TxDMV opens new Houston South Regional Service Center.
New facility improves customer access 
and service capacity in the Houston region.

(AUSTIN, Texas – December 10, 2025) The Texas Department of Motor Vehicles (TxDMV) has opened a second Regional Service Center in Houston, expanding access to more efficient motor vehicle services in one of the state’s fastest‑growing regions.

Located at 11720 West Airport Blvd., Suite 200, in Meadows Place, the new facility features upgraded infrastructure, a spacious customer waiting area with 19 service windows, and ample parking for both cars and trucks. All TxDMV Regional Service Centers provide the following services:

  • Replacement titles
  • Bonded title rejection letters
  • Title history inquiries
  • Title error resolution
  • Apportioned registration for motor carriers
  • Vehicle transfer notifications

The new Houston South Regional Service Center serves customers in Brazoria, Fort Bend, Galveston, Harris, Matagorda, and Wharton counties. The existing Houston North Regional Service Center will continue serving Austin, Colorado, Grimes, Montgomery, San Jacinto, Walker, Waller, and Washington counties, helping balance customer volume across the region.

Please Remember: Most vehicle title and registration services — including registration renewals and title applications — are handled through your county tax assessor-collector’s office. Driver licenses are issued by the Texas Department of Public Safety and are not available at TxDMV Regional Service Centers.

The Texas Department of Motor Vehicles (TxDMV) has proposed rule amendments in the December 5, 2025, issue of the Texas Register. A summary of the proposed rules and the proposed language is available on the TxDMV website at https://www.TxDMV.gov/general-counsel/proposed-and-adopted-rules-2025.

The proposal is posted for public comment until 5:00 p.m. on January 5, 2026.

The proposal includes revisions to 43 Texas Administrative Code, Chapter 217, relating to personal identification requirements for vehicle registration under Texas Transportation Code, §502.040

(TxDMV) will update the webDEALER System with Release 26.1 which contains
the content summarized below. 

Enhancements:

•   Assignment of converter plates by Converter dealers

•   Assignment of dealer plates by Wholesale dealers

•   Removal of tag related information from ePLATE

•   Removal of Trailer/Semitrailer apportioned registration from the ePLATE
      plate assignment process

•   Enabling the plate assignment process in ePLATE for VINs that are less
      than 17
characters and a model year of 1980 or older

•   Enabling the titling of off-highway vehicles

•   Updates to the ePLATE internet down receipt plate assignment process
      error
messages

Clarification on Acceptable Identification – Foreign Passport & DHS Documentation

This message provides clarification on previously distributed communications, related to acceptable identification for customers presenting a foreign passport. For purposes of vehicle registration by Texas residents under Transportation Code §502.040, a foreign passport is an unexpired passport issued by the government of another country, accompanied by a current permanent resident card or unexpired immigrant visa issued by the United States Department of Homeland Security (DHS).

Please ensure staff are aware that moving forward, a foreign passport is only required to be accompanied by a Permanent Resident Card (Green Card) or an unexpired immigrant visa, and a DHS stamp/mark is no longer required.

Additionally, this definition of “foreign passport” does not apply for the following registration categories, which only need a current photo identification without additional supporting documentation:

1. Military service members serving out of state and domiciled in Texas

2. International Registration Plan

3. Non-resident Agricultural Permit

4. Annual Permits

5. 72 and 144 Hour Permits

6. Temporary Registration (One Trip or 30-Day)

Revised Initial Registration and Renewal Identification Requirements

IMPORTANT NOTICE TO DEALERS

Updated Identification Requirements for Registration Transactions

The Texas Department of Motor Vehicles is issuing updated guidance on the forms of identification dealers must verify when processing initial registrations. These requirements are effective immediately.


What You Need to Know

When completing a vehicle sale, dealers are required to ensure that all buyers provide valid, unexpired photo identification prior to processing any initial registration or renewal.

Expired passports or IDs cannot be accepted.


Acceptable Identification Documents

Dealers must verify that applicants provide one of the following:

  1. Valid U.S. driver’s license or state identification card issued by a U.S. state or territory

  2. Valid U.S. or foreign passport

  3. Valid, unexpired Texas License to Carry (LTC)

  4. U.S. military identification card

  5. NATO identification or identification issued under a Status of Forces Agreement

  6. Identification issued by:

    • U.S. Department of Homeland Security (DHS)
    • U.S. Citizenship and Immigration Services (USCIS)
    • U.S. Department of State

Clarifying Passport Requirements

U.S. Passport

  • Must be unexpired (passport book or passport card acceptable)

Foreign Passport
Must be unexpired and include:

  • A valid Department of Homeland Security admission stamp/mark, and
  • A current permanent resident card or unexpired immigrant visa

Clarifying U.S. Driver License / State ID Requirements

  • Must be valid and unexpired
  • Must meet REAL ID Act standards – to include the star symbol in the top right corner

Dealer Requirements

Dealers must ensure:

✓ The ID presented is valid and unexpired
✓ The applicant provides one of the approved ID types listed above
✓ Foreign passport holders also present required Department of Homeland Security documentation
✓ No expired passports or expired IDs are accepted for any registration transaction

October 2025 Salvage/Nonrepairable Motor Vehicle Manual Updates

The latest update to the Salvage/Nonrepairable Vehicle Manual (attached) is now available via Registration and Title System (RTS) workstations and at www.txdmv.gov.

This mailbox is not monitored for questions and is only intended for feedback, comments, and suggestions.

Updates for this release are marked with red change bars in the text.

Chapter 4 – Insurance Companies
Section 4.3, “Applications Without Proper Evidence of Ownership” was updated to indicate that insurance companies are required to electronically submit Owner Retained reports to the department through webSALVAGE as of January 1, 2025.

Chapter 5Salvage Vehicle Dealers and Independent Motor Vehicle Dealers
Section 5.4, “Dismantled, Scrapped, or Destroyed Vehicles” was updated to state that a copy of the of the applicable Surrendered Ownership Evidence for Vehicles to be Dismantled, Scrapped, or Destroyed (Form VTR-340) must be provided to metal recycler to confirm the evidence of ownership was surrendered to the department.

Chapter 6 – Rebuilt Salvage Motor Vehicles
Section 6.2, “Salvage Vehicle Safety Inspection” was removed as a result of House Bill (HB) 3297 related to the elimination of vehicle safety inspections.

Section 6.3, “Application Procedures” was updated to remove evidence of inspection from list of supporting documents. Other updates to this section include clarification of the VIN certification process for vehicles previously titled out of state, confirming VIN certification will occur through an applicable state inspection or through self-certification on the Application for Texas Title and/or Registration (Form VTR-130-U).

Chapter 7 – Owners and Other Entities
Section 7.5 “Metal Recycler” was updated to state that a copy of the applicable Surrendered Ownership Evidence for Vehicles to be Dismantled, Scrapped, or Destroyed (Form VTR-340) must be provided to the metal recycler to confirm the evidence of ownership was surrendered to the department.

October 2025 Motor Vehicle Registration Manual Updates

The latest update to the Motor Vehicle Registration Manual (attached) is now available via Registration and Title System (RTS) workstations and at www.txdmv.gov.

This mailbox is not monitored for questions and is only intended for feedback, comments, and suggestions.

Updates for this release are marked with red change bars in the text. HB 718 related changes will not reflect in the manual until the January 2026 revision.

Several chapters within the manual were updated to remove the word “inspection” and/or replace “inspection” with “commercial and/or emissions inspection.”

Chapter 5 – Emissions
Section 5.4, “Emissions Inspection Exemptions and Affidavit Reasons,” is a new section created to explain when a vehicle owner may be exempt from the emissions inspection requirements.

Chapter 6 – Exempt License Plates
Section 6.3, “Regular Exempt License Plates,” is updated to explain that a vehicle owned and operated by a nonprofit food bank and used for food bank purposes is exempt from the taxes imposed on the purchase, use, or rental of the motor vehicle.

Chapter 14 – Application for Registration
Section 14.2, “Application for Registration and Certain Permits,” section was updated to specify the emissions description that will display on the renewal notice when an emissions inspection is required.

Chapter 16 – Temporary Permits
Multiple sections of the chapter were updated to remove inspection information due to the elimination of the safety inspection program effective January 1, 2025.

Chapter 21 – Miscellaneous Specialty License Plates
Section 21.2, “Classic Motor Vehicles and Travel Trailer; Custom Vehicles; Street Rods,” was updated to specify that once a vehicle is approved for Custom Vehicle or Street Rod license plates, the vehicle is exempt from the Texas vehicle emissions inspection.

Chapter 22 – Inspection Verification
Multiple sections of the chapter were updated to address changes in inspection requirements due to the elimination of the safety inspection program effective January 1, 2025. Updates include information on when an emissions inspection will or will not be required, when the Inspection Replacement Fee and Emissions Inspection Fee will be collected, renewal notice verbiage related to inspections, and removal of the trailer and self-certification of trailer sections since trailers no longer need to obtain a passing safety inspection.
