Good afternoon,

This is to inform you that on the Texas Department of Motor Vehicles (TxDMV) will update the applications listed below. During the deployment window, you may experience intermittent connectivity issues. 

  • What:  23.1-HF-5 Release
  • When:  Starting at 10:30 PM Thursday (01/19/2023), lasting up to 11:30 PM
  • Applications:  

             – Contractor Time Balances – Registration and Titling System (RTS POS)            
             – webDealer  / eTAG

  • Changes Include: 

    – webDealer  / eTAG -17 character maximum for VIN on Buyer, Vehicle, Converter,
      Motorcycle, and Fleet Buyer eTAGs    
    – RTS – Maintenance and Bug Fixes

As a reminder, if you are unable to print buyer’s tags, you should use your pre-printed Internet Down tags.  Every dealer is allowed a minimum of 30 Internet Down tags. Please remember that after using an Internet Down tag, you must enter the information for that tag into webDealer as soon as the system is accessible.  Doing this, will ensure you always have the full allocation of unused Internet Down tags available when you need them. Internet Down tags are valid for one year from the date they are printed.

 

Note: A notification update will be published once the webDealer deployment is completed.

January 2023 Motor Vehicle Registration Manual Update

Please review and distribute as appropriate.

The latest update to the Motor Vehicle Registration Manual (attached) is now available via Registration and Title System (RTS) workstations and at www.txdmv.gov.

The Texas Department of Motor Vehicles welcomes your feedback and encourages you to email any comments or suggestions to VTR_Title_Reg-Manual-Update@txdmv.gov (please note the underscores between VTR and Title and between Title and Reg).

Updates for this release are marked with red change bars in the text.

Chapter 14 – Application for Registration
Section 14.4, “Initial Registration,” has been updated to clarify that the Texas address used by Winter Texans for titling and registration must be a physical address.

Chapter 20 – Restricted Distribution Specialty License Plates
Section 20.1, “Restricted License Plates Quick Reference,” has been updated to remove reference to the Texas Association of Realtors specialty license plate and all of Section 20.10, “Texas Association of Realtors,” has been removed. The Texas Association of Realtors specialty license plate is now unrestricted.

2023 Calendar and Application Manager Dates

Please review and distribute as appropriate.

Attached are two files providing both a calendar and a table listing format of the Gregorian and Application Manager (AM) dates for calendar year 2023.

The AM date is part of the transaction identification number that prints on receipts and certain reports. This information is helpful when reviewing reports that list transactions only by their AM dates and not Gregorian dates. The following example denotes the position of the AM date:

Transaction number: 01534944955163051

The underlined and bolded five-digit number is the AM date. It occupies the position of digits 7 through 11 in a transaction number.  The number can be found on the Gregorian calendar under the day of the particular month. For example, the number 44955 is listed under “January” and under “31.”  Therefore, the Gregorian date for this transaction would be January 31, 2023.

TxDMV publishes a rule proposal in the December 23, 2022, issue of the TEXAS REGISTER

The Texas Department of Motor Vehicles (TxDMV) published a rule proposal in the December 23, 2022, issue of the Texas Register.

The proposal addresses amendments to §§206.94-206.97 and the repeal of §206.98 concerning advisory committees.

The deadline for public comment on the rule proposal is 5:00 p.m. on January 23, 2023.

TxDMV publishes rule adoptions in the December 23, 2022, issue of the TEXAS REGISTER

The Texas Department of Motor Vehicles (TxDMV) published adopted rules in the December 23, 2022, issue of the Texas Register.

The adopted language is available on the Texas Department of Motor Vehicles website at https://www.txdmv.gov/general-counsel/proposed-and-adopted-rules

The adoptions include:

  • Amendments to §215.133 and §215.140 concerning licensing requirements for applicants for and holders of a dealer general distinguishing number (GDN) under Transportation Code Chapter 503; and
  • Amendments to §§217.54, 217.55, and 217.184 concerning the registration of vehicles as part of certain county fleets.

Don’t make it a happy holiday for car thieves

Texans can protect themselves from motor vehicle crimes

(AUSTIN, Texas – December 14, 2022) Don’t let the Grinch – or auto burglars and thieves – steal your joy this holiday season. The risk of having your car or valuables stolen increases while shopping and traveling during the holidays. The Motor Vehicle Crime Prevention Authority (MVCPA) reminds Texans: “If You Like It – Lock It.”

Texans can adopt simple habits to protect themselves from the threat of motor vehicle crime:

  • Lock your vehicle and take your keys.
  • Never leave your vehicle running unattended, even if you will only be away for a moment.
  • Hide or remove valuables from your vehicle.
  • Contact law enforcement immediately if you see anything suspicious or if your car is stolen.

“By remaining vigilant, Texans can protect their vehicles and what’s inside,” said MVCPA Chairman and Laredo Assistant Chief of Police Mike Rodriguez. “Don’t let criminals disrupt your life and damage your vital sense of security in the community.”

Reminder: Deployment of Redesigned Texas Temporary Tags

Security and data enhancements will further reduce fraudulent tag use

(AUSTIN, Texas – December 9, 2022) Texans will start seeing new temporary tags on the road beginning today. The Texas Department of Motor Vehicles (TxDMV) is introducing a new look for tags that are issued by licensed Texas motor vehicle dealers. This action further supports ongoing efforts that have made a significant impact in preventing the fraudulent production of, access to, and use of temporary tags.

The new tags are more complex and secure than existing tags and include additional data and security features to facilitate law enforcement identification of counterfeit tags and increase the safety of traffic stops.

(Note: Certain security elements of the temporary tag depicted below have been modified so they cannot be digitally replicated.)

Features of the New Tag Design
Note: For security purposes, not all features are included or fully described in this list.

  • Texas flag watermark.
  • Enhanced depiction of tag expiration date, vehicle year and make, and name of issuing dealer.
  • Identification of the specific type of tag issued.
  • Font selection and size that maximize readability of primary components.
  • Active and passive security features identifiable by law enforcement.
  • Numerous pieces of embedded data and text, linked to law enforcement databases, that can be created only by internal TxDMV computer systems.

Resolved: Dealer lookup issue on GDN list (11/23/2022 @ 12:05 PM)

We are aware of an issue where some dealers are not returning from the Independent
(GDN) Motor Vehicle Dealers List

The Dealer lookup issue is now resolved.  A fix was implemented this morning, 11/23/2022,
shortly after 11:00 AM.  Dealer lookup table has now been restored to normal functionality.
