Temporary & Limited Term ID Clarification

The information below is to provide clear guidance on the new identification (ID) requirements. We are issuing the following clarification in response to recent questions regarding acceptable ID for individuals applying for standard initial vehicle registration. This information is intended to support consistent application of the rule and ensure uniform understanding across all stakeholders. 


Summary for County Tax Offices and Dealers:

A valid, unexpired driver’s license or state ID issued by a state that requires proof of legal presence is acceptable, including those marked “limited term” or “temporary.”

States Requiring Proof of Legal Residence:

The following states require proof of legal residence prior to issuing a driver’s license or state ID, including those that may be marked “limited term” or “temporary”: Alabama, Alaska, Arizona, Arkansas, Florida, Georgia, Idaho, Indiana, Iowa, Kansas, Kentucky, Louisiana, Maine, Michigan, Mississippi, Missouri, Montana, Nebraska, New Hampshire, North Carolina, North Dakota, Ohio, Oklahoma, Pennsylvania, South Carolina, South Dakota, Tennessee, Texas, West Virginia, Wisconsin, and Wyoming.

Temporary or Limited Term ID


Reminder: The new ID requirements effective March 5, 2025, apply only to initial registration transactions. Updated identification requirements for registration renewals will take effect January 1, 2027.
