Registration and Title System (RTS) Release 8.4 and Changes to Internet Vehicle Title and Registration Service (IVTRS) and webSUB

The next phase of the Single Sticker Program, “Two Steps, One Sticker,” begins the enforcement of statutory inspection time frames before registration is issued or renewed.   The Texas Department of Motor Vehicles (TxDMV) software applications, including RTS, IVTRS, webSUB, and webDEALER, will be updated the evening of March 5, 2016, to allow enforcement of the new requirements.  RTS, IVTRS, and webSUB users will see minimal changes to the applications beginning Sunday, March 6, 2016.  webDEALER users will see no change to the application screens or transaction process.

The time frame for registration renewal is determined by the type of inspection the vehicle receives.  Vehicles that have not received a commercial inspection must have passed an inspection no earlier than 90 days prior to the registration expiration.  Vehicles with a commercial inspection must have an unexpired inspection before registration can be renewed.  You will not need to worry about what type of inspection the vehicle received or about manually calculating the 90-day time frame as the TxDMV systems will do that for you.

Vehicles sold by dealers have a different set of requirements.   The new dealer time frames begin with March 1, 2016, or later retail sales.  Used vehicles must have an inspection within 180 days preceding the date of sale, and new vehicles must have one full month of inspection remaining on the sale date. 

TxDMV systems will continue to electronically verify inspection when registration is issued or renewed.  A new inspection is required only if inspection cannot be verified electronically or by review of the Vehicle Inspection Report or  Customers with questions about the new time frames may find information, resources, and tools at 

While changes to TxDMV systems are minimal, attached is a detailed overview of changes you may see in RTS.  The attachment also includes a new message your subcontractors may see in webSUB and a new message customers may see when renewing their registration via IVTRS.
