Two issues have been identified with the IVTRS process. The centralized batch approval process for IVTRS is not showing internet transaction fees collected on their County Wide reports for some counties. Second, the IVTRS Transaction Reconciliation report is showing statewide results instead of individual counties. Support staff are working to resolve the issue.  An update will sent by end of business today (09/07/2017) or as more information becomes available.

Inspection Exemption for Certain Commercial Motor Vehicles

The 85th Texas Legislature passed a bill creating an exemption to state vehicle inspection requirements for certain commercial motor vehicles. This exemption will be implemented by the TxDMV on September 7, 2017.

A commercial motor vehicle qualifies for the state vehicle inspection exemption, if it is:

  • not domiciled in this state,
  • registered in this state or under the International Registration Plan (Apportioned registration), and
  • in compliance with FMCSA certificate of inspection regulations.

A $22 per vehicle fee, formerly the state’s portion of the inspection fee, will be collected at time of registration, for vehicles qualifying for this exemption.

No action on your part is required to qualify for the exemption.

If your vehicle(s) qualifies for the exemption, you will no longer need to submit Vehicle Inspection Reports (VIRs) at time of registration.

If your office has been closed for more than 10 calendar days, since 8/25/2017 or before, you will not be able to successfully run the Countywide or Substation Summary reports. Due to the amount of time that has elapsed, Counties do not have the ability to re-generate the Countywide or Substation Summary reports that show the daily totals.  As an alternative, Counties are able to run the Cognos Week to Date report for that same time period to retrieve the daily totals.

On September 5, 2017, the Texas Department of Motor Vehicles (TxDMV) will be performing eTAG system maintenance. The duration of the maintenance is scheduled for up to 3 hours, beginning Tuesday (09/05/2017) at 10:00 PM CDT and lasting until  Wednesday (09/06/2017) at 1:00 AM CDT.  eTAG will be unavailable for up to 15 minutes during the maintenance window.

 

As a reminder, if you are unable to print buyer’s tags, you should use your pre-printed Internet Down buyer’s tags.   As you know, every dealer is now allowed a minimum of 30 Internet Down tags.  If you have less than 30 printed, print your full allocation now so you are prepared when the eTags system is unavailable.  Please remember that after using an Internet Down tag, you must enter the information for that tag into eTags as soon as the system is accessible.  Doing this, will ensure you always have the full allocation of unused Internet Down tags available when you need them. Also remember that unused Internet Down tags are valid for one year from the date they are printed.

Customers may visit their local county office, other webSUB subcontractor locations, or leverage the online system to renew their registrations. Temporary Suspension of Motor Carrier IRP Requirements for Disaster Relief

Commercial Vehicle registration requirements to travel in and through the state of Texas are temporarily suspended by order of Texas Governor Greg Abbott. This is to make it faster and easier for operators of commercial vehicles to provide disaster relief assistance to both Texas and Louisiana.

A commercial motor vehicle qualifies for the temporary suspension of International Registration Plan (IRP) requirements if the vehicle is registered in one of the 48 contiguous states and is not currently registered under IRP. The suspension covers the vehicle registration requirements for operators of commercial motor vehicles that are providing assistance to Texas and/or Louisiana pursuant to the disaster declarations for those states.

Additionally, the requirements to obtain a 72-/144-hour temporary registration permit also are suspended for those commercial motor vehicles that are not eligible for IRP registration.      

These waivers do not apply to safety requirements. Operators are responsible and liable for safely routing their vehicles by obtaining current restrictions and information concerning hazardous weather-related road conditions prior to movement.

No action on your part is required to qualify for the temporary waivers.

These suspensions expire 14 days after the expiration of Governor Abbott’s August 23, 2017, Disaster Declaration, as amended.

UPDATE: Texas Disaster Areas Restricted from Oversize/Overweight Permit Travel

The TxDMV will not issue oversize/overweight permits for travel into or out of disaster areas (see map below) for loads not related to relief efforts. Only oversize and/or overweight vehicles involved in the relief efforts will be allowed to travel in the Hurricane Harvey affected areas. Active permits issued prior to the disaster will be extended as needed for travel at a later date.

 

Motor carriers transporting oversize and/or overweight loads for Hurricane Harvey disaster relief efforts have two options, the permit waiver per Gov. Gregg Abbott’s Declaration of Disaster or the MAP-21 Emergency Relief Permit per President Trump’s Declaration of Disaster. Visit the following link for more details: http://www.txdmv.gov/harvey

Over the weekend of September 2, 2017, the Texas Department of Motor Vehicles (TxDMV) will update the Registration and Title System (RTS) and Internet Vehicle Title and Registration Service (IVTRS) with Release 8.10 that contains the content summarized below.   

Legislative Changes  

Several bills mandate changes effective September 1, 2017, and include the following:   

  • Trailers, semitrailers, and pole trailers 7,500 lbs. or less are exempt from inspection requirements.   

Note: Beginning with the December registration renewals, these trailers will display a message that the vehicle is not required to pass an annual inspection.   

  • Trailers, semitrailers, and pole trailers 4501 to 7,500 lbs. will pay a $7.50 Mobility/Clean Air fee in lieu of an inspection fee.  
  • Travel Trailers cannot be larger than 8 feet 6 inches in width and 45 feet in length. An error message will be presented if the dimensions entered are greater than both.  
  • IVTRS renewal receipts will serve as proof of registration for 31 days from time of renewal.  
  • Commercial vehicles for which inspection cannot be verified, must pay the state’s portion of the commercial inspection fee at time of initial registration and renewal. Commercial vehicles are any vehicles with a gross vehicle weight greater than 26,000 lbs.  
  • New specialty license plates: o Star of Texas  

o In God We Trust (84th Legislative Session)  

o 42 new military and disabled veteran plates  

o 100 Year Anniversary will also be introduced to celebrate 100 years of license plates in Texas.   

Non-Legislative Changes   

The following non-legislative changes will be available in RTS on Monday, August 21, 2017:  

  • Annual plates will no longer be stocked by the counties or be manufactured with the month and year of expiration on the license plate. Registration for annual license plates will be staggered based on the date of initial application or renewal; and issued a windshield or plate sticker based on the type of vehicle. Go Texan 2 Combination plates will be issued from virtual inventory and a specialty plate insignia will be generated. The following are the annual license plates the counties process: o Go Texan 2 Combination.  

o Fertilizer  

o Soil Conservation  

o Disaster Relief   

Note: The annual plate changes will be effective January 2018.   

  • When NMVTIS indicates a brand 10 (RECONSTRUCTED-VEHICLE PERMANENTLY ALTERED) from Alaska, North Carolina, Louisiana, or West Virginia, RTS will automatically equate this to a brand 09 (REBUILT-PRIOR SALVAGE), so that it can be correctly registered and titled.  
  • “Junked” in the remarks section will no longer display on motor vehicle records upon issuance of salvage and nonrepairable titles and certificates of authority to demolish. The absence of this remark does not change the procedures for handling a transaction.  
  • When processing a $3 military plate (POW, Purple Heart, DV, and Pearl Harbor), the Charge Special Plate Fee checkbox defaults as checked including when cancelling back to make a correction.  
  • Workstation 99 will close nightly for all counties even when there are no IVTRS Centralized Fulfillment transactions.   

IVTRS Changes   

  • Renewals processed through IVTRS Centralized Fulfillment will display the vehicle address.  
  • County users can select a predefined reason when declining a Centralized Fulfillment renewal.

Update: 100 Year Plate unavailable in IVTRS (09/01/2017 @ 6:30 AM CDT)

Good morning,

 

An issue has been identified with ordering the 100 Year Plate via the IVTRS system.  Due to this issue the option to purchase the 100 Year plate has been temporarily removed from IVTRS.  The new plate is still available for purchase from the RTS Point of Sale (POS) system.  Customers may visit their local county office to acquire the plate.  Support staff are working to identify and resolve the issue.  An update will sent when the 100 Year plate is available for purchase from the IVTRS system.

Temporary Waiver Extending the Time Period to Transfer Title

Please review and distribute as appropriate.

Effective immediately, vehicle purchasers residing in counties affected by Hurricane Harvey and covered by the Governor’s Proclamation of August 28, 2017, are permitted a temporary extension of time to transfer a title and a waiver of the late transfer penalty for an additional forty-five (45) days.  The temporary extension is effective until October 16, 2017.

The temporary waiver is restricted to title transfers for owners from the counties set forth in the proclamation indicated above.  The temporary waiver grants an additional 45 days to process titles and waives associated delinquent transfer penalty fees during that period.

Temporary Waiver Extending the Time Period to Renew Registration or Register a Vehicle

Vehicle Titling and Registration Requirements Suspended in Hurricane Harvey Disaster Counties

Texas residents in counties impacted by Hurricane Harvey will not have to worry about vehicle titling and registration requirements for the next 45 days. Today Governor Greg Abbott suspended certain statutes related to the enforcement of title and registration laws in the 58 counties included in the state’s disaster declaration:

“With the devastating effects of Hurricane Harvey impacting so many Texans right now, the last thing people should have to worry about is an expired vehicle registration,” said TxDMV Executive Director Whitney Brewster. “This reprieve from the law will allow residents to focus on safety and recovery during this extremely difficult situation.”

Law enforcement officers around the state will not issue citations for expired registration to Texas residents from these counties through October 16, 2017. The state has instructed law enforcement only to issue warnings if vehicles do not have a current registration displayed.

Texans living in the disaster declaration counties as well as those who were displaced and temporarily living in other counties may still choose to renew online at www.TxDMV.gov or www.Texas.gov.

Governor Abbott has also extended the requirement that newly purchased vehicles be transferred into the purchaser’s name from 30 days to 75 days in the affected counties, preventing late penalties from being assessed.

Motor Vehicle Dealers and Industry:
