The latest update to the Assembled and Reconstructed Vehicle Manual (attached) is now available via Registration and Title System (RTS) workstations and at www.txdmv.gov.

The manual was updated throughout multiple chapters to clarify that a Vehicle Inspection Report (VIR) is required when the applicant is applying for registration in an emissions county, as applicable.
Chapter 1 – Assembled Vehicles
Section 1.5, “ASE Safety Inspection for Assembled Vehicles” was updated to remove the reference to a vehicle safety inspection as a result of House Bill 3297 and elimination of the safety inspection.
Chapter 8 – Assembled Trailers
Section 8.1, “Application for Title and Supporting Documentation” was updated to remove the requirement of a VIR for assembled trailers.
