Chapter 2 – Title Application and Issuance Section 2.4, “Application for Salvage or Nonrepairable Vehicle Title,” was updated to provide information regarding the acceptability of electronic signatures. An electronic signature may only be used on a secure document if the secure document is submitted to the department through webSALVAGE. Non-secure documents may be signed with electronic signatures whether submitted to the department physically or through webSALVAGE.
Chapter 4 – Insurance Companies Section 4.3, “Applications Without Proper Evidence of Ownership,” was updated to remove the requirement for proof of a paid claim by an insurance company in accordance with Registration and Title Bulletin #001-19.
Chapter 8 – Replacements, Errors, and Innocent Purchasers Section 8.5, “Salvage Document or COA Issued in Error,” was updated to remove the reference to a Certificate of Authority (COA) issued prior to October 1, 2007. The issue date of the COA does not affect the procedure to reinstate a prior Texas title record when a COA is issued in error.
