We want to inform you that the Texas Department of Motor Vehicles (TxDMV) has a new provider for the Standard Presumptive Value (SPV).
Black Book Downloadable Application (BBDL) Texas has been selected as the new provider of SPV information for qualifying used motor vehicles in private-party sales when processing a title application in the Registration and Title System (RTS). The change will occur this weekend and will be available Monday, June 2, 2014.
Although there is no change in how you inquire or in what you see returned as SPV in RTS, there is a minor change to the Client Mode side. The Client Mode is the functionality you access through your start menu should SPV not be available through RTS or should RTS not return a value for a particular vehicle. The attached release notes describe the functional and procedural changes to the Client Mode.
