Movement of Oversize/Overweight Loads in Texas During COVID-19 Disaster

Motor carriers transporting oversize and/or overweight loads for COVID-19 disaster relief efforts have two options:

  1. Federal Disaster Relief Permit (MAP-21) per President Donald Trump’s Declaration of Disaster

If you are moving a divisible load that is overweight only to deliver relief supplies, such as medicine and medical equipment and similar materials that are necessary for preparing for, responding to, and mitigating the spread of novel coronavirus (COVID-19) you may self-issue a Federal Disaster Relief Permit through the Texas Permitting and Routing Optimization System (TxPROS). https://txpros.txdmv.gov/.

A copy of the President’s declaration must be carried with the permit. The declaration can be found here: https://www.whitehouse.gov/presidential-actions/proclamation-declaring-national-emergency-concerning-novel-coronavirus-disease-covid-19-outbreak/.

The Federal Disaster Relief Permit allows for travel on all state and federal roads, including the interstate highway system. The permit may not be used for overwidth, overlength, or overheight loads.

  1. Permit Waiver per Gov. Greg Abbott’s Declaration of Disaster

Are you transporting an oversize and/or overweight divisible or non-divisible load of supplies, medical equipment, or similar materials that are necessary for preparing for, responding to, and mitigating the spread of novel coronavirus (COVID-19) for which the TxDMV would normally issue a permit?

If yes, you are not required to obtain a permit at this time. Instead print the Governor’s Proclamation and the TxDMV’s Suspension of Size and Weight Requirements. Both are found here: https://www.txdmv.gov/motor-carriers

You may use the “Bid Route” feature in the Texas Permitting and Routing Optimization System (TxPROS) at https://txpros.txdmv.gov/ to route loads safely.

Operators are responsible for obtaining current restrictions (excluding curfews) prior to movement.

The Governor’s proclamation waives all permitting requirements except for vehicle escort requirements and restrictions on nighttime movement.

These suspensions remain in effect until terminated by Governor Abbott or until the March 13, 2020 disaster declaration is lifted or expires. 

In anticipation of CORVID-19 limiting state services, motor carriers that do not have a TxPROS user account should create one now at https://txpros.txdmv.gov/.

If you have a TxPROS account but do not remember the username, please contact us. If you do not remember your password and the email address on the account, please contact us for assistance at 1-800-299-1700, options 2-5-4. DO NOT CREATE A NEW ACCOUNT.
