Texans have through the end of that day to complete overdue transactions

If you’re overdue, it’s time to renew! The temporary waiver of certain vehicle title and registration requirements, announced by Governor Greg Abbott on March 16, 2020, due to the COVID-19 pandemic, will end on April 14, 2021.

If you have not renewed your expired vehicle registration, you should make plans to renew by that date. It is not necessary to wait until the deadline to complete any overdue transactions as motorists have several renewal options.

Three ways to renew your vehicle registration:

  1. Online: Visit www.TxDMV.gov/register or www.Texas.gov. This is the quickest and least expensive way to renew. Save $1 if you renew online. Online renewal is available up to nine months past your registration expiration date.
  2. Mail: Return the bottom portion of your registration renewal form, payment and other required information to your county tax assessor-collector.
  3. In Person: Visit the office of your county tax assessor-collector. In many counties, in-person renewal is also available at other locations, such as certain grocery stores. Contact your county tax office to check hours and locations.

Reminder: Before renewing registration, Texans will need to obtain a passing vehicle inspection at the state vehicle inspection station of their choice, unless their vehicle is exempt from inspection requirements.

The expiring temporary waiver covers the following services:

  • Initial vehicle registration.
  • Vehicle registration renewal.
  • Vehicle titling.
  • Renewal of permanent disabled parking placards.
  • 30-day temporary permits.

Temporary Waiver of Vehicle Title & Registration Requirements Ends April 14, 2021

Texans have through the end of that day to complete overdue transactions

(AUSTIN, Texas – December 15, 2020) If you’re overdue, it’s time to renew! The temporary waiver of certain vehicle title and registration requirements, announced by Governor Greg Abbott on March 16, 2020, due to the COVID-19 pandemic, will end on April 14, 2021.

If you have not renewed your expired vehicle registration, you should make plans to renew by that date. It is not necessary to wait until the deadline to complete any overdue transactions as motorists have several renewal options.

“I commend Governor Abbott for balancing the safety of Texans with the need to continue vital state services by offering the waivers to registration and titling requirements during the pandemic. Fortunately, many Texans are already in compliance with these requirements,” said Texas Department of Motor Vehicles (TxDMV) Executive Director Whitney Brewster. “We continued to offer registration renewal and other important services throughout the waiver period.”

Updates to VTR 998, VTR 999, and Specialty Plate Guide

The Sickle Cell Disease Awareness specialty license plate and the redesigned General Land Office sponsored Adopt a Beach specialty license plate will be available for purchase on December 14, 2020. The following documents have been updated to include the new image for the Adopt a Beach specialty license plate and the new Sickle Cell Disease Awareness specialty license plate:

  • Specialty Plate Guide
  • Application for Specialty License Plates (Form VTR-999)
  • Souvenir License Plate Order Form (Form VTR-998)

Revised National Motor Vehicle Title Information (NMVTIS) Conversion Chart

Please review and distribute as appropriate.

With Registration and Title System (RTS) Release 9.9, a new NMVTIS brand code, 56 for Export Only Vehicles, was added for salvage and nonrepairable vehicles sold for export only.  As a result, the following NMVTIS conversion charts have been revised to include the new brand code and ensure the most accurate information:

  • Texas to NMVTIS Conversion Chart

The revised charts are available on our website at https://www.txdmv.gov/nmvtis-resources and may be used immediately.  Additional information regarding brand code 56 can be found in the RTS 9.9 Release Notes.

RTS Release Notes 9.9.0

Good afternoon,

Over the weekend of December 11, 2020, the Texas Department of Motor Vehicles (TxDMV) will update the Registration and Titling System (RTS) with Release 9.9.0 that contains the content summarized below. 

Enhancements: 

RTS:

  • A Closed County Sales Tax report did not exist in Cognos for TxDMV users to generate and view the sales tax amounts collected by each county on behalf of counties that were closed.

  • RTS defaults the odometer reading to EXEMPT when a vehicle is 10 years old or older and prevents the ability for a user to enter an odometer reading or change the odometer brand.

  • The personalization fee for plates is $40 per year per vehicle. $38.75 was deposited/credited to the General Revenue Fund and $1.25 was deposited/credited to the TxDMV Fund.

  • County users did not have the option to download reports to the local computer. They were only able to print the reports on the printer located in the office.

  • When a customer renews registration late at the county, they were only able to renew for the current registration period.

  • County users did not have an RTS environment to be used for practicing RTS registration and title transactions as a training tool.

Specialty Plate:

  • The Lone Star Carbon Fiber specialty license plate did not exist in RTS and IVTRS.

  • The Sickle Cell Disease Awareness specialty license plate did not exist in RTS and IVTRS.

  • The Zeta Phi Beta specialty license plate did not exist in RTS and IVTRS.

  • Digital License Plates are a new technology not previously available in Texas. Customers wanting information on digital license plates may visit www.reviver.com.

The Texas Department of Motor Vehicles (TxDMV) will update the eLicensing system with Release 9.9.0 on Saturday, December 12, 2020 starting at 10:00 PM until Sunday, December 13, 2020 at 1:00 AM. During the deployment of the 9.9.0 Release you may experience intermittent connectivity issues.

 

Note: A reply to all will be sent out when maintenance has been completed. Please contact the TxDMV Customer Service department if you experience issues after the maintenance has been completed.

Initial Notification: RTS/webDEALER Release 9.9.0 (12/12/2020 @ 6:30 PM)

Good afternoon,

Over the weekend of December 11, 2020, the Texas Department of Motor Vehicles (TxDMV) will update the Registration and Titling System (RTS)/ webDEALER Systems. During the deployment of the new release you may experience intermittent connectivity issues to the following applications:

Starting at 6:30 PM Saturday (12/12/2020) through 1:30 PM Sunday (12/13/2020):

  • RTS POS
  • Cognos
  • webDEALER

During the deployment of the 9.9.0 Release you may experience intermittent connectivity issues.

Revised Statutory Lien Foreclosure Forms

Please review and distribute as appropriate.

The department instituted changes to the use of court orders in the title application process to better align with statutory requirements.  These changes were detailed in Registration and Title Bulletin #008-20.  As a result, the following statutory lien foreclosure forms have been revised to accommodate these changes:

  • Landlord’s Lien Foreclosure (Form VTR-265-L)
  • Franchise Mechanic’s Lien Foreclosure (Form VTR-265-FM)
  • Mechanic’s Lien Foreclosure (Form VTR-265-M)
  • Storage Lien Foreclosure (Form VTR-265-S)
  • Self-Service Storage Facility Lien Foreclosure (Form VTR-265-SSF)

The revised forms are available on our website at www.TxDMV.gov and may be used immediately.  Previous versions of the forms remain valid for use; however, we encourage you to begin utilizing the latest version available on our website.

Don’t make it a happy holiday for car thieves

Texans can fight back against motor vehicle crimes

(AUSTIN, Texas – November 25, 2020) Protect your ride and what’s inside! It doesn’t matter what kind of car you drive. All vehicles are a potential target of motor vehicle theft this holiday season. In Texas, almost 77,000 vehicles were stolen last year, and nearly 200,000 vehicles are burglarized each year. The losses to Texans are staggering – almost $1.5 billion.

“Protect your investment,” says Motor Vehicle Crime Prevention Authority (MVCPA) Chairman and Galveston County Sheriff’s Office Lieutenant Tommy Hansen. “Over 80% of communities that have a motor vehicle theft taskforce funded by MVCPA reported that keys left in cars and cars unlocked were the major contributors to these crimes.”

Stolen cars disappear across the border, out of the ports or end up at local illegal “chop shops” every day. Motor vehicle theft would plummet if people did not leave their cars unlocked or leave their keys in the car. Many thieves use stolen vehicles in other criminal activities, such as human trafficking, drug smuggling and robbery.

MVCPA reminds Texans: If You Like It – Lock It. Locking your car is the most effective way to prevent burglary of your car. Remember to take or hide your things. Many law enforcement agencies say criminals are targeting vehicles in neighborhoods and parking lots likely to contain weapons or credit cards, which are the top priority for quick money from burglary. Don’t go willingly down “Victim Lane.” Follow these steps for a safe and secure holiday:

  • Lock your vehicle and take your keys.
  • Take your things. If you cannot, then hide valuables from plain sight to avoid attracting thieves.
  • Never hide a second set of keys in or on your vehicle. Thieves can find these easily.
  • Park in well-lighted areas or attended lots.
  • Never leave your vehicle running unattended, even if you will only be away for a moment.
  • Don’t leave documents with important personal details in your vehicle.
  • Park with your wheels turned toward the curb and use your emergency brake, making your vehicle harder to tow away. Wheels should also be turned to the side in driveways and parking lots.
  • If you have a garage, use it. Lock your garage as well as your vehicle doors. Your vehicle may be more vulnerable when you park outside.
  • Consider after-market theft prevention devices compatible with the manufacturer’s recommendations.

TxDMV Holiday Hours – Thanksgiving 2020

In observance of Thanksgiving, the Texas Department of Motor Vehicles (TxDMV) will be closed on Thursday, Nov. 26, and Friday, Nov. 27.

Vehicle title and registration services: Most vehicle title and registration services are provided by your county tax office. County tax office hours may vary. Registration renewal is available online at www.TxDMV.gov.

Oversize/Overweight permits: Motor Carrier Oversize/Overweight permits can be ordered online through the Texas Permitting and Routing Optimization System (TxPROS) at www.TxDMV.gov.
