“Watch Your Car Month”

The State Urges Texans to Protect Themselves from Auto Burglary and Theft

(AUSTIN, Texas – July 19, 2022) With summer being the busiest time of year for auto burglary and theft, Governor Greg Abbott has declared July “Watch Your Car Month.” The proclamation notes that Texans experience nearly two billion dollars in losses every year due to motor vehicle crime.

“There are simple steps everyone can take to reduce the chance of their car getting burglarized or stolen,” said Motor Vehicle Crime Prevention Authority (MVCPA) Chairman and Laredo Police Assistant Chief Mike Rodriguez. “I commend the governor for bringing attention to this very important issue.”

MVCPA offers these tips for Texans to make sure their vehicles are not easy targets for burglars and thieves:

  • Always lock your vehicle and take your keys.
  • Never leave your car unattended while it is running.
  • Park in a well-lit area.
  • Take valuables with you when you are not in your vehicle or keep them out of sight.
  • Install an anti-theft device.

The Texas Legislature established MVCPA in 1991 to combat motor vehicle theft, burglary, and fraud-related motor vehicle crime in Texas. This is the 29th year the authority has issued funding. 10:00 AM Sunday (07/24/2022).  During the deployment window, you may experience intermittent
connectivity when accessing the MCCS system. 

Note: A notification update will be published after the MCCS deployment is completed.

Initial Notification: webDEALER Release 13.0.0 (07/23/2022 @ 6:00 PM)

Good morning,

On the weekend of July 23, 2022, the Texas Department of Motor Vehicles (TxDMV)
will update the webDEALER System starting at 6:00 PM Saturday (07/23/2022), lasting 
up to 10:00 AM Sunday (07/24/2022).  During the deployment window, you may
experience intermittent connectivity when accessing the webDEALER system. 

As a reminder, if you are unable to print buyer’s tags, you should use your pre-printed Internet
Down tags. Every dealer is allowed a minimum of 30 Internet Down tags. Please remember that
after using an Internet Down tag, you must enter the information for that tag into webDEALER
as soon as the system is accessible.  Doing this, will ensure you always have the full allocation of
unused Internet Down tags available when you need them. Internet Down tags are valid for one
year from the date they are printed.

Note: A notification update will be published once the webDEALER deployment is 
completed.

TxDMV publishes rule adoptions in the July 15, 2022, issue of the Texas Register.

The Texas Department of Motor Vehicles (TxDMV) has adopted rules in the July 15, 2022, issue of the Texas Register. The adopted language is available on TxDMV’s website at https://www.txdmv.gov/general-counsel/proposed-and-adopted-rules

The adoptions include:

  • amendments to §215.207 concerning final orders for contested cases.
  • new §211.6 concerning fingerprint requirements for licensing applicants for and holders of a general distinguishing number (GDN) under Transportation Code Chapter 503 for all dealer types under Transportation Code §503.029(a)(6), effective September 1, 2022.
  • amendments to §215.505 clarifying rule text for denial of access to the temporary tag system, effective July 21, 2022.
  • withdrawal of emergency amendments to §215.505 clarifying rule text for denial of access to the temporary tag system, effective July 21, 2022.

The Texas Department of Motor Vehicles (TxDMV) published a rule proposal in the July 15, 2022, issue of the Texas Register. The proposal addresses amendments to §217.27 concerning personalized license plates. The proposed language is available on TxDMV’s website at https://www.txdmv.gov/general-counsel/proposed-and-adopted-rules.

The proposal is posted for public comment until 5:00 p.m. on August 15, 2022.

We are aware that users are experiencing issues when requesting Cognos reports, despite
refreshing the report request or starting a new session.  We are also aware that some users
are able to generate reports, but only after several attempts.  Users are reporting a
“Can’t display page” error message while trying to run reports and/or while trying to
return to the Home Page on the Cognos portal.

Please be assured that Support staff are working to resolve the issue.


Suggested Workarounds until the Cognos Reporting issue is fully resolved:

As we continue to troubleshoot the issue, here are the suggested workarounds you can try:

Option 1 –

If you receive this error message:

                         Cognos Error 1

then click the refresh button on your browser, and try the report request again:

                                         IE Refresh 1

– or –

Start a new Cognos Reporting session by inputting the following URL in your browser:

                            https://rts.txdmv.gov/ibmcognos

Option 2 – 

Schedule a Cognos Report to run in the background, to be emailed to you upon
completion, by following the instructions in the attachment provided in this bulletin.

An update will be provided once the Cognos Reporting issue is fully resolved.

Digital License Plates News Release

Move over, metal license plates

Digital plates are now available for commercial fleets in Texas

(AUSTIN, Texas – June 14, 2022) Everything is going digital these days – even license plates! Eligible commercial fleet owners now have the option to put a high-tech tool on the back of their vehicles. Digital license plates can add a new level of convenience, safety, and security to fleet management.

State law authorizes the Texas Department of Motor Vehicles (TxDMV) to offer digital license plates to government and commercial fleet vehicles. These plates, manufactured by Reviver, became available on June 1, 2022. Multiple plate models are available at different prices through Reviver. The vehicle must already be registered in Texas to qualify for a digital license plate. An additional annual $95 administrative fee is applied to digital license plate orders.

“Texans rely on commercial vehicles for the safe and efficient movement of goods and services that are crucial to supporting the state’s economy” said TxDMV Executive Director Daniel Avitia. “Offering digital licenses plates to commercial fleets is part of our ongoing commitment to streamline and modernize motor vehicle services.”

Eligible commercial fleet owners interested in upgrading to digital plates or reviewing pricing options may visit Reviver.com/geo-expansion/texas/.
