January 2016 Registration Manual Update

The latest update to the Motor Vehicle Registration Manual (attached) is now available via the Registration and Title System (RTS) workstations and at www.txdmv.gov.

This manual update reflects programmatic changes to RTS, some of which are results of the 84th Legislative Session. Please note that the “Fund Category Splits” chart has been removed from the manual until updates are made in a future manual revision.

Updates for this release are marked with red change bars in the text.

The following are brief highlights of some of the chapters updated in the January 2016 revision:

Chapter 1 – Accounting
Section 1.2, The “Hot Check” events in RTS are renamed to handle disputed credit or debit card payments added by Senate Bill (SB) 1451. The accounting events now allow for reporting of disputed credit or debit card payments and are named “Insufficient Funds by Check, Credit, or Debit Cards.” New account item codes have been added for credit cards that will be used to handle disputed credit card and debit card transactions. Hot check account item codes will remain.

Section 1.4, “Refund of Overcharged Registration Fee,” was updated to clarify the registration effective date for a vehicle that has 24 months of registration.

Chapter 8 – Additional and Voluntary Fees
Section 8.10, “Voluntary Donation to Donor Registry,” was updated to account for changes from House Bill (HB) 3283 that allows for $1 or more to be collected for Organ Donor donations.

Section 8.13, “Voluntary Donation to Special Olympics Texas Fund,” was added to account for changes from SB 272 that allows for donations to the Special Olympics at time of registration or renewal.

Chapter 9 – Registration Fees
Section 9.2, “Municipal and Private Buses,” was updated to address the requirement that a carrying capacity must be captured for a private bus. RTS Release 8.3.0 allows for the entry of a carrying capacity when Bus is selected as the vehicle class and Private Bus is selected as the registration class. Determination of the empty weight and carrying capacity is specified in statute.

Chapter 14 – Application for Registration
Section 14.10, “License Plate or Registration Insignia Replacement,” was updated to remove any reference to the $5 replacement fee. The replacement fee for all license plates required to pay a fee is $6. RTS Release 8.3.0 has programmatically accommodated for this past legislative requirement. Throughout the manual, reference to the $5 replacement has been changed.

Chapter 19 – Military Specialty License Plates
Section 19.2, “General Application Procedures,” and the “Military and Disabled Veteran License Plate Quick Reference” chart were updated to account for the elimination of the $3 fee for first set Former Prisoner of War (POW) license plates from HB 1273. The Former POW license plate has also been replaced by a new POW Medal license plate. Current owners of the Former POW license plate will be grandfathered. HB 1702 removed the $10 specialty license plate fee for the Gold Star license plates. Changes to Gold Star license plates were also made in Chapter 20 of the manual.

Section 19.2 was also updated to specify the Application for Transfer of Military Specialty License Plates, Form VTR-420-UT, should be submitted with mail-in transactions, but is not required for transactions processed through webDEALER.
