The Texas Department of Motor Vehicles vendor Salesforce, has reported that the eLicensing system is experiencing system degradation. Due to this issue, users may be experiencing slowness when processing transactions.

Identified Issues Related to County Closure Transactions

Programming changes with the Registration and Title System Release 9.6.1 introduced functionality to allow a county tax office to process transactions on behalf of a closed county tax office by selection of the County Closure checkbox.  The department identified an issue with the batch process for certain transactions with the County Closure checkbox selected.  Additionally, the department is aware of an issue with the “OutofCounty Amounts” section of the COGNOS Funds Remittance Report.

A fix was deployed the evening of May 12, 2020, to correct the batch process issue affecting certain transactions.  The department is in the process of reviewing impacted transactions to determine any necessary resolution.  In addition, the department is actively working to identify the issue with the COGNOS Funds Remittance Report and implement a solution.

webDEALER Programming Changes for Delinquent Sales Tax Penalty

In support of Governor Greg Abbott’s waiver on the time in which to apply for title and delinquent transfer penalty, the Comptroller of Public Accounts (CPA) provided an extension for when motor vehicle sales tax is due and subsequently when the delinquent sales tax penalty may be assessed for a title transaction.  For additional information on the extension for motor vehicle sales tax, please visit the CPA website at https://comptroller.texas.gov/taxes/motor-vehicle/sales-use.php.  

To accommodate the extension, programming changes to webDEALER are scheduled for deployment over the weekend of May 16, 2020.  County webDEALER users will be able to modify the delinquent sales tax penalty prior to approval on any transaction subject to the extension and assessed the delinquent sales tax penalty.  The Computed Fees section on the Title Preview page will display an edit icon and include the message “Sales Tax Penalty Percentage can be modified,” as shown below.

webDEALER will continue to calculate the delinquent sales tax penalty based on the date of sale.  County tax offices should use the date of sale and guidance from the CPA to determine whether the penalty should be modified.  The Fee page, as shown below, will provide a new Sales Tax Penalty Information section with a dropdown to allow a county user to modify the penalty percentage to 10, 5, or 0 percent, as appropriate.  Once the percentage is selected from the dropdown, the Calculate Sales Tax Penalty Fee button must be selected in order for the penalty fee to update, and the Save button must be selected to retain the changes.

County tax offices should inform the entity that submitted the title transaction if the penalty was modified to ensure the proper amount is remitted.  Additionally, once the transaction has been approved in webDEALER, print the final receipt as it will reflect the latest fee amounts.  The CPA should be consulted regarding any refunds for the delinquent sales tax penalty for title applications that have already been approved in webDEALER.

New Extended Intrastate Trailer Fleet Registration Available

HB 1262 passed by the 86th Texas Legislature (2019) allows for a new Extended Intrastate Trailer Fleet Registration.

Effective May 14, 2020, trailers, semi-trailers, or travel trailers of less than 7,500 pounds gross weight that are not subject to safety inspections are eligible to be registered or renewed for an extended period of up to 5 years. This option will be available in the Texas International Registration Plan (TxIRP) System. Similar to multi-year fleet registration, the expiration month/day that is set on the original application will be used on all renewals.

Revised Salvage Vehicle Dealer Related Forms

House Bill 1667, enacted by the 86th Legislature, authorizes an independent motor vehicle dealer issued a general distinguishing number (GDN) under Transportation Code, Chapter 503, to act as a salvage vehicle dealer.  As a result, the following forms have been revised to accommodate use by both salvage vehicle dealers and independent motor vehicle dealers.
 
  • Component Part(s) Bill of Sale (Form VTR-63)
  • Bill of Sale for a Junk Motor Vehicle (Form VTR-203)
  • Inventory of Component Parts Purchased/Affidavit Bill of Sale (Form VTR-207)
  • Surrendered Ownership Evidence for Vehicles to be Dismantled, Scrapped,
    or Destroyed (Form VTR-340)
  • Surrendered Ownership Evidence for Vehicles Permanently Destroyed
    (Form VTR-340-M)
  • Purchaser’s Certification of Export-Only Sale (Form VTR-901)
  • Annual Purchaser’s Certification of Export-Only Sale (Form VTR-901-A)
  • For Export-Only Sales Record (Form VTR-902)
  • Casual Sales Record (Form VTR-903)

The revised forms are available on our website at www.TxDMV.gov and may be used immediately.  Existing versions of the forms remain valid for use; however, we encourage you to begin utilizing the latest version available on our website.
