webDEALER Update and Release 3.1.0

Please review and distribute as appropriate.

On October 30, 2016, the Texas Department of Motor Vehicles (TxDMV) released webDEALER 3.1.0. Many of the changes included in that release take effect beginning January 1, 2017.  Please take a moment to review the changes in order to ensure you are prepared for the January 1, 2017, effective date. For more information, please refer to the attached user guide addendum.

Features included in webDEALER 3.1.0:

  • Allows the webDEALER application to charge the Processing and Handling Fee and Title Convenience Fee for applicable title transactions.
  • Allows webDEALER dealers to charge a Title Convenience Fee up to $10 (only for dealers who are allowed to issue license plates).
  • Adds a column (Pay To County) to show the expected fee from dealership in order to process an application.
  • Adds a column (Paid To County) to show the amount received from the dealership.
  • Adds a column (Pay To County) to show the expected fee from dealership in order to process the selected application(s).
  • Adds a column (Pay To County) to show the expected fee from dealership in order to process each group.
  • Page changes:
    • Reviewed Titles With Payment Due
    • Payments Completed
    • Group Reviewed Titles for Payment
    • Reviewed Title Groups with Payments Due
    • Approved Titles With Payments Due
    • Fee page; Title Preview page shows the Processing and Handling Fee and Title Convenience Fee.
  • Fixes to existing production issues.

Note: If you are processing a title with a sale date of December 31, 2016, or earlier, and an application date of January 1, 2017, or later, you must manually remove the Title Convenience Fee by changing it to zero in the administration section of webDEALER prior to computing the fees for the transaction.
