Texas by Texas and Internet Vehicle Title and Registration Service Online Renewal and Reports

This is a follow up to a communication on August 27, 2021, regarding the deployment of the Texas by Texas (TxT) application for online registration renewal.

The Texas Department of Motor Vehicles (TxDMV), in partnership with Texas.gov, has enhanced online renewal with a statewide application called TxT.  TxT is a “personalized digital assistant” allowing customers to conduct transactions easier, faster, and more securely.  Customers may create a personal account, link their vehicle(s) for quick checkout, and establish a user profile that includes stored payment information and other preferences.

While TxT is not being promoted until later this year in conjunction with the launch of the dedicated TxT mobile application, the web-based application is active and customers may renew their vehicle registration through it or the Internet Vehicle Title and Registration Service (IVTRS).  As a result, your office may need to compare reports from TxT and IVTRS to reconcile online revenue transactions processed through these different applications.  Below are the reports that may need to be reviewed for funds reconciliation.

IVTRS Reports

Your county may access IVTRS reports through one of two methods:

  1. Run the reports on demand using the TPE Admin tool 
  2. Receive the reports via daily email from NIC (five reports)

TxT Reports

Reports with TxT transactions will be emailed to your office like the current process for IVTRS reports. These reports may also be downloaded through the TPE Admin tool.

These guides were prepared by the Texas Department of Information Resources (DIR), and DIR representatives will attend the V.G. Young Conference in Round Rock at the Kalahari Resorts November 9-10, 2021, to answer questions related to this communication.

Red Flag Referral Submissions

In order to strengthen Texas Department of Motor Vehicles (TxDMV) efforts to prevent and detect fraud, waste, and abuse, the Enforcement Division is streamlining functions pertaining to the Red Flag Referral process. The following changes are being implemented to expedite processing and expand tracking of red flag referrals:

  • Effective immediately, please submit red flag referrals via the Motor Vehicle Dealer Online Complaint System to expedite the review of your transaction. We have developed a step-by-step guide to assist in processing your submissions.
  • A new email address has been established to streamline communications. You may contact Enforcement at RedFlag@txdmv.gov to ask questions or obtain further information concerning your red flag referral.
  • A new Red Flag Submission cover sheet has been created to allow county staff to submit pertinent information required for ENF to process the red flag referral.

In addition to these changes, we would also like to share that the Texas Comptroller of Public Accounts is the entity responsible for handling sales tax issues, which include potential sales tax fraud related to motor vehicle transactions.

You may report suspected tax fraud or criminal activity involving Texas taxes to their Criminal Investigations Division at cid@cpa.texas.gov or you may call them at 1-800-531-5441, Ext. 3-8707.

FY 2022 County Equipment Requests and FY 2021 Charges

The FY 2022 request period for additional workstations begins Monday, November 1, 2021. 

PLEASE NOTE:  If you submitted a request in November 2020 that has not been fulfilled, please do not resubmit the same request this year. Our Information Technology Services Division will continue to fulfill requests as they are able, including pending FY 2021 requests and any new FY 2022 requests.

SECOND WORKSTATION REQUEST PERIOD ADDED:  There will also be a second opportunity to request additional workstations during March 2022.  This is a policy change, effectively immediately, to better accommodate county planning needs.

Please submit requests to RTS-Workstation-Allocations@TxDMV.gov using the County Equipment Request Form. If you are submitting a request to lease a workstation, please include a signed lease agreement. We must have a signed lease agreement before your request can be processed. 

FY 2021 CHARGES:  Invoices for FY 2021 leased workstation charges will be sent during the second quarter of FY 2022. Starting this year, and going forward, any charges incurred for leases (or other charges per the County Equipment Guide), will be assessed in arrears. Although the County Equipment Guide states a county may also incur costs for Texas Department of Motor Vehicles or vendor-assisted equipment moves, excess receipt paper (VTR-500-RTS) or toner cartridges, or various equipment replacements, those charges will not be assessed for FY 2021. We are currently reviewing existing policy, and any changes to policy outlined in the County Equipment Guide will be communicated later this fiscal year.

October 2021 Motor Vehicle Title Manual Update

Chapter 6 – Application and Issuance of Motor Vehicle Title
Section 6.10, “Stop Title Requests,” was updated to clarify that a temporary hold on a title record may be removed if requested by the party that initiated the hold request, as a result of changes from Senate Bill (SB) 1817 from the 87th Legislative Session.

Chapter 8 – Refusal/Denial of Title
Section 8.2, “Tax Assessor Collector Hearing,” and Section 8.3, “Bonded Title,” were updated to clarify these methods of obtaining title are not available to a salvage or nonrepairable motor vehicle, as a result of changes from SB 1817 from the 87th Legislative Session.

Chapter 23 – Foreclosure of Miscellaneous Liens
Section 23.1, “Mechanics Lien,” was updated to include changes for when a mechanic must file a copy of the foreclosure notice with a county tax assessor-collector for vehicles with a gross weight of 16,000 pounds or more.  These changes are the result of House Bill (HB) 2879 from the 87th Legislative Session, as outlined in the Registration and Title Bulletin (RTB) 003-21.  

Section 23.4, “Licensed Vehicle Storage Facility Lien,” and Section 23.5, “Self-Service Storage Facility Lien,” were updated to include the requirements for when a licensed vehicle storage facility takes possession of a vehicle from a self-service storage facility for disposition.  These changes are the result of SB 1181 from the 87th Legislative Session, as outlined in the RTB 002-21.  

In addition, Section 23.4, “Licensed Vehicle Storage Facility Lien,” was updated to specify a vehicle sold in compliance with Occupations Code, Chapter 2303, shall be titled and registered without the imposition by a county office of additional requirements not otherwise permitted by law, as a result of changes from SB 1817 from the 87th Legislative Session.

Section 3.1, “Review,” was updated to clarify that a Regional Service Center no longer provides copies of the title paperwork from film history for a rejected title transaction and the county tax assessor-collector office should continue to process these through the Correct Title Rejection event in the Registration and Title System (RTS).

Chapter 7 – Title Numbers and Issue Date
Section 7.3, “Title Samples and Title Information,” was updated to clarify where to find the title issue date for a duplicate Nebraska title and to enter this date into RTS for this title type.

October 2021 Registration Manual Update

Chapter 2 – Commercial Vehicles
Section 2.1, “Commercial Motor Vehicle or Truck-Tractor Fees,” was updated to specify the weight may be digitally or mechanically printed on a weight certificate. 

Chapter 6 – Exempt License Plates
Section 6.3, “Regular Exempt License Plates,” was updated as a result of Senate Bill (SB) 795, which added the Texas Military Department to the list of state agencies that may adopt rules exempting the agency from the requirement to print the title of the agency on each side of a motor vehicle under the control and custody of the agency.

Chapter 8 – Additional and Voluntary Fees
Section 8.7, “Optional County Fee for Transportation Projects,” was updated as a result of House Bill (HB) 1698, which added Brazos County to the list of counties authorized to collect an optional county fee of up to $10 for transportation projects. 

Chapter 12 – Off Highway, Log Loader, Forestry & Miscellaneous
Section 12.3, “Golf Cart,” was updated as a result of HB 1281, which amended Transportation Code, Sections 551.403, 551.4031 and 551.404, to specify that a golf cart may be operated in a master planned community as defined in the bill without a Golf Cart license plate. 

Chapter 19 – Military Specialty License Plates
Section 19.3, “Disabled Veteran Specialty License Plates,” was updated to specify that first set of DV plates ($3) without the ISA may be issued to only a motor home with a gross vehicle weight greater than 18,000 lbs.

Resolved: Cognos Reporting Unavailable (10/14/2021 12:30 PM)

Good afternoon,

The Cognos system experienced an issue beginning at approximately 12:10PM where reports could not be generated.  Support Staff have since addressed the issue and it was resolved by 12:20PM. 

Cognos reporting functionality has been restored.

VTR & Enforcement Divisions – Roles and Responsibilities

The Texas Department of Motor Vehicles (TxDMV) strives to continually enhance our partnership with the county tax offices through transparency and communication. As part of this effort, we would like to take this opportunity to provide information on how the Enforcement Division will function as a result of it merging the Compliance and Investigations Division on August 1. We would also like to provide information on how the Enforcement Division and Vehicle Titles and Registration (VTR) Division each work to serve the county tax offices.

The presentation will be a brief overview of the primary functions within each division, providing useful and important information specific to each section within the respective division. The Texas apportioned registration system, TxIRP, will undergo scheduled maintenance and will be unavailable beginning on Friday, Oct. 8, at 7 p.m. through midnight.

Update: Cognos Monthly Funds Report (10/07/2021 01:50 PM)

Good afternoon,

 

Update to previous notification published on October 4th, 2021.


The Cognos Monthly Funds report is currently not including TERP fees. In order to address this issue, please be advised that TxDMV will run a monthly report update after hours this evening, Thursday, October 7, 2021. 

Please plan to rerun the Cognos Monthly Funds report tomorrow, Friday, October 8, 2021.  The updated report will include the TERP fees.
