County Training Program – User Account Transfer and Completion History

As you are aware, Senate Bill 604, enacted by the 86th Legislature, added Transportation Code, Section 520.023.  The legislation required the department to implement a training program on the department’s automated registration and titling system and identification of fraudulent activity related to vehicle registration and titling.  This program went into effect on December 16, 2019, with the implementation of Registration and Title System (RTS) Release 9.5.  Effective September 1, 2020, any user who requires access to RTS must complete training related to the permissions they will be granted prior to the permissions being enabled.

Occasionally, county employees will change employment from one county tax assessor-collector’s office to another.  Once the user ends employment, the county should delete the employee’s RTS account and submit a request to delete the user’s associated eLearning account.  To minimize the impact on a county tax assessor-collector who has employed a former RTS user, the following guidelines are being implemented:

  1. If the transition of employment is immediate and the employee’s eLearning account has not been deleted, a request to transfer the account to the new county must be submitted to TxDMV-Learning@TxDMV.gov on the eLearning User Account Form.  Please ensure the transfer request is clear in the email sent containing the form.
  2. If the employee’s previous eLearning account has been deleted, a request for a new eLearning account must be submitted by the new county tax assessor-collector’s office.  The request must be submitted to TxDMV-Learning@TxDMV.gov on the eLearning User Account Form.  Additionally: 
    • If less than 90 days have passed since the employee left employment with their previous county tax assessor-collector’s office, contact the Regional Service Center (RSC) to advise of this situation.  The RSC will obtain a copy of the user’s previous eLearning history to facilitate collaboration between the county and the RSC to get the employee’s new RTS user profile updated with the previously completed training.
    • If 90 days or more have passed since they left employment with their previous county tax assessor-collector’s office, applicable training must be retaken.  The standard new user process applies, and no accommodations are available.

Timeframe for renewing vehicles with expired registration extended to nine months in IVTRS and webSUB

Please review and distribute as appropriate.

In preparation of the COVID-19 waiver being lifted by Governor Greg Abbott, the ability to renew expired registration has been extended in the Internet Vehicle Title and Registration Service (IVTRS) to nine months.  Customers who receive a citation from law enforcement must still renew at the county.

Additionally, counties now have the ability to configure WebSub accounts to allow users to process renewals up to nine months late.

The changes were implemented with RTS Release 9.8.0 earlier this month.  Attached are release notes providing details on the changes.

TxDMV publishes rule adoptions in the October 16, 2020, issue of the Texas Register.

The Texas Department of Motor Vehicles (TxDMV) has adopted rules in the October 16, 2020, issue of the Texas Register. The adopted language is available on TxDMV’s website at https://www.txdmv.gov/general-counsel/proposed-and-adopted-rules.

Two adoptions are effective October 21, 2020, and include:

  • amendments to §§215.150-215.158 concerning buyer’s temporary tags issued by a federal, state, or local governmental agency; and
  • amendments to §217.74 concerning access to the department’s webDEALER online system.

Additional adoptions are effective October 31, 2020, and include:

  • new Chapter 211 concerning the review of criminal history offenses and their effect on licensing;
  • amendments to §215.89 and repeal of §215.88 concerning to update licensing fitness rules under Occupations Code §2301.651 and Transportation Code §503.034, including the implementation of Senate Bill 604; and
  • amendments to §§221.15, 221.19, 221.111, and 221.112, and repeal of §221.113 and §221.114, concerning salvage vehicle dealer licenses.

The Texas Department of Motor Vehicles (TxDMV) has proposed rules in the October 16, 2020, issue of the Texas Register. The proposal addresses motor vehicle titling for mopeds. Announcing the New TxDMV.gov

On Friday, October 16, the Texas Department of Motor Vehicles launched the redesigned TxDMV.gov.

The functionality and design of the new TxDMV.gov reflects feedback from our staff and stakeholders as well as a careful analysis of the way that visitors utilize our site.

In addition to being mobile device-friendly to accommodate the growing number of users coming to our site on their phones, the new site search returns more accurate results for both pages and documents – a welcome improvement for those of you familiar with the limitations of our previous search engine.

We encourage you to review any printed material, correspondence templates, and electronic bookmarks to identify any frequently-used URLs that need to be updated.

While we have made every effort to preserve links and addresses, some have changed, such as links to documents and forms.

Should you discover any issues with the new TxDMV.gov, please take the following steps to alert TxDMV staff of any problems:

  • Before reporting a problem, please clear your browser cache by pressing CTRL and F5. This will request the latest version of the page, in case an update was made after you noticed the problem.
  • Send a report to web@TxDMV.gov that contains:
    • The address of the page where you encountered a problem (example: TxDMV.gov/motorisits/).
    • The browser and operating environment you were using to access the site (example: Chrome on a Windows desktop, Firefox on a Windows desktop, Safari on an iPhone X).

Chapter 6 – Application and Issuance of Motor Vehicle Title
Section 6.11, “Revocation Affidavits – First Sale Title Application,” was updated to change the timeframe for a first sale revocation from 21 days to 90 days as provided in Registration and Title Bulletin (RTB) # 011-20. 

Chapter 7 – Corrections
Section 7.9, “Switched Evidence,” was renamed to “Incorrect Evidence Surrendered” and was updated to reflect the procedures a licensed franchised dealer may follow after surrendering the incorrect manufacturer’s certificate of origin resulting in the wrong vehicle being titled as provided in the RTB # 012-20.

RTS Release Notes 9.8.0

Good afternoon,

Over the weekend of October 2, 2020, the Texas Department of Motor Vehicles (TxDMV) will update the Registration and Titling System (RTS) with Release 9.8.0 that contains the content summarized below. 

Enhancements: 

  • webDEALER did not provide a reason why a title application was rejected by the TxDMV

Defects Resolved:

 

RTS: 

  • Plate and permit virtual inventory are not returned to inventory when set aside transactions are not cancelled

IVTRS:

  • After the customer entered the renewal recipient address, including the word apartment or suite in line 2, they were presented with the pop-up error message

VTR-275

  • A Barcode did not print on the VTR-275 receipt when a Stolen remark was present on the vehicle.
