This notice is regarding Dealer Title Application (DTA) transactions that only affect franchise dealers using DTA software to process title transactions.
House Bill 2305, 83rd Regular Legislative Session, resulted in changes to the state vehicle inspection and registration programs. The state will consolidate its current inspection sticker with the registration sticker. The new “single sticker” program will require collection of the state’s portion of the vehicle inspection fee for a state inspection occurring on or after March 1, 2015, at the time of title and registration rather than at the time of inspection.
We are preparing for the implementation of Registration and Title System (RTS) Release 7.6.0 scheduled for March 1, 2015, as part of the single sticker program. We hope the following information will allow you to adjust or update your affected software program.
Beginning March 1, 2015, vehicles will no longer be issued an inspection sticker. The registration sticker will now serve as combined proof of inspection and registration. Due to this legislative change, the collection of the state’s portion of the inspection fee will occur at the time of title and registration.
The following is a list of DTA Data Dictionary changes included in the RTS 7.6.0 release effective March 1, 2015.
• Id Type (Field No: 137): Add IDTYPE CD: “7” and “FEIN” to list of IDTYPEDESC.
• InspectnDate (Field No: 139): Date of vehicle inspection; required on and after March 1, 2015.
• InspectnTypeCd (Field No: 140): Type of vehicle inspection issued; required on and after March 1, 2015.
Attached are the revised DTA Data Dictionary and 14 test transaction scenarios. Required testing with the Texas Department of Motor Vehicles (TxDMV) is currently scheduled to occur December 2014 through January 2015.
Please have changes completed no later than January 2, 2015. Once coded changes have been made, submit one file with 14 test transactions for validation. For additional information, see the attached Single Sticker DTA Changes document. Please send the transactions to the TxDMV’s DTA Vendor mailbox at VTR_DTA-Vendors@txdmv.gov. The transactions will be tested and a notification will be sent back when validation is complete.
As stated in the notification distributed on September 22, 2014, RTS will be programmed to accept the DTA version for RTS 7.6.0 plus one version back. Therefore, it is imperative for all users to ensure their compatible software is updated.
