This notice is regarding Dealer Title Application (DTA) transactions that only affect franchise dealers using DTA software to process title transactions.
The Texas Department of Motor Vehicles (TxDMV) is preparing for the implementation of Registration and Title System (RTS) Release 7.6.0, which is planned to go live statewide in March 2015, as part of the upcoming single sticker program. The single sticker program is a result of a statutory change from the 83rd Legislative Session. It will require collection of the state’s portion of any applicable vehicle inspection fee due at the time of title and registration after March 1, 2015. State vehicle inspection stations will stop issuing inspection stickers and collecting the state’s portion of an inspection fee at the end of February 2015.
At that time, DTA transactions will be rejected if an inspection fee due is not included in the transaction submitted to a county tax assessor-collector’s office. An inspection fee is due for all inspections occurring on or after March 1, 2015.
This is an informational notice only and no action is required at this time. As part of Release 7.6.0, RTS will be programmed to accept the newest DTA version plus one version back, so it is imperative for all users to get their software updated.
The program is in the early stages of development and we will provide more detailed information as the requirements are finalized. The following is the tentative deployment schedule:
November 2014 Distribute updated DTA data dictionary
December 2014 – January 2015 Acceptance testing of DTA test cases in RTS environment
March 1, 2015 Program implementation
