TxDMV publishes a rule proposal in the October 3, 2025, issue of the Texas Register.

The Texas Department of Motor Vehicles (TxDMV) has proposed a rule in the October 3, 2025, issue of the Texas Register. A summary of the proposed rule and the proposed language is available on TxDMV’s website at https://www.TxDMV.gov/general-counsel/proposed-and-adopted-rules-2025.

The proposal is posted for public comment until 5:00 p.m. on November 3, 2025.

The proposal includes revisions to 43 Texas Administrative Code, Chapter 217, relating to implementation of Senate Bill 2001 and House Bill 5436, 89^th Legislative Session, and cleanup.
