Changes, as a result of single sticker, have been incorporated throughout the manual, primarily in reference to the Vehicle Inspection Report and Rebuilt Vehicle Statement, VTR-61. Additionally, the following are brief summaries of the chapters updated in the April 2015 revision.
Chapter 1 – General
A note has been added to this chapter to clarify the body and frame of an otherwise nonrepairable (junk) vehicle (that cannot be repaired, rebuilt, or reconstructed for on-road use) cannot be used to repair, rebuild, reconstruct, or assemble another vehicle.
Chapter 2 – Title Application and Issuance
Changes were made to update language to specify a power of attorney does not have to be an original. This change is consistent with the Motor Vehicle Title Manual and is detailed in RTB 013-14. Additionally, the note regarding the use of the body or frame of a nonrepairable vehicle added to Chapter 2, as detailed above, was also added to this chapter.
Chapter 7 – Owners and Other Entities
Section 7.4, “Metal Recycler,” was updated to reflect the elimination of department issued metal recycler inventory numbers effective February 1, 2015. Metal recyclers use their Texas Department of Public Safety issued certificate number on any department forms requiring a metal recycler number.
