Change to Electronic Lien Title (ELT) Lienholder Participation Onboarding Cycle

Please review and distribute as appropriate.

On December 20, 2013, we notified you the Texas Department of Motor Vehicles (TxDMV) agreed to change the Electronic Lien Title (ELT) onboarding cycle from a quarterly to a monthly cycle in order to better serve you.

As you may have heard, the TxDMV is currently working to modernize the Registration and Title System (RTS).  When complete, the enhancements to RTS will allow the TxDMV to offer a more customer-centric environment, streamline our data management, and respond more quickly to legislative changes.

Unfortunately, this modernization initiative will cause us to revert back to the quarterly onboarding cycle effective July 1, 2014.  Please be assured, this change is only temporary until the new RTS functionality is implemented, and we will resume the monthly onboarding cycle at a future time.

The change from monthly to quarterly only applies to new ELT lenders wanting to come onboard.  TxDMV will continue to conduct testing on our side and will not require lenders to send test files.

The ELT Lienholder Quarterly Onboarding Schedule will be as follows:

ELT Schedule

Requests for participation must be properly completed and received by the last day of March, June, September, or December in order to be implemented during the month following the specified quarter.

Information on the ELT program, including the updated ELT Lienholder Schedule, can be found at http://www.txdmv.gov/lienholders.  As a reminder, you can also find a list of certified vendors and certified lienholders on this page.

We welcome any feedback you may have regarding these changes.  You may contact us at e-titles@TXDMV.gov or (512) 465-4010.

Thank you,

Tim Thompson, Deputy Director
Vehicle Titles and Registration Division
Texas Department of Motor Vehicles
