TxDMV publishes rule proposals in the December 26, 2025, issue of the Texas Register.

The Texas Department of Motor Vehicles (TxDMV) has proposed rules in the December 26, 2025, issue of the Texas Register. A summary of the proposed rules and the proposed language is available on the TxDMV website at https://www.TxDMV.gov/general-counsel/proposed-and-adopted-rules-2025.

The proposals are posted for public comment until 5:00 p.m. on January 26, 2026.

The proposals include:

  • revisions to 43 Texas Administrative Code, Chapter 206, relating to Automated Vehicle Regulation Advisory Committee (AVRAC);
  • revisions to 43 Texas Administrative Code, Chapter 211, relating to implementation of SB 1080, 89th Legislative Session; and cleanup; and
  • revisions to 43 Texas Administrative Code, Chapter 218, relating to cleanup.
