Digital License Plate Program

Effective June 1, 2022, digital license plates (DLP) will be available for purchase in Texas as an electronic display device for eligible commercial fleet vehicles as defined in state law. 

Senate Bill 604, 86th Legislature, Regular Session, 2019, authorized the use of DLPs in Texas for commercial fleet vehicles, vehicles owned by governmental entities, and vehicles not registered as passenger vehicles.  Transportation Code, Section 502.001(6), defines “commercial fleet” as a group of at least 25 non-apportioned motor vehicles, semitrailers, or trailers owned, operated, or leased by a business entity.

A DLP is a wireless device that electronically provides the same information found on metal license plates.  DLPs can display governmental alerts and other information, including amber alerts and advertising approved by the department, when the vehicle is not being operated; however, the plate number will always remain visible.  Additionally, the motor vehicle record will be updated with a “DLP” remark viewable in the Registration and Title System for vehicles equipped with a DLP.

The DLP will mirror the look of the corresponding metal license plate, although a 10-digit activation number will display on the front of the DLP for law enforcement authentication purposes.  The activation number will also be recorded in the motor vehicle database in case a DLP requires verification.  The registration expiration month and year will appear in the upper-right hand corner of the plate in the same font size as currently displayed on metal license plates.

Under state law, the DLP must be attached to the rear of the vehicle and will display the plate number on the front metal license plate.  Transportation Code, Section 504.154, states that a vehicle displaying a DLP must display a metal plate on the front of the vehicle “unless the vehicle is of a class of vehicles that is not required to display two license plates.” 

While a registration sticker is not required to be displayed on the windshield of a vehicle equipped with a DLP, Texas Administrative Code requires that the registration sticker be retained in the vehicle if it is not displayed.  This is also advisable in case the DLP is damaged or becomes inoperable, allowing the customer to continue to operate the vehicle by attaching the rear metal plate and affixing the windshield sticker until the DLP is operable.

DLPs will be available through Reviver, the department’s DLP vendor, for eligible vehicles with current Texas registration.  In addition to the cost of the DLP and of related services provided by Reviver, a $95.00 administrative fee will be due annually.  The cost of the DLP and customer services, e.g., wireless connectivity, installation, etc., are set by Reviver as a private vendor.

Vehicle eligibility may be checked by contacting Reviver (www.reviver.com).  Similar to specialty license plates, DLPs are an optional purchase for eligible vehicles; however, under Transportation Code, Section 504.154, non-commercial passenger cars may not display a DLP.

Enhancements:

TxDMV Board Appoints Daniel Avitia Executive Director

(AUSTIN, Texas – May 19, 2022) The Texas Department of Motor Vehicles (TxDMV) Board voted to appoint Daniel Avitia as executive director during yesterday’s board meeting. Avitia joined TxDMV in 2014, as director of the Motor Vehicle Division, was named deputy executive director in 2020, and interim executive director in February 2022. A lifelong Texan, Avitia has served in state government for more than 25 years, holding positions with multiple state agencies and institutions of higher education.

“It is an honor to be selected and trusted for this position,” said Avitia. “I am humbled to continue the leadership and development of this amazing agency. With the help of dedicated staff, leadership of the board, and widespread support from our stakeholders and constituents, I am excited to accept this position with deep humility and great eagerness to keep the department moving forward in the right direction.”

Electronic Renewal Notice Opt-in

The Texas Department of Motor Vehicles (TxDMV), in partnership with Texas.gov, enhanced online renewal with an application called Texas by Texas (TxT). TxT is a “personalized digital assistant” allowing customers to conduct transactions easier, faster, and more securely. Customers may create a personal account, link their vehicle(s) for quick checkout, and establish a user profile that includes stored preferences. The TxT web-based and mobile applications are currently active, and customers may renew their vehicle registration through either application.

To save paper and postage costs for the State of Texas, we are implementing Electronic Renewal Notice Opt-in to provide customers with delivery options for their registration renewal notice. This functionality is scheduled to be available May 19, 2022, through both the TxT web-based application and mobile application.

Customers will see a message “Do you want to go paperless?” during the renewal process flow and be presented with the following options for how they would like to receive their registration renewal notice in 2023:

  • Paperless – email only
  • Email and mail
  • Mail only

After making a selection, customers will receive their registration renewal notice based on the delivery option selected. If paperless or email and mail option is selected, customers will receive their vehicle registration renewal notice via email, which can be printed if needed. All delivery method options will contain the same information.

The proposal addresses fingerprint requirements for licensing applicants for and holders of a general distinguishing number under Transportation Code Chapter 503 for all dealer types under Transportation Code §503.029(a)(6). Go for the gold!

TxDMV recognizes four Texas counties for outstanding performance

(AUSTIN, Texas – May 4, 2022) You won’t see the Olympic flame burning in the lobby of your county tax office, but you may see something gold, silver, or bronze hanging on the wall!

Four Texas counties earned Performance Quality Recognition Program awards from the Texas Department of Motor Vehicles (TxDMV). The awards recognize tax assessor-collectors and their staff for exemplary customer service and going above and beyond in providing vehicle title and registration services.

The program distinguishes counties at three levels – gold, silver, and bronze. This year’s winners are:

 Gold

  • Galveston County – Cheryl Johnson, Tax Assessor-Collector
  • Montgomery County – Tammy McRae, Tax Assessor-Collector

 Bronze

  • Bexar County – Albert Uresti, Tax Assessor-Collector
  • Williamson County – Larry Gaddes, Tax Assessor-Collector

“Texans should expect nothing less than outstanding customer service when they register or title a vehicle,” said TxDMV acting Executive Director Daniel Avitia. “County staff and residents should be proud of this achievement.”

The recognition focuses on industry best practices, including:

  • Remitting fees on time
  • Consistently applying statutes, rules, and policies
  • Maintaining required bonds
  • Performing efficiently and with low error rates
  • Processing transactions quickly
  • Having a fraud, waste, and abuse awareness program
  • Focusing on customer satisfaction
  • Implementing cost saving measures

Since the program started in 2017, TxDMV has handed out six gold, five silver, and 16 bronze awards. Montgomery County is the only county to take home the gold twice. The Performance Quality Recognition Program is a voluntary program available for all Texas county tax assessor-collectors to apply.

Keeping unsafe trucks off the road

TxDMV recognized for oversize/overweight permit process enhancements

(AUSTIN, Texas – May 2, 2022) Drilling rigs, wind turbines, and airplanes – oh my! Texas drivers sometimes spot the strangest things rolling down the road. A safety enhancement for the system that permits the movement of large and sometimes unusual loads that are critical to supporting the Texas economy is getting some recognition.

The American Association of Motor Vehicle Administrators (AAMVA) awarded the Texas Department of Motor Vehicles (TxDMV) its Fraud Prevention and Detection Award for programming enhancements to the oversize/overweight permitting process completed in August 2021.

Now the Texas Permitting and Routing Optimization System (TxPROS) automatically rejects oversize/overweight permit applications for motor carriers deemed unsafe by the Federal Motor Carrier Safety Administration (FMCSA) or the Department of Public Safety. An additional enhancement allows law enforcement to immediately verify oversize/overweight permits presented to them roadside.

“Keeping unsafe vehicles off the road is everyone’s business,” said TxDMV acting Executive Director Daniel Avitia. “This enhancement keeps the industry moving while screening out unsafe carriers more quickly.”

With these enhancements, TxPROS has denied the applications of 48 carriers found to be unsafe, while approving more than 450,000 permits through late April.

Vehicles exceeding legal size or weight limits must obtain a permit from TxDMV. TxPROS allows carriers to apply for permits, pay fees, and obtain a route online, 24/7. Launched in 2011, TxPROS has served as a model for other states looking to automate their permitting processes.

The award also recognized an enhancement to the Commercial Vehicle Information Exchange Window (CVIEW), a TxDMV system that receives active permit information from TxPROS and provides it to law enforcement on the roadside. CVIEW is also the conduit for information that identifies unsafe motor carriers so that they are denied permits.

Good afternoon,

The Texas Department of Motor Vehicles will be undertaking scheduled maintenance
to the webDealer system this evening Monday, April 25th, 2022, starting at 10:30pm,
lasting up to 11:00pm.

As webDealer users navigate to “Payments Completed” from the “Payments” Menu,
the webDealer system will normally retrieve the last 30 days of payment data. 
We have received reports that, in some cases, some webDealer users will experience
a delay (or timeout) to occur due to the large amount of payment data being retrieved. 

In an effort to avoid the delay (or timeout) which some webDealer users may experience
when requesting payments data, this evening’s webDealer system update will adjust
the time frame of data retrieved to only the last 7 days of payment data.  Once the
webDealer user is reviewing the payment data screen, the user can elect to use the 
search filter as appropriate in order to request specific date ranges other than
the initial 7 day payment summary.

Update: webDealer "file is damaged" error message (04/21/2022 7:55AM)

**UPDATE**This message is to update the information in the recommendation section below.  Please note the corrected dpi and file size recommendation.  Sorry for any confusion caused by the previous message.

 

Good morning,

TxDMV IT Support is aware that some users are experiencing a “file is damaged” error message when scanning documents as intended attachments to title transactions in webDealer.

Please be aware that this error is not due to a webDealer application issue. 

This error is due to title document attachments being scanned in at too high a resolution setting, resulting in a very large document attachment file size.

Recommendation:

To avoid this error, it is recommended that you scan title documents at a lower resolution setting on your scanner device, resulting in a smaller document attachment file size. 

Each scanned title document attachment must be at least 200dpi or 7.5MB and ideally no more than 300dpi or 10MB.
