Registration and Title Bulletin (RTB) #005-24 provides guidance on House Bill (HB) 3297 – Elimination of Vehicle Safety Inspections and Revised Procedures for Vehicle Identification Number (VIN) Certification and Rebuilt Salvage Title Applications.
RTB #005-24 is attached, along with the revised Application for Texas Title and/or Registration (Form 130-U) and Rebuilt Vehicle Statement (Form VTR-61).
