Winter Storm Recovery

Important Update Regarding IRP and Permitting Requirements for Disaster Recovery – February 18, 2021

The State continues to respond to Texas Governor Greg Abbott’s extreme winter weather disaster declaration for all 254 Texas counties. The Texas Department of Motor Vehicles is now temporarily suspending International Registration Plan (IRP) and 72-hour and 144-hour permitting requirements for vehicles and loads associated with activities necessary to respond to the disaster. A copy of Gov. Greg Abbott’s Declaration and the TxDMV Suspension Notice must be carried in the vehicle, both of which are attached below.

Additionally, President Joseph Biden has approved an emergency declaration for Texas which can be found at https://www.fema.gov/disaster/3554. This authorizes Texas to issue the federal disaster relief (MAP-21) permit which is now available through the Texas Permitting & Routing Optimization System (TxPROS). Guidance from the Federal Highway Administration on use of this permit is linked below (attached).

TxDMV Suspension Notice

The Texas Department of Motor Vehicles has temporarily suspended:

  • The IRP vehicle registration requirements under Transportation Code Section 502.091 and Title 43, Section 217.56 of the Texas Administrative Code, to the extent the vehicle is not already registered under the IRP and as long as the vehicle is registered in one of the 48 contiguous states of the United States; and
  • The 72-hour and 144-hour temporary registration permit requirements under Transportation Code Section 502.094 and Title 43, Section 217.40(b)(3) of the Texas Administrative Code, as long as the vehicle is registered in one of the states of the United States.

Examples of disaster assistance include, but are not limited to, vehicles engaged in the transport of relief workers, food, water, clothing, equipment, medical supplies, materials, fuel, shelter, and other supplies to the disaster areas, as well as vehicles used to restore utilities and to remove debris from the disaster areas listed in the disaster declaration. The suspensions do not apply to any requirement not specifically listed in this notice, including safety and insurance requirements. Also, operators are responsible and liable for safely routing their vehicles and obtaining current information concerning hazardous road conditions prior to movement. 

The operator of the commercial vehicle must keep the following documentation in the cab of the vehicle and provide the documentation to any Texas peace officer upon request:

  • a copy of this notice; and
  • a copy of the Governor’s disaster declaration, including any amendments.

These suspensions remain in effect until terminated by the Office of the Governor or until the disaster declaration referenced above expires.

Reminder: Vehicle Title & Registration Waiver Ends April 14, 2021
Texans have until the end of that day to complete overdue transactions

(AUSTIN, Texas – February 12, 2021) If you’re overdue, it’s time to renew! The temporary waiver of certain vehicle title and registration requirements, announced by Governor Greg Abbott on March 16, 2020, due to the COVID-19 pandemic, will end at 11:59 p.m. on April 14, 2021. The Texas Department of Motor Vehicles (TxDMV) reminds Texans to complete any overdue transactions now.

“It is not necessary to wait until the deadline,” said TxDMV Executive Director Whitney Brewster. “The Texas Department of Motor Vehicles continued to offer registration renewal and other important services throughout the waiver period. Fortunately, many Texans are already in compliance with the requirements.”

Three ways to renew your vehicle registration:

  • Online: Visit TxDMV.gov or www.Texas.gov. This is the quickest and least expensive way to renew. Save $1 if you renew online. Online renewal is available up to nine months past your registration expiration date.
  • Mail: Return the bottom portion of your registration renewal form, payment and other required information to your county tax assessor-collector.
  • In Person: Visit the office of your county tax assessor-collector. In many counties, in-person renewal is also available at other locations, such as certain grocery stores. Contact your county tax office to check hours and locations.

Reminder: Before renewing registration, Texans will need to obtain a passing vehicle inspection at the state vehicle inspection station of their choice, unless their vehicle is exempt from inspection requirements.

The expiring temporary waiver covers the following services:

  • Initial vehicle registration.
  • Vehicle registration renewal.
  • Vehicle titling.
  • Renewal of permanent disabled parking placards.
  • 30-day temporary permits.

The Texas Department of Motor Vehicles does not issue driver licenses or state ID cards. Texans should contact the Texas Department of Public Safety (DPS) at www.dps.texas.gov/driverlicense/ for these services.

Note: This announcement is the 60-day notice that normal registration, titling and related requirements have resumed, and the waiver of these requirements will end on April 14, 2021.

Open Text Address Change Notification

The department’s imaging vendor, OpenText, is moving to a new location. Effective February 12, 2021, all title transaction documents ready for direct mail to OpenText must be sent to:

Title transaction documents mailed prior to February 12, 2021, but received after the vendor has moved will be forwarded to the new address through the end of February.

There is no change in the types of title transaction documents that are mailed to OpenText. The Motor Vehicle Title Manual, Chapter 2, covers assembly procedures and transactions that should be sent directly to OpenText or to the department.  The department’s manuals will be updated with the new OpenText address in the April revision.

The department continues to see a high volume of misdirected transactions involving National Motor Vehicle Title Information System (NMVTIS) errors.  As a reminder, transactions with NMVTIS brand holds that are corrected or NMVTIS errors that are unable to be corrected by the county tax assessor-collector’s office must be mailed to the department, and not OpenText, in a specially marked envelope.

Performance Quality Recognition Program Information

The Texas Department of Motor Vehicles understands the importance of the services you provide, as well as the impact you have on the overall satisfaction of Texas motorists, and we want you to be recognized for your achievements in providing quality registration and titling services to the motoring public. The Performance Quality Recognition Program (PQRP), implemented in 2017, focuses on achievements in business process, fraud prevention, customer service, and training.

PQRP stipulates all recognitions expire one year after the county tax assessor-collector’s re-election.  As you are aware, 2020 was an election year, thus if you have previously received a PQRP recognition, that recognition expires later this year.  A previously recognized county tax assessor-collector must reapply to retain an existing recognition.  They may also apply for a higher level of recognition.  In either case, a new application is required.

Over the four fiscal years in which recognitions have been awarded, business practices have evolved and changed.  As a result of these changes and the expiration of all previous recognitions, the PQRP has been revised.  Substantive revisions have been made to some requirements for each of the three recognition levels, as well as, score allocations for some requirements and electives.  Further, non-substantive edits have been made for consistency, structure, and format.

The revised “Performance Quality Recognition Program Guide” and Performance Quality Recognition Program Application (Form VTR-004) are attached for your review and use.  Both documents are located at www.TxDMV.gov/county-recognition.

Your achievements and efforts deserve recognition, and I invite each of you to apply, or reapply, to receive recognition for providing quality registration and titling services to the motoring public.
