Salvage Vehicle Dealer Bill of Sale for a Junk Motor Vehicle (Form VTR-203)

The Vehicle Titles and Registration Division has undertaken an initiative to review, revise, and consolidate title related forms. We have revised and renamed the Salvage Bill of Sale (Form VTR-203) as part of this initiative. The revised and renamed Salvage Vehicle Dealer Bill of Sale for a Junked Motor Vehicle (Form VTR-203) is now available and attached for your convenience.
Form VTR-203 is currently only completed by salvage vehicle dealers. The form is used to transfer a junked motor vehicle to a metal recycler if the original title for the junked vehicle was surrendered to the Texas Department of Motor Vehicles (TxDMV) on the Surrendered Ownership Evidence for Vehicles to be Dismantled, Scrapped, or Destroyed (Form VTR-340).
During our review of Form VTR-203, we discovered salvage vehicle dealers rarely utilized more than a few of the 15 spaces that were available. In an effort to streamline reporting and accurately update department motor vehicle records, the revised form only facilitates the transfer of a single motor vehicle. Additionally, the revised Form VTR-203 contains a new “Metal Recycler Certification” section that must be completed by the metal recycler upon permanent destruction of the motor vehicle.
Metal recyclers are still required to report permanently destroyed vehicles to the department on the Surrendered Ownership Evidence for Vehicles Permanently Destroyed (Form VTR-340-M). The vehicle’s ownership evidence assigned to the metal recycler, which could be Form VTR-203, must continue to accompany the Form VTR-340-M. As a reminder, metal recyclers are required to report permanently destroyed vehicles to the department within 60 days of permanent destruction.
The revised Form VTR-203 must be used for the transfer of any junked vehicle from a salvage vehicle dealer to a metal recycler on or after January 1, 2017, if the salvage vehicle dealer previously surrendered the original title to the TxDMV.
