Reminder Notification: DCS SDC NetScaler Migration on 10/16/2022

Good afternoon,

On Sunday, October 16, 2022, the Texas Department of Information Resources will be conducting maintenance on the Texas Department of Motor Vehicles (TxDMV) managed Data Center. If during this maintenance window you experience trouble logging into one of the systems listed below, please try logging in again later. The duration of the maintenance is scheduled for up to five (5) hours beginning at 5:00 AM (10/16/2022) lasting until 10 AM.

October 2022 Motor Vehicle Registration Manual Update

The latest update to the Motor Vehicle Registration Manual (attached) is now available via Registration and Title System (RTS) workstations and at www.txdmv.gov.

The Texas Department of Motor Vehicles welcomes your feedback and encourages you to email any comments or suggestions to VTR_Title_Reg-Manual-Update@txdmv.gov (please note the underscores between VTR and Title and between Title and Reg).

Updates for this release are marked with red change bars in the text.

Chapter 11 – Insurance
Section 11.3, “Motor Vehicle Liability Insurance Requirements,” has been updated to specify that No Fault insurance is acceptable as proof of financial responsibility, provided that minimum Texas insurance coverage requirements are met.

Chapter 12 – Off-Highway, Log Loader, Forestry & Miscellaneous
Section 12.10, “Oil Well Servicing and Drilling Machinery,” and Section 12.12, “Vehicles Subject to Registration or Eligible for Distinguishing License Plates,” have been updated to clarify that mobile cranes used for the purposes of oil well servicing may qualify for a Permit License Plate.

October 2022 Motor Vehicle Title Manual Update

The latest update to the Motor Vehicle Title Manual (attached) is now available via Registration and Title System (RTS) workstations and at www.txdmv.gov.

Updates for this release are marked with red change bars in the text.

Chapter 2 – Administration and Transaction Handling Procedures
Section 2.7, “Specially Marked Envelopes – Assembly Procedures,” was updated to specify Red Flag transactions should be submitted to the Enforcement Division for handling.

Chapter 8 – Refusal/Denial of Title
Section 8.3, “Bonded Title,” was updated to include alternative ways the value of certain vehicles may be determined, as outlined in Texas Administrative Code, §217.9.

Chapter 13 – Vehicle Identification Numbers
Section 13.6, “Assigned and Reassigned Identification Numbers,” was updated to allow a bond to be used as ownership evidence for any vehicle requiring an assigned or reassigned number, as outlined in Texas Administrative Code, §217.5. In addition, a note was added that specifies a tax assessor-collector hearing is acceptable for an applicant to obtain an assigned or reassigned number when a tax assessor-collector determines the applicant has met the requirements of Transportation Code, Chapter 501.

Initial Notification: Workstation Weekend Maintenance 10/12/2022 3:30 PM)

Good afternoon,

TxDMV will be conducting scheduled workstation maintenance beginning the evening
of Saturday, October 15, 2022, starting at 8:00 PM lasting up to 10:00 AM on Sunday,
October 16, 2022. Your office has been identified as having some workstations subject
to this maintenance.

Once the scheduled maintenance begins, identified workstations in your office will be
remotely scanned by Austin HQ over the course of the weekend. Those workstations
may/may not receive updates from Austin HQ depending on current update status on
the workstation.

We ask that you leave your workstations powered on over the weekend so that Austin HQ
can determine whether certain workstations in your office may/may not require updates.

Informational: Outstanding Issues from Monday's observed payment processing issues (10/06/2022 @ 5:30 PM)

Good afternoon,

Beginning October 2nd, and continuing through part of the 3rd, many Texas Department of Motor Vehicle (TxDMV) customers experienced payment
processing errors with online transactions due to an issue with the vendor-
provided payment processing system. This issue was experienced statewide
and impacted other state agencies with payment processing operations.
The situation was resolved by the vendor the afternoon of October 3.

As a result of this issue, some customers were charged multiple times for a
single transaction. Since these transactions are paid directly to the counties,
these customers will be reaching out to the counties to request a refund for
duplicate charges.

Please report refund requests to TxDMV following the standard processes
used to submit inaccurate payment or statement of account errors. To
facilitate efficient processing and reconciliation, include the Reference/Client
Trace numbers in the submission.

We apologize for the inconvenience and impact to you and your customers
caused by this vendor. We appreciate your patience, understanding, and
cooperation as we work to serve our customers.

Informational: Resolved: Tx.Gov Payment Processing Issues (10/04/2022 @ 5:00 PM)

Good afternoon,

Yesterday, TxDMV became aware of an ongoing issue with Texas.Gov
and Texas NIC payment processing systems which lead to some customers
experiencing issues on payment screens while processing online renewals
(through TXT, IVTRS, Temp Permits). The payment processing issues also
impacted several State Agencies and their customers.

Further investigation revealed that yesterday’s observed payment
processing systems issues derived from a reported global outage by Fiserv,
Inc., a global payment systems processor to the financial community.
Fiserv took corrective action, reporting service restoration for most
of their global customers by late yesterday.

Update @ 4:55 PM, 10/4/2022:

TxDMV, working alongside Texas.Gov and Texas NIC, continued monitoring
payment systems yesterday, and through the course of the day today, while
Fiserv continued monitoring their customer systems on a broader scale.

Since we have observed no further payment systems issues today, we can
now confirm the payment systems issues are fully resolved. TxDMV
customers should no longer experience any issues while processing online
payment system transactions at this time.

Good afternoon,

TxDMV is aware of an ongoing issue with Texas.Gov and Texas NIC payment
processing systems which lead to some customers experiencing issues on
payment screens while processing online renewals (through TXT, IVTRS,
Temp Permits). The payment processing issues are impacting several State
Agencies and their customers. Data Center Services are working diligently
with Texas.Gov and Texas NIC in an effort to resolve the issues.

Update @ 3:35 PM, 10/3/2022:

Further investigation has revealed that this morning’s observed payment
processing systems issues derive from a reported global outage by Fiserv,
Inc., a global payment systems processor to the financial community. The
company has taken corrective action, reporting service restoration for most
customers. Fiserv continue to monitor their payment processing systems as
more customer payment systems reach normal operating status online.

As various customer payment processor systems issues continue to be
resolved based on the Fiserv outage, TxDMV recommends customers
try processing any unsuccessful transactions at a later time, or to try
completing their payment transactions another way while credit card
payment system troubleshooting continues.

TxDMV will continue working with Texas.Gov and Texas NIC on ongoing
systems monitoring as the Fiserv outage resolves. We will continue to
provide updates on any new developments reported by Fiserv, and
will also report once Fiserv confirms that systems issues are resolved.

Compliance Services Revised Areas of Oversight

Compliance Services Revised Areas of Oversight

Dear Tax Assessor-Collector Community,

To continue creating efficiencies with our county partners, the Compliance Services Section of the Enforcement Division has realigned the areas of oversight assigned to local compliance specialists. Compliance specialists will now be assigned to specific areas of the state and will conduct on-site compliance reviews within the counties in the area. This provides further flexibility to allow compliance specialists to conduct reviews and provides a larger pool of contacts for county tax assessor-collectors for support.

We are including the revised map documenting the areas of oversight along with a contact list of compliance specialists statewide for reference.

This revision modifies assignments of on-site compliance reviews only. Per our communication sent to the Tax Assessor-Collector community on February 17, 2022, compliance specialists will continue to conduct off-site compliance reviews for all counties on a rotating basis, regardless of areas of assignment.

TxPROS: USDOT Number Requirement

**IMPORTANT REMINDER**

On October 4, TxPROS will undergo routine maintenance to further streamline the USDOT Number requirement. As a reminder, all oversize/overweight permit applicants must have a USDOT Number and are asked to provide it during the permit application process. TxPROS will check the number against the Federal Motor Carrier Safety Administration (FMCSA) system, MCMIS, for any out-of-service orders prior to permit issuance. The permit will be issued to the company name as it is listed for the USDOT Number.

Some users have reported that the webDEALER system is experiencing intermittent performance
issues. Support staff are aware and working to resolve the issues. We will provide updates as
we work on the issues.

As a reminder, if you are unable to print buyer’s tags, you should use your pre-printed Internet
Down tags. Every dealer is allowed a minimum of 30 Internet Down tags. Please remember that
after using an Internet Down tag, you must enter the information for that tag into webDEALER
as soon as the system is accessible. Doing this, will ensure you always have the full allocation
of unused Internet Down tags available when you need them. Internet Down tags are valid for
one year from the date they are printed.
