Good morning,

TxDMV is aware of issues some users are experiencing processing 72hr/144hr Permits.  
Support staff has identified the issue and a fix is targeted for release today, Tuesday,
11/15/2022.  More information will be provided once scheduling for today’s release
has been finalized.

 

Business Impacts:


•  Temporary Permits at County Office (RTS Point of Sale)
•  Temporary Permits Online

 

Not Impacted/Workaround:

 

•  Temporary Permits Online (if vehicle has NEVER obtained a permit before)

Initial Notification: webDealer login issues (11/14/2022 @ 11:12 AM)

Good morning,

We are aware that some users are having issues logging in to webDealer.  Support
staff are currently troubleshooting the issue.

An update will be sent once the login issue has been resolved.

As a reminder, if you are unable to print buyer’s tags, you should use your pre-printed Internet
Down tags. Every dealer is allowed a minimum of 30 Internet Down tags. Please remember that
after using an Internet Down tag, you must enter the information for that tag into webDealer
as soon as the system is accessible.  Doing this, will ensure you always have the full allocation of
unused Internet Down tags available when you need them. Internet Down tags are valid for one
year from the date they are printed.

webDealer 23.1 Addendum (11/10/2022 @ 2:50 PM)

Good afternoon,

Over the weekend of November 12, 2022, the Texas Department of Motor Vehicles
(TxDMV) will update the webDealer System with Release 23.1 which contains the
content summarized below. 


Enhancements:

webDealer:

•  Added a Maximum Date Range on eTAG Reports

•  Provide an Indication that an eTAG Report Request Was Submitted

•  A User Cannot Open Multiple Instances of the Same Application

•  Users Session will Time Out After a Specified Idle Time

•  System Requires the User to Re-enter Login Credentials Based on Time in Use

•  If User Permissions are Modified, User is Logged Out and Must Re-Enter Credentials

•  Added Inspection Verification for Buyer Tags

•  Show only the DBA as a Selection in webDEALER and eTAG

•  Renewal Recipient Information is Disabled for Apportioned Transactions

•  Standard Exempt Inventory Configuration

Initial Notification: Workstation Weekend Maintenance (11/11/2022 @ 11:59 PM)

Good afternoon,

TxDMV will be conducting scheduled workstation maintenance beginning the evening
of Friday, November 11, 2022, starting at 11:59 PM lasting up to 10:00 AM on Sunday,
November 13, 2022.  Your office has been identified as having some workstations subject
to this maintenance.

Once the scheduled maintenance begins, identified workstations in your office will be
remotely scanned by Austin HQ over the course of the weekend.  Those workstations
may/may not receive updates from Austin HQ depending on current update status on
the workstation.

We ask that you leave your workstations powered on over the weekend so that Austin HQ
can determine whether certain workstations in your office may/may not require updates.

TxDMV publishes a rule proposal in the October 28, 2022, issue of the Texas Register

The Texas Department of Motor Vehicles (TxDMV) published a rule proposal in the October 28, 2022, issue of the Texas Register. The proposal addresses amendments to §215.133 and §215.140 concerning licensing requirements for applicants for and holders of a dealer general distinguishing number (GDN) under Transportation Code Chapter 503. The proposed language is available on TxDMV’s website at https://www.txdmv.gov/general-counsel/proposed-and-adopted-rules.

The deadline for public comment on the rule proposal is 5:00 p.m. on November 28, 2022.

The Texas Department of Motor Vehicles (TxDMV) published adopted rules in the October 28, 2022, issue of the Texas Register. The adopted language is available on TxDMV’s website at https://www.txdmv.gov/general-counsel/proposed-and-adopted-rules.

The adoptions include:

  • amendments to §§217.122 through 217.130 and new §§217.131 through 217.133 concerning motor vehicle records; and
  • amendments to §217.27 concerning personalized license plates.

October 2022 Assembled and Reconstructed Vehicle Manual Update

The latest update to the Assembled and Reconstructed Vehicle Manual (attached) is now available via Registration and Title System (RTS) workstations and at www.txdmv.gov.

We welcome your feedback and encourage you to email any comments or suggestions to VTR_Title_Reg-Manual-Update@txdmv.gov (please note the underscores between VTR and Title and between Title and Reg).

Updates for this release are marked with red change bars in the text. 

Chapter 1 – Assembled Vehicles
Section 1.3, “Application for Title,” was updated to remove the requirement for newly assembled trailers to be titled regardless of weight as outlined in the Registration and Title Bulletin (RTB) #003-22.

Chapter 8 – Assembled Trailers
This chapter was also updated to remove the requirement for newly assembled trailers to be titled regardless of weight.
