The Texas Department of Motor Vehicles will launch the new Texas Motor Carrier Credentialing System (TxMCCS) on August 3, 2026.
TxMCCS is a modernized, online system for motor carrier credentialing and account management that replaces both the current Motor Carrier Credentialing System (MCCS) and the Electronic Licensing, Insurance, and Credentialing (eLINC) system. TxMCCS is used by motor carriers, licensing agents, and insurance companies to process carrier credential information and provides the information to law enforcement.
Key benefits of TxMCCS include:
- Mobile-friendly, responsive design from desktops, tablets, and smartphones;
- 24/7 online access to manage accounts and conduct business;
- Improved system performance and response time;
- Enhanced self-service features, including online document uploads, password resets, and account requests; and
- Expanded account tools, including alerts, notifications, data exports, and immediate cab card printing.
Getting Started in TxMCCS All users must create a new account in TxMCCS. Visit www.TxDMV.gov/motor-carriers to access TxMCCS when available on August 3, 2026, and select “Sign Up” on the TxMCCS landing page to create a new account.
How to Claim an Existing Certificate from MCCS If your company currently has a certificate in MCCS, your account information will be transferred to TxMCCS. Once you sign up for a TxMCCS account, you will be taken to the TxMCCS Application Portal where you can select the top tile to claim your existing motor carrier certificate. Select “Accept” at the bottom of the next screen, then choose “Motor Carrier” and select “Next”. Enter your USDOT number and Employer Identification Number (EIN), then select “Continue”. Review and confirm your company information and select “Claim Certificate”. Once complete, select “Go to Company Details”, and your motor carrier certificate should be displayed. Signing Up as an Insurance Company Insurance companies must have a valid Texas Department of Insurance (TDI) number before they can register for access to use the system. To register, sign up for a TxMCCS account and you will be taken to the TxMCCS Application Portal where you can select the “Insurance Companies” tile. Complete the required company information, enter your insurance company’s TDI number, and select “Add”. Confirm the insurance company information and select “Add” again. When all information has been entered, select “Submit Request”. A Request Completed confirmation page will display. Select the “Home” button to return to your account. Signing Up as a Licensing Agent Licensing agents must have a valid EIN to register for system access. To register, sign up for a TxMCCS account, and you will be taken to the TxMCCS Application Portal where you can select the “Licensing Agent” tile. Select “New Company” and enter the required company information, including your EIN. Select “Next” to continue and confirm your address. Upload your EIN confirmation document by selecting “Upload File”, then select “Next”. Review and certify your information by entering your title or position, then select “Electronically Sign and Submit Application”. After your application has been submitted, select the “Go to Dashboard” button to return to your account dashboard where your account page will be displayed.
