.6, “Registration Year,” was updated to include information for multi-year registrants that may receive the Inspection Fee Notice. A cross-reference to the new Chapter 22, “Inspection Verification,” was also added.
Chapter 22 – Inspection Verification
This chapter was created to provide all necessary information specific to the “Two Steps, One Sticker” program. Sample Vehicle Inspection Reports for illustration purposes are included, as well as samples of the Vehicle Registration and Inspection Notice and the Inspection Fee Notice.
