Update to Correct Title Rejection Event for RTS 9.2.

As you are aware, the department implemented Registration and Title System (RTS) Release 9.2 on December 31, 2018. As part of this release, RTS requires entry of the last four digits of the document number when any Texas title type is selected as the ownership evidence.

A defect was identified impacting the Correct Title Rejection event. RTS required the entry of the last four digits of the newly created document number associated with the rejected record, instead of those for the surrendered title used to support the original transaction. As a result, we communicated with you on December 31 requesting you not process impacted transactions through the Correct Title Rejection event until RTS was updated.

We are pleased to inform you RTS has been updated, and you may now resume processing corrections through the Correct Title Rejection event.

Matrix of Registration Forms

The department recently notified stakeholders that the Vehicle Titles and Registration Division had completed a review and/or update of 60 registration related forms and made the updated forms available on the TxDMV website. To assist with recent inquiries on which forms had revisions, we have created a Matrix of Registration Form Updates which lists each of the 60 internal and external registration related forms and their update status.

The matrix is attached for your reference and can also be found on the TxDMV website on the Tax Assessor-Collectors page under the Resources tab and the References section at: www.txdmv.gov/tax-assessor-collectors.

As a reminder, we will continue to accept prior versions of these forms as you delete your existing stock.

January 2019 Title Manual Revision

 

The latest update to the Motor Vehicle Title Manual (attached) is now available via Registration and Title System workstations and at www.txdmv.gov.

Updates for this release are marked with red change bars in the text.

Chapter 6 – Application and Issuance of Motor Vehicle Title
Section 6.5, “Registration Purposes Only (RPO),” was updated to clarify the procedure for correcting a Registration Purposes Only record.

Chapter 8 – Refusal/Denial of Title
Section 8.3, “Bonded Title,” was updated to specify a bonding company is not required to complete the certification statement on the TxDMV rejection letter when a lien is on the motor vehicle record if a separate document with the same certification language is provided. Additionally, a surety bond remains effective for three years from the effective date of the bond, even if the vehicle changes ownership.

Chapter 10 – Evidence of Ownership
Section 10.2, “Manufacturer’s Certificate of Origin (MCO),” was updated in accordance with Registration and Title Bulletin #005-18, which specified a new vehicle must be the subject of a first retail sale before a Texas title can be issued. Additionally, new motor vehicles sold in Texas must be sold by a licensed Texas franchise motor vehicle dealer.

January 2019 Registration Manual Update

The latest update to the Motor Vehicle Registration Manual (attached) is now available via Registration and Title System (RTS) workstations and at www.txdmv.gov.

Chapter 7 – Farm Vehicles
Section 7.7, “Farm Vehicles,” was updated to include the list of documents that farmers’ cooperatives (co-op) or marketing associations may present when applying or renewing Farm License Plates as indicated on the Application for Farm License Plates (Form VTR-52-A). These entities were made exempt from the requirement to obtain the Texas Agricultural or Timber Exemption Registration Number issued by the comptroller’s office in the 84th legislative session.

Chapter 12 – Off-Highway, Log Loader, Forestry & Miscellaneous
Section 12.3, “Neighborhood Electric Vehicles (NEV),” was updated to specify these vehicles are exempt from inspection verification.

Chapter 17 – Transfer of Registration When Applying for Title
Section 17.2, “Dealer Sales,” includes information from Administrative Code, Rule §215.155, which states Buyer Tags should only be displayed on vehicles with a valid inspection, unless the vehicle is exempt from inspection requirements.

Section 17.5, “Plate to Owner Transactions,” was updated with a chart that outlines the plate to owner transfer scenarios by vehicle type and weight limits.

Chapter 18 – Specialty and Personalized Plates
Section 18.2, “Personalized License Plates,” was updated to reflect changes from Administrative Code, Rule §217.27, regarding the criteria used by the department to deny personalized plate patterns.

Chapter 22 – Inspection Verification
Section 22.11, “Additional Inspection Information,” was updated to add a list of vehicles and/or plate types that are exempt from vehicle inspection requirements.

Army Plate Redesign

Please review and distribute as appropriate.

The Texas Department of Motor Vehicles will replace approximately 50,000 military and Disabled Veteran specialty license plates that feature the U.S. Army Emblem beginning January 1, 2019. The U.S. Army initiated a redesign of the license plates, replacing the Army Emblem (round seal) with the Army Logo (U.S. Army name and star). This communication is intended to ensure you have awareness of this effort, but no additional action is required by county tax assessor-collector staff.

We will notify Army plate customers by a letter (a sample is attached) that their plates are being replaced. The letter informs customers that new plates with the same plate number will be shipped directly to their homes after they renew their registration.

Correct Title Rejection Transactions in RTS 9.2

On December 31, 2018, the department implemented Registration and Title System (RTS) Release 9.2. As part of this release, RTS requires entry of the last four digits of the document number when any type of Texas title is selected as the ownership evidence. A defect has been identified when processing a transaction through the Correct Title Rejection event. RTS is requiring the entry of the last four digits of the newly created document number associated with the rejected record, instead of those for the surrendered title.

As a result of this, please do not process any rejection corrections that have a Texas title as the selected ownership evidence at this time. The department is scheduled to update RTS on Thursday, January 3. A notification will be sent when the update has been made.

Reminder: New Law Regarding Certified Copies of Title (CCOs) Becomes Effective January 1, 2019

REMINDER: Certified Copy of Title (CCOs) Change Takes Effect December 31, 2018 at TxDMV

Lawfully obtained Certified Copy of Title (CCOs) will supersede and invalidate any previously issued title or certified copy, effective December 31, 2018. The goal of this new provision is to ensure that once a CCO is issued, it becomes the only valid proof of ownership. The Texas Department of Motor Vehicles (TxDMV) will implement this change as a result of Senate Bill 2076 [85(R)].

Texas dealers who take vehicles in on trade should be particularly aware of this change. Dealers should always submit a Vehicle Transfer Notification (VTN) right away to protect themselves from someone fraudulently obtaining a CCO after trade-in.

Completing and submitting a VTN is quick and easy. You can electronically submit a VTN via eTAG. From the eTAG Home Page, click on the “Tags” tab and select “Vehicle Transfer Notification” from the drop-down menu.

One of the pillars of the Texas Department of Motor Vehicles mission is to “protect…the citizens and industries in the state with quality motor vehicle related services.” The department is confident that this new approach to CCOs will help us meet that mission, but we can’t do it without you. We encourage all dealers to adopt a habit of promptly submitting VTNs and, as always, we appreciate your partnership.

2019 Calendar and AM Dates

Please review and distribute as appropriate.

Attached are two files providing both a calendar and a table listing format of the Gregorian and Application Manager (AM) dates for calendar year 2019.

The AM date is part of the transaction identification number that prints on receipts and certain reports. This information is helpful when reviewing reports that list transactions only by their AM dates and not Gregorian Dates. The following example denotes the position of the AM date:

Transaction number: 01534943494163051

The underlined and bolded five-digit number is the AM date. It occupies the position of digits 7 through 11 in a transaction number. The number can be found on the Gregorian calendar under the day of the particular month. For example, the number 43494 is listed under “January” and under “31.” Therefore, the Gregorian date for this transaction would be January 31, 2019.

Changes Regarding Certified Copies of Titles (CCOs)

Become Effective December 31, 2018

 

Important changes are coming soon for Certified Copies of Titles (CCOs) in Texas. Beginning December 31, 2018, all CCOs will have a new document number and issue date, and the Registration and Title System (RTS) will be updated immediately with this information. 

Any CCO issued on or after December 31, 2018, will supersede any prior Texas title or CCO issued and will be the only acceptable Texas title to transfer ownership. 

Original Texas titles and CCOs issued prior to December 31, 2018, will remain valid until a new Texas title or CCO is issued.

The Texas Department of Motor Vehicles (TxDMV) recommends ensuring you have the most recent and valid ownership document by obtaining a complete title history report on the vehicle. Visit TxDMV’s Title Check program at www.txdmv.gov for an approved provider list.
