Good afternoon,


TxDMV is aware of reported RTS system performance issues.

Support staff are working to resolve the issue.  We will provide an update once the issue is resolved.

We apologize for the inconvenience and any impact on you or your customers.

Update @ 3:50PM:

We will be implementing an emergency restart of the RTS system at 4:00PM in order to
address performance issues.

Update @ 4:30PM:

Following the restart, we are still observing some performance issues.  Troubleshooting continues.

A notification will be published once the performance issues have been resolved.

Some users have reported that the webDEALER system is experiencing intermittent performance
issues.  Support staff are aware and working to resolve the issues.   We will provide updates as
we work on the issues.

We apologize for the inconvenience and any impact on you or your customers.

Update @ 3:50PM:

We will be implementing an emergency restart of the webDealer system at 4:00PM in order to
address performance issues.

As a reminder, if you are unable to print buyer’s tags, you should use your pre-printed Internet
Down tags. Every dealer is allowed a minimum of 30 Internet Down tags. Please remember that
after using an Internet Down tag, you must enter the information for that tag into webDEALER
as soon as the system is accessible.  Doing this, will ensure you always have the full allocation
of unused Internet Down tags available when you need them. Internet Down tags are valid for
one year from the date they are printed.

The Texas Department of Motor Vehicles (TxDMV) published a rule adoption in the April 28, 2023, issue of the Texas Register. The adoption addresses amendments to §§206.94-206.97 and the repeal of §206.98 concerning advisory committees. April 2023 Motor Vehicle Title Manual Update

The latest update to the Motor Vehicle Title Manual (attached) is now available via Registration and Title System (RTS) workstations and at www.txdmv.gov.

We welcome your feedback and encourage you to email any comments or suggestions to VTR_Title_Reg-Manual-Update@txdmv.gov (please note the underscores between VTR and Title and between Title and Reg).

Updates for this release are marked with red change bars in the text.

Chapter 7 – Corrections
Section 7.1, “Statements of Fact,” was updated to include additional examples of when errors may be corrected and not require a statement of fact.

Chapter 14 – Vehicle Types
Section 14.10, “Motor Homes,” was updated to “Motor Homes, Ambulances, and Fire-Fighting Vehicles,” to include additional information about these two-staged vehicles and the appropriate vehicle identification number, year, and make to use when titling them.

Chapter 17 – Rights of Survivorship
Section 17.13, “Entry of Rights of Survivorship into RTS,” was updated to correct the examples provided to be clear that all owners and survivors must enter into the Rights of Survivorship agreement together.

Chapter 18 – Out of State Requirements
Section 18.7, “Vehicles from Indian Reservations,” was updated to “Vehicles from Native American Reservations,” and refers to the Federal Register for the latest list of federally recognized Tribal Nations.

Chapter 25 – Motor Vehicle Dealers
Section 25.3, “Requirement for Motor Vehicle Dealers,” was updated to include a note that a dealer is allowed to apply for title only on behalf of a retail purchaser in limited instances where the vehicle will not be operated on the roads, but this would not exempt the dealer from applicable buyer tag or inspection requirements.

April 2023 Motor Vehicle Registration Manual Update

Section 12.10, “Oil Well Servicing and Drilling Machinery,” was updated to extend the use of vehicles able to obtain a Permit license plate.

Chapter 16 – Temporary Permits
Section 16.2, “One-Trip (single trip) or 30-Day Trip Permits,” was updated to include a note that a VIN is required in order for a 30-Day Permit to be issued.

Chapter 17 – Transfer of Registration when Applying for Title
Section 17.2, “Dealer Sales,” was updated to include a note that a dealer is allowed to apply for title only on behalf of a retail purchaser in certain instances where the vehicle will not be operated on roadways, but this would not exempt the dealer from the applicable buyer tag requirements.

(03/26/2023), lasting up to 11:00 AM on Sunday morning (03/26/2023).  Due to the
nature of this maintenance work, webDealer will not be available during the
Sunday morning maintenance window.  Users will experience  system non-availability
when accessing the webDealer system during the maintenance window. 

As a reminder, if you are unable to print buyer’s tags, you should use your pre-printed Internet

The Texas Department of Motor Vehicles is aware of an intermittent issue in Texas.gov (NIC)
where some customers are unable to complete vehicle registration transactions.   

Please ensure that you continue to compare your RTS online vehicle renewal transactions
(99 Report) to Texas.gov (NIC) reports to ensure all paid transactions are successful. 

Support staff are working to identify and resolve the issue.

An update will be provided once the issue has been resolved.
