Update: RTS Upgrade Release 8.7 (10/21/2016)

Good afternoon, 

Over the weekend of October 21, 2016, the Texas Department of Motor Vehicles (TxDMV) will update the Registration and Title System (RTS) with Release 8.7 that contains the following content. 

  • Registration Processing and Handling Fee: A $4.75 Processing and Handling (P&H) fee will replace several existing fees associated with registrations and renewals such as the $1 Automation fee and $1 Mail-in fee. The P&H fee will be assessed only on registrations and renewals that expire on or after January 31, 2017. The renewal notices for these registrations will also reflect the P&H fee. Offices could see registration renewals with and without the P&H fee until the end of 2017. The P&H fee also includes compensation for the county and TxDMV. County compensation will not change for 2016 registration expirations renewed on time or late with an invalid reason. County compensation will change for 2017 registration expirations and 2016 registration expirations renewed late with a valid reason in 2017. RTS and Cognos reports will provide the totals for the amount collected, the compensation to be retained from the P&H fee, and remittance amounts. 
  • Centralized Printing and Mailing for Online Renewals: Centralized printing and mailing will begin in November 2016 for online registration renewals that expire January 2017 and later. Registration stickers will be printed and mailed after a two business day payment processing hold. This hold period allows time for deposit of the payment in the county’s bank account. Counties with a scofflaw system outside of RTS may decline the renewals and comment in RTS the reason for the decline during the hold period. Attached is a flow chart illustrating the centralized printing and mailing process. There is no change for online registration renewals expiring December 2016 and earlier. These renewals will continue to be processed by the county. There also is no change to distribution of registration funds as these will continue to be deposited to the county’s bank account from WorldPay. RTS and online payment processing engine (TPE) reports will breakout the registration stickers printed and mailed by the county and those that are processed centrally. Customers who renew their registration online will be able to track the progress of their renewal to see when it is processed and when their renewal stickers are mailed.
  • “Needs” Plate Replacement Program Elimination: The mandatory replacement of license plates at seven years will be eliminated. Registration renewal notices for January 2017 and later registration expirations will no longer reflect the message “NEW PLATES REQUIRED.” RTS will no longer prompt for new plates during registration renewals regardless of the expiration date as of the effective date of Release 8.7. 
  • Vehicle Location Address Removed from Registration Renewal Receipt: The registration renewal receipt design has been updated to remove the section displaying the address where the vehicle is located. The location address was visible in the envelope used to mail the receipts and stickers, which caused the envelope to be mailed incorrectly to that address when scanned at the post office.

RTS DOCUMENTATION UPDATES:

The Cognos Reports FAQs document on the RTS Refactoring Resources page (www.txdmv.gov/rts-refactoring-resources) was recently updated with a tip about only clicking the Run button one time to prevent issues occurring when the button was pushed multiple times and how to run multiple reports in tabs.
