Vehicle Title & Registration Waiver Ends April 14, 2021
Texans have until the end of that day to complete overdue transactions

(AUSTIN, Texas – April 5, 2021) The temporary waiver of certain vehicle title and registration requirements, announced by Governor Greg Abbott on March 16, 2020, due to the COVID-19 pandemic, will end at 11:59 p.m. on April 14, 2021, with no grace period. The Texas Department of Motor Vehicles (TxDMV) reminds Texans to complete any overdue transactions now. After April 14, 2021, law enforcement may begin issuing citations to motorists operating a vehicle without a current registration sticker or current registration receipt. There is no grace period after the April 14, 2021 deadline.

Three ways to renew your vehicle registration:

  • Online: Visit TxDMV.gov or www.Texas.gov. This is the quickest and least expensive way to renew. Save $1 if you renew online. Online renewal is available up to nine months past your registration expiration date.
  • Mail: Return the bottom portion of your registration renewal form, payment and other required information to your county tax assessor-collector. Motorists choosing to renew by mail need to allow adequate time for mail delivery and processing.
  • In Person: Visit the office of your county tax assessor-collector. In many counties, in-person renewal is also available at other locations, such as certain grocery stores. Contact your county tax office to check hours and locations.

Reminder: Before renewing registration, Texans will need to obtain a passing vehicle inspection at the state vehicle inspection station of their choice, unless their vehicle is exempt from inspection requirements.

The expiring temporary waiver covers the following services:

  • Initial vehicle registration.
  • Vehicle registration renewal.
  • Vehicle titling.
  • Renewal of permanent disabled parking placards.
  • 30-day temporary permits.

The Texas Department of Motor Vehicles does not issue driver licenses or state ID cards. Texans should contact the Texas Department of Public Safety (DPS) at www.dps.texas.gov/driverlicense/ for these services.

April 2021 Motor Vehicle Title Manual Update

The latest update to the Motor Vehicle Title Manual (attached) is now available via Registration and Title System (RTS) workstations and at www.txdmv.gov.

We welcome your feedback and encourage you to email any comments or suggestions to VTR_Title_Reg-Manual-Update@txdmv.gov (please note the underscores between VTR and Title and between Title and Reg).

Updates for this release are marked with red change bars in the text. 

Chapter 2 – Administration and Transaction Handling Procedures
Section 2.7, “Specially Marked Envelopes – Assembly Procedures,” was updated with the new mailing address for the imaging vendor, OpenText. 

Chapter 3 – Fees
Section 3.2, “Delinquent Transfer Penalty,” and Section 3.3, “Allocation of Transfer Fees,” were updated to remove reference to the Tax Collector’s Receipt for Texas Title Application/Registration/Motor Vehicle Tax (Form VTR-31-RTS), which is no longer in use.

Chapter 25 – Motor Vehicle Dealers
Section 25.2, “Duty of Vehicle Dealer on Sale of Certain Vehicles,” and Section 25.3, “Requirement of Motor Vehicle Dealers,” were updated to remove references that provided guidance on motor vehicle sales tax. Questions regarding motor vehicle sales tax should be directed to the Comptroller of Public Accounts.

The Texas Department of Motor Vehicles (TxDMV) will update the webDEALER system with Release 10.0.0 on Saturday, March 20, 2021 starting at 6:00 PM until Sunday, March 21, 2021 at 6:00 PM. During the deployment of the 10.0.0 Release you may experience intermittent connectivity issues.

 

As a reminder, if you are unable to print buyer’s tags, you should use your pre-printed Internet Down tags.  Every dealer is allowed a minimum of 30 Internet Down tags. Please remember that after using an Internet Down tag, you must enter the information for that tag into webDEALER as soon as the system is accessible.  Doing this, will ensure you always have the full allocation of unused Internet Down tags available when you need them. Internet Down tags are valid for one year from the date they are printed.

Informational: webDEALER/webSALVAGE (3/5/2021 @ 6:00 PM)

Some records that were submitted on Thursday, March 4th have the Previous Owner Name as “STEPHEN BANDA AUTOMALL’.  These can be viewed under Documents on the title preview 

There are two ways to correct this.

  1. Web Dealer Titles that have not been approved need to:

A County user needs to return the transaction to the Dealer.

Have the Dealer edit the “Evidence of Ownership and Supporting Documents” in the Title Preview for the Title application.

  • Remove the document(s) from the “Evidence of Ownership and Supporting Documents” page.
  • Re save the Evidence of Ownership and re-upload the Documents.  Return to the Title Preview.
  • Calculate fees and resubmit the Title application to County to review.
  1. Web Dealer Title transactions that have been approved and should be in the void window.

A County user needs to void the approved Web Dealer Title Transaction in Web Dealer or RTS-POS.

  • When voiding the approved transaction return it to the Dealer.

Have the Dealer edit the “Evidence of Ownership and Supporting Documents” in the Title Preview for the Title application.

  • Remove the document(s) from the “Evidence of Ownership and Supporting Documents” page.
  • Re save the Evidence of Ownership and re-upload the Documents.  Return to the Title Preview.
  • Calculate fees and resubmit the Title application to County to review.
