Good morning,

On Sunday, February 18, 2024, the Texas Department of Motor Vehicles (TxDMV) will update
the webDealer System starting at 5:00 AM, lasting up to 9:00 AM (02/18/2024). During the 
deployment window, webDealer will be unavailable.  

As a reminder, if you are unable to print buyer’s tags, you should use your pre-printed Internet Down tags. 
Every dealer is allowed a minimum of 30 Internet Down tags. Please remember that after using an Internet
Down tag, you must enter the information for that tag into webDealer as soon as the system is accessible. 
Doing this, will ensure you always have the full allocation of unused Internet Down tags available when you
need them. Internet Down tags are valid for one year from the date they are printed.

Note: A notification update will be published once the webDealer deployment is completed.

January 2024 Motor Vehicle Registration Manual Update

January 2024 Motor Vehicle Title Manual Update

The latest update to the Motor Vehicle Title Manual (attached) is now available via Registration and Title System (RTS) workstations and at www.txdmv.gov.

Chapter 5 – Certificate of Title Requirements
Section 5.7, “Issuance of Title to Government Agency,” was updated to “Issuance of Title to Exempt Entities,” and includes information about nonprofit food banks and their eligibility for exempt registration that includes exemption from registration fees but not the title fee.

Chapter 18 – Out of State Requirements
Section 18.10, “Certificate of Title Information for Each State,” was updated to indicate Rhode Island now issues titles to all model year vehicles, which was effective January 1, 2024.

Chapter 19 – Imported Vehicles
Section 19.2, “Required Documents for All Imported Vehicles,” was updated to remove reference to the Form HS-7 being stamped by customs for evidence of customs clearance since the form has not been stamped by customs since 2016.

Compliance Services Section Enhancements

 

                           Compliance Services Section Enhancements

Dear Tax Assessor-Collector Community,

The Compliance Services Section (CSS) of the Texas Department of Motor Vehicles’ Enforcement Division (ENF) continues to streamline its processes to better service county tax offices and assist our sections’ growth.

We have implemented changes to the county areas of oversight of our compliance specialists. A revised map outlining the areas of oversight, along with a contact list of compliance specialists statewide, is attached to this document for reference. In addition to the rezoning, our former Compliance Specialist from Ft. Worth, Mr. Philip Valdez, has been appointed to the position of Lead Compliance Specialist to help support our operations across the state.

We have also revised the Red Flag Referral policy to provide updated red flag procedures for TxDMV Regional Service Centers and County Tax Assessor-Collector offices. The revision communicates the importance of relying on law enforcement when reporting potential fraud. It also establishes the referral process for Regional Service Center personnel. The revised policy, step-by-step guide, and referral coversheet are attached to this document for reference.
