Temporary Suspension of Motor Carrier IRP Requirements for Wildfire Disaster Relief

Texas Governor Greg Abbott has suspended certain vehicle registration requirements related to Apportioned Registration, also known as the International Registration Plan (IRP), and Temporary Permits for operators of commercial motor vehicles associated with activities necessary to respond to the disaster.  

  • International Registration Plan (IRP) vehicle registration under Transportation Code, Section 502.091 and 43 TAC 217.56 to the extent the vehicle is not already registered under IRP, as long as the motor vehicle is registered in one of the 48 contiguous states of the United States; and
  • 72-/144-hour temporary registration permits under Transportation Code, Section 502.094 and 43 TAC 217.40(b)(3), as long as the vehicle is registered in another state of the United States or a state of the United Mexican States.

The suspension only applies to the vehicle registration requirements for operators of commercial vehicles that are providing disaster assistance pursuant to the declarations referenced in Governor Abbott’s proclamation. The suspension does not apply to any other requirement, including any safety requirements. Also, operators are responsible and liable for safely routing their vehicles and obtaining current restrictions and information concerning hazardous road conditions prior to movement.

 

A copy of Gov. Greg Abbott’s Disaster Declaration and the TxDMV Notice of Suspension must be carried in the vehicle, both of which are attached below. Please see related information at https://www.txdmv.gov.

Oversize/Overweight Permit Requirements Suspended for Wildfire Response

Texas Governor Greg Abbott declared a disaster for Texas counties impacted by wildfires. The Governor’s Office has temporarily suspended oversize/overweight permitting requirements for vehicles and loads associated with activities necessary to respond to the disaster. A copy of Gov. RTS Performance Issues and Transactions (02/27/2024 @ 9:38 AM)

Good morning,


TxDMV is aware of reported RTS connectivity issues and that some RTS users could not log in.

Support staff has implemented a series of “unlocks” to address the RTS user log in issues.

If you are a RTS user that did not experience a login issue and/or did not experience any
lock out on your account, we still ask that you kindly log out of RTS, then log in again in order
to synchronize with RTS “unlock” commands so as to reestablish assured connectivity.

How to handle transactions after RTS unlocks

Scenario #1: You have completed the transaction but can’t print the transaction receipt.

        ○ Attempt to re-print the receipt
        ○ If unable to re-print, void the transaction and re-process the transaction
                    •  You will need to run a transaction reconciliation report to obtain the trans ID#,
                        in order to void, should you not have the trans ID# already

Scenario #2: You did not complete the transaction, and when you try to complete it,
                       the system tells you that the transaction is still i
n-process.

       ○ Access the pending transaction from your set asides
       ○ This should allow you to access the transaction to complete processing

Scenario #3: You did not complete the transaction, and it’s not in set aside.

       ○ Run the transaction reconciliation report to verify those transactions
            which are not completed
       ○ Redo transaction if the transaction was not completed.

TxDMV publishes a rule proposal in the February 23, 2024, issue of the Texas Register.

The Texas Department of Motor Vehicles (TxDMV) has proposed a rule in the February 23, 2024, issue of the Texas Register. A summary of the proposed rule and the proposed language is available on the TxDMV website at www.TxDMV.gov/general-counsel/proposed-and-adopted-rules-2024.

The proposal is published in the February 23, 2024, issue of the Texas Register and is posted for public comment until 5:00 p.m. on March 25, 2024.

The proposal includes:

  • amendments to 43 Texas Administrative Code Chapter 219, concerning cleanup.

as soon as the system is accessible.  Doing this, will ensure you always have the full allocation of
unused Internet Down tags available when you need them. Internet Down tags are valid for one
year from the date they are printed.

TxDMV is aware of reported RTS connectivity issues and that some RTS users cannot log in.
