The latest update to the Salvage/Nonrepairable Motor Vehicle Manual (attached) is now available via Registration and Title System workstations and at www.txdmv.gov.

Updates for this release are marked with red change bars in the text. 

All chapters of the Salvage/Nonrepairable Motor Vehicle Manual were updated as appropriate to include reference to independent motor vehicle dealers operating as a salvage vehicle dealer as provided in Registration and Title Bulletin (RTB) #002-20.

In addition to these changes, several chapters of the manual have been updated to remove the guidance for an applicant to obtain a court order based on changes provided in RTB #008-20.

April 2020 Motor Vehicle Title Manual Update

The latest update to the Motor Vehicle Title Manual (attached) is now available via Registration and Title System (RTS) workstations and at www.txdmv.gov.

Updates for this release are marked with red change bars next to the text.

The manual was updated in various sections to clarify when a bonded title is available based on the expansion of eligible transactions provided in Registration and Title Bulletin (RTB) #007-20.  Multiple sections were also updated relative to the use of court orders in the title application process pursuant to RTB #008-20.

Chapter 6 – Application and Issuance of Motor Vehicle Title
Section 6.1, “Application for Texas Title and/or Registration (Form 130-U),” was updated to clarify the communication indicator can be added to a motor vehicle record by someone other than the vehicle owner as provided in RTB #003-20.  Additionally, the Certification of a Communication Impediment (Form VTR-216) must be returned to the applicant once the transaction is complete.

Chapter 8 – Refusal/Denial of Title
Section 8.3, “Bonded Title,” was updated to clarify what vehicle scenarios are eligible and ineligible for a bonded title and reference to “TxDMV Rejection Letter” was replaced with the new Notice of Determination for a Bonded Title or Tax Assessor-Collector Hearing (Form VTR-130-ND) as provided in RTB #007-20.  A note was also added stating vehicles 25 years old or older with an appraised value of less than $4,000 have a value set at $4,000 per Administrative Rule, Section 217.9.

Chapter 10 – Evidence of Ownership
Section 10.4, “Form 97, US Government Certificate to Title a Vehicle,” was updated to include travel trailers purchased by, or transferred to, a government agency may use the U.S. Government Certificate to Obtain Title to a Motor Vehicle (Form 97) as evidence of ownership when applying for title.

Chapter 14 – Vehicle Types
Section 14.7, “House, Camper, and Travel Trailers,” was updated to include title requirements for a travel trailer purchased by, or transferred to, a government agency when the travel trailer is being used as temporary housing in response to a natural disaster or other declared emergency as provided in RTB #001-20.

Section 14.13, “Off-Highway Use Vehicles,” was updated to require a customer who purchased a certain model year off-highway vehicle from an out of state dealer to provide proof of use tax paid to the Comptroller of Public Accounts or an exemption from payment of the tax prior to the county processing an application for title as provided in RTB #006-20.

Chapter 25 – Motor Vehicle Dealers
Section 25.6, “Processing Title Transactions Involving Dealer Bankruptcy,” was renamed to “Processing Out of Business Dealer Title Transactions.”  This section was updated to include the titling process and waiving of fees paid when a customer purchases a vehicle from a dealer that has gone out of business and the dealer did not apply for title on the purchaser’s behalf as provided in RTB #005-20.

Initial Notification: RTS and WebDealer Maintenance (5/2/2020 @ 11:00 PM)

On Saturday, May 2, 2020, the Texas Department of Motor Vehicles (TxDMV) will be implementing changes to address the COVID-19 waiver for delinquent fees.  The duration of the maintenance is scheduled for up to 4 hours beginning at 11:00 PM (5/2/2020) lasting until 3:00 AM.

Systems Impacted: All systems below will be unavailable and unable to access vehicle information during the scheduled time frames:

Saturday, May 2, 2020 from 11:00 PM – Sunday, May 3, 2020 to 3:00 AM.

Additional County Webinar Notice-County Closure

Additional Webinars Scheduled for Monday, April 27, 2020, on processing “Out of County” transactions.

Registration and Title System (RTS) Release 9.6.1 made functionality available to facilitate willing counties being able to process title and registration transactions on behalf of closed counties and the statutorily required funds transfer.  RTS Release 9.6.1 release notes provided instructions on selecting the “Out of County” checkbox, and Registration and Title Bulletin #009-20 was distributed, outlining the policy and procedure for processing title transactions when the purchaser’s county of residence is closed.

The department has been made aware that some counties are incorrectly selecting the “Out of County” checkbox causing funds to be allocated incorrectly.  As a result, webinars will be held for county tax assessor-collectors to provide additional guidance on how to properly process transactions in the event of a county closure.  It is imperative that county tax assessor-collectors and their staff understand the proper use of the new functionality to ensure the proper collection and distribution of county funds.  The department is unable to correct transactions improperly processed using the “Out of County” checkbox.  The only remedy in RTS to correct an improperly processed “Out of County” transaction is to void it during the county’s void period.

County Webinar Notice-County Closure

Huntsville Lock-down April 23, 2020

As of today, 4-23-20, the TxDMV Huntsville Warehouse is still under full lock-down status. A small number of TDCJ Tag Plant staff returned this morning and we do have limited operation at this time.

 

TDCJ was able to start processing/manufacturing specialty and fleet plates. The first manufactured plates will be ready for pick-up on Monday of next week.

 

With limited staff, TDCJ will only be able to fill emergency TxDMV-Allocations orders. Emergency orders consist of warehouse items (non-special plates) that will sustain a county or region that is near depletion for about two weeks. Pending
orders will be processed once emergency orders have been filled and as time allows. I will provide additional information as it becomes available.

Information and Reminders on County Training Program

As you are aware, Senate Bill 604, enacted by the 86th Legislature, added Transportation Code, Section 520.023.  The legislation required the department to implement a training program on the department’s automated registration and titling system and identification of fraudulent activity related to vehicle registration and titling.  This program went into effect on December 16, 2019, with the implementation of Registration and Title System (RTS) Release 9.5.

As of April 21, a total of 76,044 modules have been completed in the eLearning Center and reported through RTS to the department; however, there are 112,324 modules which remain to be completed and reported by August 31, 2020.  We are approximately half way through the period allowed for existing users to complete the modules associated with their existing permissions; however, we have only verified approximately 40% of the necessary modules.

The current circumstances surrounding the COVID-19 pandemic has required ongoing adjustments to the day-to-day operations of many of your offices.  The department is taking advantage of this current situation by having staff complete all required eLearning Center modules.  The department would like to encourage you to take advantage of this time to do the same.  eLearning Center modules can be completed from any computer with an internet connection and do not have to be completed on an RTS workstation.  If you have staff with the ability to work on a computer from home, eLearning Center modules are available to them.  While the modules must be reported through RTS, this can be done by any employee with the “Security” security permission if they have access to an RTS workstation or submitted once they return to your office.

The department encourages you to run the Expiration Report located in the Cognos eLearning Reports folder, as this report will identify specific employees and the specific eLearning modules that have not yet been reported to the department.  For guidance on generating the report, please review the RTS 9.5 Release Notes.

Additionally, the department is receiving a high volume of eLearning Center related questions, and we would like to remind you about the eLearning Center Job Aid.  This job aid contains many of the answers to the questions we are receiving.  All county training program related materials, including the RTS 9.5 Release Notes and eLearning Center Job Aid, are located on the TAC Hub under the “County Training” tab or https://www.txdmv.gov/tax-assessor-collectors?tab=countytraining.

Statewide webDEALER Adoption

Senate Bill 604, enacted by the 86th Legislature, amended Transportation Code, Section 520.005 by adding Subsection (e). This new subsection requires each county tax assessor-collector to make webDEALER available to any licensed motor vehicle dealers (“dealers”) requesting access effective September 1, 2020.

 

While granting webDEALER access is required, Subsection (e) does not mandate or impact who counties deputize as dealer deputies nor county established dealer deputy requirements. Deputizing a dealer remains at the sole discretion of the county tax assessor-collector’s office.

 

In an effort to ensure all county tax assessor-collector offices are ready for this requirement, the department is contacting each county not currently setup with webDEALER access. The department will be verifying who will act as the county webDEALER administrator, ensuring this administrator has completed the applicable eLearning Center courses, and verifying access once the administrator is established.

 

Additionally, the department has created a project team charged with making programming enhancements to webDEALER. Many of these enhancements will address requests made by county tax assessor-collectors and dealers currently utilizing webDEALER.

 

The Texas dealer associations are aware of this new requirement and may begin notifying their members. This may result in your offices receiving inquiries related to webDEALER access.

 

To assist county tax assessor-collectors and dealers with initial webDEALER setup, the department has posted “Getting Started with webDEALER” videos at www.TxDMV.gov.

County tax assessor-collector’s offices receiving inquiries from dealers requesting webDEALER access may utilize the dealer version of “Getting Started with webDEALER” video as a resource.

 

In the coming weeks, “Using webDEALER” videos will also be made available to county tax assessor-collector offices and dealers at the same locations specified above. The department will notify you once these videos are available and provide additional information at that time.

 

Beginning in May, the department’s 16 Regional Service Center Managers will reach out to each county tax assessor-collector’s office not currently utilizing webDEALER to schedule time to present “Getting Started with webDEALER” and “Using webDEALER” on a more personalized level.

 

While the requirement to provide webDEALER access to dealers who make a request is not effective until September 1, 2020, there is no prohibition against granting authorization prior to this date. The department encourages you to begin utilizing webDEALER as soon as you are ready.

Registration Waiver Reminder – CORRECTED

Please review and distribute as appropriate.

The Texas Department of Motor Vehicles has received numerous phone calls from motorists who have received citations from law enforcement for registration violations.  We are sending the attached communication to law enforcement officials in order to provide clarification regarding Governor Abbott’s waivers pertaining to vehicle registration.  We ask that you provide the attached notice to your local law enforcement agencies to assist TxDMV in communicating this important message.

Vehicle owners may contact your office due to receipt of a citation for expired registration or for general questions regarding the registration waivers.  We are providing a copy of Governor Abbott’s press release regarding the waivers (attached) for the use of county tax assessor-collectors and for sharing with motorists who have been cited.

For tax assessor-collectors renewing an expired registration while the temporary waiver is in effect, the “Valid Reason” should be selected on the Registration Additional Info REG039 screen in the Registration and Title System.  Also, do not select “Citation/Charge Penalty” on the REG039 screen if the vehicle owner received a citation dated March 16, 2020, or later for expired registration.

The TxDMV will provide notice when normal services resume, and the temporary waivers will remain in effect until 60 days after the notice is provided.  Updated guidance on processing expired registrations, and the selection of “Valid Reason” and “Citation/Charge Penalty,” will be provided to tax assessor-collectors at that time.

Over the weekend of April 17, 2020, the Texas Department of Motor Vehicles (TxDMV) will update the eLicensing system. During the deployment of the new release you may experience intermittent connectivity issues to the following applications:

 

Starting at 6:00 PM Saturday (4/18/2020) through 2:00 AM Sunday (4/19/2020):

Lock-down-April 8th, 2020

As of today, April 8th, 2020, The TxDMV Huntsville Warehouse is locked down. This is not a typical lock-down. Because of Covid-19 cases reported on the unit, all warehouse operations have been required to stop for a period of 14 days. TxDMV staff will be available
to track shipments already in-transit to the County Tax Assessors and the TxDMV Regional Service Centers. We will not be available to process, ship any additional orders until the quarantine is lifted. An update to the lock-down will be provided as we receive
information from TDCJ.

April 2020 NMVTIS Guide Revision

The latest update to the NMVTIS Guide (attached) is now available via Registration and Title System workstations and at www.txdmv.gov.

Updates for this release are marked with red change bars in the text. 

Chapter 1 – Overview
Section 1.5, “State Participation,” was updated with a new map to represent the states participating in NMVTIS.

Chapter 5 – Title Brands
Section 5.1, “NMVTIS Brands,” was updated with a note regarding new odometer brand errors that will reflect on the NMVTIS Inquiry Error Report that were added with Registration and Title System Release 9.5.1.

Chapter 7 – Title Numbers and Issue Date
Section 7.3, “Title Samples and Title Information,” was updated to clarify vehicles with a model year of 1999 or prior are exempt from titling in New Hampshire.

April 2020 Registration Manual Update

The following are brief summaries of the chapters updated in the April 2020 revision.

Chapter 6 – Exempt License Plates
Section 6.1, “General Provisions,” was updated to specify the inscription requirements for vehicles issued exempt registration do not apply to vehicles owned by the federal government and its subsidiary agencies.

Section 6.2, “Application for Standard Exempt License Plates,” was updated as a result of House Bill (HB) 2315, to specify exempt plates may be obtained for travel trailers used by a government agency to provide temporary housing in response to a natural disaster or other declared emergency.

Chapter 10 – General Provisions
Section 10.12, “Communication Impediment,” was updated to specify the communication impediment indicator can be added to the vehicle record even if the individual with the impediment is not the recorded owner. This section also specifies that the Certification of a Communication Impediment (Form VTR-216) must be returned to the customer after verifying the certification and selecting the check box in the Registration and Title System (RTS).

Chapter 16 – Temporary Permits
Section 16.1, “Temporary 72-Hour or 144-Hour Permits,” was updated to specify that temporary permits should be printed on plain paper and not VTR-500-RTS paper when possible.

Section 16.2, “One-Trip (single trip) or 30-Day Trip Permits,” was updated as a result of HB 3842, to specify marking the “Dealer Closure” check box in RTS results in waiving all fees associated with the issuance of one 30-Day Permit.  The “Dealer Closure” check box in RTS should be used only when the customer presents a department-issued letter stating the dealership has gone out of business and the fees may be waived.
