TxDMV publishes rule proposals in the July 25, 2025, issue of the Texas Register.

The Texas Department of Motor Vehicles (TxDMV) has proposed rules in the July 25, 2025, issue of the Texas Register. A summary of the proposed rules and the proposed language is available on TxDMV’s website at https://www.TxDMV.gov/general-counsel/proposed-and-adopted-rules-2025.

The proposals are posted for public comment until 5:00 p.m. on August 25, 2025.

The proposals include:

  • revisions to 43 Texas Administrative Code, Chapter 211, relating to implementation of Senate Bill (SB) 2587 and SB 1080, 89th Legislative Session, and Cleanup;
  • revisions to 43 Texas Administrative Code, Chapter 215, relating to implementation of House Bill (HB) 718, 88th Legislative Session; SB 1902, SB 1818, and HB 5629, 89th Legislative Session, and Cleanup;
  • revisions to 43 Texas Administrative Code, Chapter 217, relating to implementation of SB 1902 and SB 1729, 89th Legislative Session, and Cleanup;
  • New 43 Texas Administrative Code, Chapter 220, relating to implementation of SB 2807, 89th Legislative Session;
  • revisions to 43 Texas Administrative Code, Chapter 221, Section 221.17, relating to implementation of SB 1818 and HB 5629, 89th Legislative Session;
  • revisions to 43 Texas Administrative Code, Chapter 224, relating to implementation of SB 2807, 89th Legislative Session, and Cleanup;
  • revisions to 43 Texas Administrative Code, Chapter 224, relating to implementation of HB 1672, 89th Legislative Session, and Cleanup; and
  • revisions to 43 Texas Administrative Code, Chapter 224, Section 224.58, relating to implementation of SB 1902, 89th Legislative Session.
