The Texas Department of Motor Vehicles continues to encourage dealers to begin using webDEALER ahead of the mandatory use requirement, effective July 1, 2025.
As a reminder, a dealer is not required to post a bond or contract with a county tax assessor-collector (county) to access or use webDEALER, and a county cannot prevent a dealer from using webDEALER to submit title transactions. Transportation Code, §520.005, requires a county to provide a dealer webDEALER access to submit title transactions.
A bond or contract is only required when the dealer is deputized as a dealer deputy in accordance with Texas Administrative Code, §217.167. A county may deputize a dealer as a dealer deputy in accordance with Texas Administrative Code, §217.166, which currently allows the county to allocate license plates and registration stickers to the deputized dealer. A dealer is not required to become a dealer deputy to use webDEALER.
With the implementation of House Bill (HB) 718, all dealers will be issued general issue license plates by the department, but this will not require all dealers to be deputized as a dealer deputy. Additional communications regarding policy and procedure changes will be provided, as the department continues to implement HB 718.
