As HTTPS becomes a stronger browser requirement, Google Chrome will implement a change in January that will warn users when trying to access HTTP sites. The Texas Department of Motor Vehicles has mitigated all known traffic that uses HTTP to access our sites or systems; however, some users may still receive this warning. Please be assured that continuing to the requested site is safe and will not impact the user experience or processing of data.

An example of the message a user may receive is below. Users can select Send anyway to continue.

TxPROS Payment Transaction Issues

Texas.gov, the state’s official payment platform, is currently experiencing technical issues with processing payments for the Texas Permitting and Routing Optimization System (TxPROS) permit transactions. Escrow and FirstPay (PAC) transactions are unaffected.

We are working to resolve the issue as quickly as possible and will notify you when it is resolved.

TxDMV publishes rule adoptions in the December 25, 2020, issue of the Texas Register.

The Texas Department of Motor Vehicles (TxDMV) has adopted rules in the December 25, 2020, issue of the Texas Register. The adopted language is available on TxDMV’s website at https://www.txdmv.gov/general-counsel/proposed-and-adopted-rules.

The adoptions are effective December 30, 2020 and include: 

  • amendments to §215.500 and §218.72; and new §215.504 clarifying the refund authority for motor vehicle buyers and lessees; and refund to a consumer who paid the motor carrier to transport household goods;
  • amendments to §217.3 concerning vehicle titling for mopeds;
  • amendments to §209.23, §§219.2, 219.11, 219.13-219.15, 219.42, 219.43 and 219.61 – 219.63 concerning escort flag vehicles including the use of certain types of lighting equipment; removing escrow account payment for certain types of permits;
  • amendments to §219.31 and §219.126; and repeal of §219.83 relating to movement of oversize and overweight vehicles and enforcement of motor vehicle size and weight limitations; and
  • new §221.96 establishing a process under which the board may issue a cease and desist order to prohibit a person from violating statutes, board rules, or board orders, after notice and an opportunity for hearing.

January 2021 NMVTIS Guide Update

Chapter 1 – Overview
Section 1.5, “State Participation,” was updated with a new map to represent the states participating in NMVTIS.

Chapter 3 – Corrections Processing
Section 3.6, “NMVTIS Specially Marked Envelope,” was updated to clarify transactions sent to the NMVTIS Helpdesk only need the error number(s) written in the top right corner of the transaction in lieu of stapling a separate piece of paper to the transaction.

Chapter 5 – Title Brands
This chapter was updated throughout to include the NMVTIS brand code 56, Export Only Vehicle, for salvage and nonrepairable vehicles sold for export only that cannot be titled in Texas.  This brand code was deployed with the RTS Release 9.9.

Section 5.7, “Brand Removal,” was updated to clarify that brands removed by a county tax assessor-collector’s office will have to be removed from NMVTIS by the NMVTIS Helpdesk.

Chapter 11 – Signature – Authority to Sign
Section 11.5, “Secure Power of Attorney,” was updated to include federal rule changes for additional permitted uses of the Power of Attorney for Transfer of Ownership to a Motor Vehicle (Form VTR-271-A) as detailed in Registration and Title Bulletin (RTB) # 013-20. 

Chapter 14 – Vehicle Types
Section 14.3, “Moped,” was updated to remove reference to the Texas Department of Public Safety certified moped list that is no longer maintained or used in the titling and registering of a moped.  Amendments were adopted to Administrative Code, Rule 217.3, that removed reference to the list as detailed in RTB # 014-20.

Chapter 15 – Odometers
Section 15.2, “Vehicles Exempt from Disclosure,” and Section 15.3, “Application for Title/Title Assignment,” were updated to include federal rule changes, which increased odometer disclosure exemption from 10 to 20 years beginning with 2011 model year vehicles effective January 1, 2021, as detailed in RTB #013-20.

Chapter 9 – Registration Fees
Section 9.5, “Mopeds,” was updated to remove reference to the Texas Department of Public Safety certified moped list that is no longer maintained or used when registering a vehicle as a moped as detailed in RTB 014-20.  Mopeds that meet the definition in Transportation Code, Section 541.201, are eligible for Moped license plates.

Chapter 17 – Transfer of Registration when Applying for Title
Section 17.5, “Plate to Owner,” was updated to remove language regarding classification type limitations that are no longer necessary since all passenger vehicles and trucks are now issued the same general issue license plate.

RTS Practice and Learn (PAL) notification

Dear TAC Partners,

We hope you are enjoying the holiday season. As you may know, the Texas Department of Motor Vehicles (TxDMV) has been working diligently to provide you with a new tool to assist county offices with training on the use of the Registration and Titling System (RTS). On December 14, 2020, you were provided the RTS County Release Notes that included an overview of the new RTS Practice and Learn (PAL) environment to serve as a sandbox RTS/Point of Sale (POS) environment in which staff are encouraged to explore, practice, and learn the system.

The notes indicated the PAL environment would be available through an icon on RTS workstations starting January 1, 2021. The department would like to partner with counties prior to the release of the PAL environment to ensure the system is as helpful to users as possible, and the icon will appear at a later date. Please keep an eye out in the coming weeks for communications on the availability of the PAL environment and opportunities to learn important information on how the system works through TxDMV hosted webinars and Q&A sessions.

We are excited to provide the PAL environment to help users get better acquainted with RTS/POS and will be back in touch soon with updates on webinar availability and how to use this new training tool.

Temporary Waiver of Vehicle Title & Registration Requirements Ends April 14, 2021

Texans have through the end of that day to complete overdue transactions

If you’re overdue, it’s time to renew! The temporary waiver of certain vehicle title and registration requirements, announced by Governor Greg Abbott on March 16, 2020, due to the COVID-19 pandemic, will end on April 14, 2021.

If you have not renewed your expired vehicle registration, you should make plans to renew by that date. It is not necessary to wait until the deadline to complete any overdue transactions as motorists have several renewal options.

Three ways to renew your vehicle registration:

  1. Online: Visit www.TxDMV.gov/register or www.Texas.gov. This is the quickest and least expensive way to renew. Save $1 if you renew online. Online renewal is available up to nine months past your registration expiration date.
  2. Mail: Return the bottom portion of your registration renewal form, payment and other required information to your county tax assessor-collector.
  3. In Person: Visit the office of your county tax assessor-collector. In many counties, in-person renewal is also available at other locations, such as certain grocery stores. Contact your county tax office to check hours and locations.

Reminder: Before renewing registration, Texans will need to obtain a passing vehicle inspection at the state vehicle inspection station of their choice, unless their vehicle is exempt from inspection requirements.

The expiring temporary waiver covers the following services:

  • Initial vehicle registration.
  • Vehicle registration renewal.
  • Vehicle titling.
  • Renewal of permanent disabled parking placards.
  • 30-day temporary permits.

The Texas Department of Motor Vehicles does not issue driver licenses or state ID cards. Texans should contact the Texas Department of Public Safety (DPS) at www.dps.texas.gov/driverlicense/ for these services.

(AUSTIN, Texas – December 15, 2020) If you’re overdue, it’s time to renew! The temporary waiver of certain vehicle title and registration requirements, announced by Governor Greg Abbott on March 16, 2020, due to the COVID-19 pandemic, will end on April 14, 2021.

If you have not renewed your expired vehicle registration, you should make plans to renew by that date. It is not necessary to wait until the deadline to complete any overdue transactions as motorists have several renewal options.

“I commend Governor Abbott for balancing the safety of Texans with the need to continue vital state services by offering the waivers to registration and titling requirements during the pandemic. Fortunately, many Texans are already in compliance with these requirements,” said Texas Department of Motor Vehicles (TxDMV) Executive Director Whitney Brewster. “We continued to offer registration renewal and other important services throughout the waiver period.”

Three ways to renew your vehicle registration:

  1. Online: Visit http://www.TxDMV.gov or www.Texas.gov. This is the quickest and least expensive way to renew. Save $1 if you renew online. Online renewal is available up to nine months past your registration expiration date.

  2. Mail: Return the bottom portion of your registration renewal form, payment and other required information to your county tax assessor-collector.

  3. In Person: Visit the office of your county tax assessor-collector. In many counties, in-person renewal is also available at other locations, such as certain grocery stores. Contact your county tax office to check hours and locations.

Reminder: Before renewing registration, Texans will need to obtain a passing vehicle inspection at the state vehicle inspection station of their choice, unless their vehicle is exempt from inspection requirements.

The expiring temporary waiver covers the following services:

  • Initial vehicle registration.
  • Vehicle registration renewal.
  • Vehicle titling.
  • Renewal of permanent disabled parking placards.
  • 30-day temporary permits.

The Texas Department of Motor Vehicles does not issue driver licenses or state ID cards. Texans should contact the Texas Department of Public Safety (DPS) at www.dps.texas.gov/driverlicense/ for these services.

Updates to VTR 998, VTR 999, and Specialty Plate Guide

The Sickle Cell Disease Awareness specialty license plate and the redesigned General Land Office sponsored Adopt a Beach specialty license plate will be available for purchase on December 14, 2020. The following documents have been updated to include the new image for the Adopt a Beach specialty license plate and the new Sickle Cell Disease Awareness specialty license plate:

  • Specialty Plate Guide
  • Application for Specialty License Plates (Form VTR-999)
  • Souvenir License Plate Order Form (Form VTR-998)

The updated Specialty Plate Guide is available on the Texas Department of Motor Vehicles (TxDMV) Tax Assessor-Collectors Hub webpage at https://www.txdmv.gov/tax-assessor-collectors. The guide can be found on the bottom left side of the page under “Guides.” Below is a screenshot showing the location of the guide.
