Additionally, the following are brief summaries of the chapters updated in the December 2015 revision.
Section 2.3, “BRAND HOLD,” was updated to provide clarity that all transactions with a BRAND HOLD must be sent in the NMVTIS Special Handling Envelope if the transaction has been corrected to apply a brand.
Section 2.4, “Error Messages,” was updated to provide additional guidance on correcting odometer readings or odometer brands as a result of NMVTIS Error #535, which require that either the odometer reading must be increased in RTS to be higher than the current odometer reading or the record must be branded NOT ACTUAL MILEAGE.
Chapter 3- County Error Corrections
Section 3.2, “Correction Required,” was updated to provide clarification that original documentation, including ownership evidence, must be present in the tax assessor-collector’s office at the time of processing a rejection correction. Instruction was also provided regarding how to process rejected webDEALER transactions using imaged documents.
Section 3.5, “Correction Odometer Errors (Error #535),” was added to provide guidance on the requirements for correcting odometer readings as a result of NMVTIS Error #535.
Chapter 5- Title Brands
Section 5.2, “Brands/Remarks not Appearing on Surrendered Document,” was updated to provide additional information regarding the process for counties to properly handle NMVTIS brand errors for salvage and nonrepairable (junked) vehicles.
Section 5.3, “NMVTIS Conversions to Texas Brands,” features a conversion chart that was updated with processing guidelines when receiving NMVTIS brand errors for “28 STREET ROD” and “49 SALVAGE—STOLEN.” These errors will no longer be observed, and programming has been requested to eliminate these errors.
Section 5.4, “Reconstructed Brand,” was updated with additional states that report vehicles as “RECONSTRUCTED,” but should be branded as “REBUILT.”
Section 5.5, “Dismantled Brand,” was added to provide the process for handling a NMVTIS error for Brand 07 DISMANTLED from the State of Arizona. Brand 07 DISMANTLED is typically a junked vehicle. However, when received from Arizona, such vehicles are considered salvage and can be rebuilt.
Section 5.6, “Texas Reporting,” features a conversion chart that was updated to reflect that Texas brands “EVIDENCE SURR BY OWNER” and “EVIDENCE SURR BY SALVAGE YARD: (#, date)” are junked vehicles and reported to NMVTIS as 08 JUNK.
Chapter 7- Title Numbers and Issue Date
Section 7.3, “Title Samples and Title Information,” was updated with additional information regarding Oklahoma titles.
