July 2014 Registration Manual Update

The latest update to the Motor Vehicle Registration Manual (attached) is now available via RTS workstations and at www.txdmv.gov.

We welcome your feedback and encourage you to email your comments and suggestions to
VTR_Title_Reg-Manual-Update@txdmv.gov (please note the underscore between VTR and Title and another underscore between Title and Reg).

Updates for this release are marked with red change bars in the text.

The following are brief summaries of the chapters updated in the July 2014 revision:

Chapter 3 – Disabled Persons
In the July 2013 registration manual revision, we allowed for Disabled Person license plates to be transferred between vehicles (not individuals) as long as the plate is verified as being in the applicant’s name.

We added a note to Section 3.8 “Plates and Placards” to clarify when Disabled Person license plates are transferred in RTS, the inventory will appear on the Batch Inventory Action Report (BIAR) as issued, but not removed from inventory.

Chapter 14 – Application for Registration
Transportation Code, Section 502.491, Transfer of Vehicle Registration has been added to Chapter 14 under Section 14.5 “Transfer of Registration” as it relates to information found in this chapter. This statute can also be found in Chapter 17.

Chapter 17 – Transfer of Registration When Applying for Title
Under Section 17.2 “Dealer Sales,” Transportation Code, Section 503.063, Buyer’s Temporary Tag was added. Clarification was made to address that a $5 Temporary Buyer’s Tag is only issued by Texas dealers and for the retail sale of vehicles.

Chapter 19 – Military Specialty License Plates
We added to Section 19.3 “Disabled Veteran Specialty License Plates,” that the Specialty Plates Section must be contacted in order to issue General Issue license plates for $3 in lieu of Disabled Veteran license plates.
