Communication to the Counties Regarding the Issuance of Temporary Permits

RTS Release 9.4.0, which was implemented September 1, 2019, added new hard stops for timed permits (72-Hour, 144-Hour, 30-Day, and One Trip) to the Registration and Title System (RTS) Point-of-Sale (POS). These hard stops have been added to prevent the fraudulent use of temporary tags on vehicles that are not eligible to be operated on public roads. Unfortunately, several of the new hard stops incorrectly require an authorization code to issue a timed permit when the vehicle record displays one of the following remarks:
     • Title Only and REGISTRATION INVALID
     • AWAITING NMVTIS VIN INQUIRY
     • TITLE APPLICATION AWAITING RELEASE
     • TITLE HELD AWAITING DPS OK
     • TITLE REJECTED
     • TITLE REVOKED.

We are implementing a hot fix in RTS POS to no longer require an authorization code to issue a timed permit when the vehicle record vehicle record displays one of the remarks listed above. Until this fix is implemented, an authorization code will be required to issue a timed permit for a vehicle record with those remarks.

RTS Release 9.4 correctly applies a hard stop for timed permits when the vehicle record reflects one of the remarks listed below. A vehicle with a record that reflects one of the remarks listed may not be operated on public roads. An authorization code should not be provided and a timed permit should not be issued for a vehicle with a record that reflects these remarks.

     • CERTIFICATE OF AUTHORITY
     • DOT PROOF REQUIRED
     • INSURANCE – NO REGIS – TITLE
     • OFF-HIGHWAY USE ONLY
     • SALVAGE CERTIFICATE
     • SALVAGE CERTIFICATE – NO REGIS
     • SALV TITLE DAMAGED
     • SALV TITLE DAMAGED – NO REG
     • NONREPAIR 95% PLUS LOSS
     • NONREPAIR 95% PLUS LOSS – NO REG

The Registration Manual Chapter 16, Temporary Permits, will be updated to reflect this information in the future.
