April 2016 Motor Vehicle Title Manual Update

The latest update to the Motor Vehicle Title Manual (attached) is now available via Registration and Title System workstations and at www.txdmv.gov.

We welcome your feedback and encourage you to email any comments or suggestions to VTR_Title_Reg-Manual-Update@txdmv.gov (please note the underscores between VTR and Title and Title and Reg).

Updates for this release are marked with red change bars in the text. 

Changes relevant to the “Two Steps, One Sticker” Program have been made throughout the Motor Vehicle Title Manual to remove the option of using an Out-of-State Identification Certificate (Form VI-30). This form was last issued in February 2015 and was only valid for one year after issuance. 

Additionally, the following are brief summaries of the chapters updated in the April 2016 revision.

Chapter 12 – Liens
Section 12.12, “Release of Liens,” was updated to provide clarification in multiple areas that customers must present an original release of lien.

Chapter 24 – Certified Copies
Section 24.6, “Title Records Recording a Lien,” was updated to clarify that when a lien is over ten years old, it can be released after thorough research is completed to verify that the lienholder is truly out of business and was not merged, bought out, or combined with another financial institution.
