TxDMV Regional Service Centers Closed to Public

In an effort to reduce the exposure of Texans to COVID-19 Coronavirus, the Texas Department of Motor Vehicles (TxDMV) announced Tuesday, March 17, that its 16 Regional Service Centers would be closed to the public for in-person transactions as of the close of business on March 17. Services and support will continue to be provided by mail, email, and phone while in-person services are unavailable.  Additionally, these offices will remain available to provide support to all 254 county tax assessor-collector offices.

Guidance to the public regarding the process for completing common transactions while offices are closed to public access is available www.TxDMV.gov/covid-19.  We ask for your assistance in directing customers to our webpage and ensure they are aware that our offices are not available for in-person transactions.

We will continue to monitor the situation and provide you updates as necessary.  Further, we will inform you once a decision has been made to resume normal business operations.

We apologize for the inconvenience and appreciate your understanding.

TxDMV Regional Service Centers Closed to Public for In-Person Transactions

(AUSTIN, Texas – March 17, 2020) In an effort to reduce the exposure of Texans to COVID-19 Coronavirus, the Texas Department of Motor Vehicles announced Tuesday, March 17, that its 16 Regional Service Centers would be closed to the public for in-person transactions as of the close of business on March 17. Services and support will continue to be provided by mail, email, and phone while in-person services are unavailable.

Located throughout Texas, Regional Service Centers provide specialized services to the public, including replacement titles, bonded title rejection letters, apportioned registration, annual permits for motor carriers, and the investigation and resolution of errors in Texas titles.

Guidance to the public regarding the process for completing common transactions while offices are closed to public access is available at txdmv.gov/covid-19.  The Texas Department of Motor Vehicles will make an announcement once the decision is made to resume normal business operations.

Statutory Waiver of Certain Registration, 30-Day Permit and Renewal of Permanent Disabled Parking Placard Requirements due to COVID-19

On March 13, 2020, Governor Greg Abbott declared a state of disaster for all counties in Texas due to the threat of COVID-19.  Governor Abbott issued a statement on March 16, 2020, granting a temporary extension to obtain initial registration, renewal of registration, and renewal of a permanent disabled parking placard.  Governor Abbott also granted a temporary extension for an individual with an expired 30-day temporary permit to obtain another permit or Texas registration.

The temporary waiver applies to vehicle owners in all Texas counties as set forth in the above-referenced statement.  The temporary waiver grants an extension for initial issuance of registration, renewal of registration, renewal of a permanent disabled parking placard, and issuance of a 30-day temporary permit needed to operate a vehicle on public roads.  The TxDMV will provide notice when normal registration, permanent disabled parking placard renewal and permit issuance services have resumed.  The waiver is in effect until 60 days after the notice is provided and applies to all counties.
 
The purpose of the waiver is to prevent customers from having to physically visit a county tax assessor-collector office to obtain initial registration or a 30-day temporary permit (when the person’s 30-day temporary permit expired); or to renew registration or a permanent disabled parking placard.  Customers may continue to renew their registration online at www.TxDMV.gov

The department will notify you when Normal registration, permanent disabled parking placard renewal and permit issuance services have resumed.  The department will notify law enforcement of the temporary waiver, and we will inform the motoring public of the extension granted by the temporary waiver.

Statutory Waiver of Delinquent Transfer Penalty due to COVID-19

On March 16, 2020, Governor Greg Abbott granted the Texas Department of Motor Vehicles’ (TxDMV) request for a waiver of the time in which to apply for title and the associated delinquent transfer penalty as a result of the Governor’s Disaster Proclamation.  The TxDMV will provide notice when normal titling services have resumed.  The waiver is in effect until 60 days after the notice is provided and applies to all counties.

Effective immediately, there is no requirement for a title application to be submitted within a specified time.  As a result, the delinquent transfer penalty does not apply to any title application submitted between March 16, 2020, and 60 days after the TxDMV provides notice normal titling services have resumed.  Title applications submitted delinquently after 60 days from the TxDMV notice will not be assessed a penalty for any period associated with the waiver.

The purpose of the waiver is to prevent customers from having to physically visit a county tax assessor-collector office, which is why the requirement to apply for title in a specified amount of time has been waived.

Important Information Regarding Vehicle Registration, Titling and Disabled Placards Requirements

(AUSTIN, Texas – March 16, 2020)  In an effort to reduce the need for in-person transactions, the Texas Department of Motor Vehicles (TxDMV) worked with Governor Greg Abbott and our stakeholders to temporarily waive certain requirements for vehicle registration, vehicle titling and disabled parking placards.

On March 13, 2020, Governor Greg Abbott issued a proclamation, declaring a state of disaster for all counties in Texas due to the threat of COVID-19. Governor Abbott also issued a statement on March 16, 2020, granting a temporary extension to obtain initial registration, renewal of registration, vehicle titling, and renewal of a permanent disabled parking placard. Governor Abbott also granted a temporary extension for an individual with an expired 30-day temporary permit to obtain another permit or Texas registration.

The temporary waiver applies to vehicle owners in all Texas counties as set forth in the above-referenced proclamation and statement. This temporary waiver is in effect until 60 days after TxDMV notifies the public that normal vehicle registration, vehicle titling and related services have resumed. The 60-day period will be the same for all counties.

The purpose of the waiver is to prevent customers from having to physically visit a county tax assessor-collector office to obtain initial registration, to obtain a 30-day temporary permit, to transfer title; or to renew registration or a permanent disabled parking placard. Customers may continue to renew their registration online at www.TxDMV.gov. At this time, TxDMV continues to fill online registration sticker requests and process all other online services.

TxDMV has informed law enforcement agencies and the offices of the county tax assessor-collectors of the temporary waiver.

Temporary Suspension of Motor Carrier IRP Requirements for COVID-19 Disaster Relief

Commercial Vehicle registration requirements to travel in and through the state of Texas are temporarily suspended by order of Texas Governor Greg Abbott. This is to make it faster and easier for operators of commercial vehicles to provide COVID-19 disaster relief assistance.

These suspensions apply to the transportation of supplies, medical equipment, and similar materials that are necessary for preparing for, responding to, and mitigating the spread of novel coronavirus (COVID-19)

A commercial motor vehicle qualifies for the temporary suspension of International Registration Plan (IRP) requirements if the vehicle is registered in one of the 48 contiguous states and is not currently registered under IRP. The suspension covers the vehicle registration requirements for operators of commercial motor vehicles that are providing assistance to any state pursuant to the disaster declarations for those states.

Additionally, the requirements to obtain a 72-/144-hour temporary registration permit also are suspended for those commercial motor vehicles that are not eligible for IRP registration.      

These suspensions do not apply to safety and insurance requirements.

No action on your part is required to qualify for the temporary waivers. Instead print and keep the following documentation in the cab of the vehicle, the Governor’s Proclamation and the TxDMV’s Suspension of Size and Weight Requirements. Both are found here: https://www.txdmv.gov/motor-carriers

These suspensions remain in effect until terminated by Governor Abbott or until the March 13, 2020 disaster declaration is lifted or expires.

Movement of Oversize/Overweight Loads in Texas During COVID-19 Disaster

Motor carriers transporting oversize and/or overweight loads for COVID-19 disaster relief efforts have two options:

  1. Federal Disaster Relief Permit (MAP-21) per President Donald Trump’s Declaration of Disaster

If you are moving a divisible load that is overweight only to deliver relief supplies, such as medicine and medical equipment and similar materials that are necessary for preparing for, responding to, and mitigating the spread of novel coronavirus (COVID-19) you may self-issue a Federal Disaster Relief Permit through the Texas Permitting and Routing Optimization System (TxPROS). https://txpros.txdmv.gov/.

A copy of the President’s declaration must be carried with the permit. The declaration can be found here: https://www.whitehouse.gov/presidential-actions/proclamation-declaring-national-emergency-concerning-novel-coronavirus-disease-covid-19-outbreak/.

The Federal Disaster Relief Permit allows for travel on all state and federal roads, including the interstate highway system. The permit may not be used for overwidth, overlength, or overheight loads.

  1. Permit Waiver per Gov. Greg Abbott’s Declaration of Disaster

Are you transporting an oversize and/or overweight divisible or non-divisible load of supplies, medical equipment, or similar materials that are necessary for preparing for, responding to, and mitigating the spread of novel coronavirus (COVID-19) for which the TxDMV would normally issue a permit?

If yes, you are not required to obtain a permit at this time. Instead print the Governor’s Proclamation and the TxDMV’s Suspension of Size and Weight Requirements. Both are found here: https://www.txdmv.gov/motor-carriers

You may use the “Bid Route” feature in the Texas Permitting and Routing Optimization System (TxPROS) at https://txpros.txdmv.gov/ to route loads safely.

For a more accurate route than the bid route tool, contact us for routing assistance at 1-800-299-1700, option 2.

Operators are responsible for obtaining current restrictions (excluding curfews) prior to movement.

The Governor’s proclamation waives all permitting requirements except for vehicle escort requirements and restrictions on nighttime movement.

These suspensions remain in effect until terminated by Governor Abbott or until the March 13, 2020 disaster declaration is lifted or expires. 

In anticipation of CORVID-19 limiting state services, motor carriers that do not have a TxPROS user account should create one now at https://txpros.txdmv.gov/.

TxDMV publishes rule adoptions in the February 21, 2020, issue of the Texas Register

The Texas Department of Motor Vehicles (TxDMV) has adopted rules to 43 TAC Ch. 215, 43 TAC Ch. 217 and 43 TAC Ch. 223 in the February 21, 2020, issue of the Texas Register. The adopted language is available on TxDMV’s website at https://www.txdmv.gov/general-counsel/proposed-and-adopted-rules.

 

The adoptions are effective March 1, 2020, and include:

           (1) amendments to §215.133, repeal of §215.102, and new §215.161 concerning site visit criteria, consignment GDN, and pre-licensing education for independent motor vehicle GDN holders;

           (2) amendments to §217.2 and §217.45 concerning specialty license plates, symbols, tabs, and other devices; and §217.46 concerning commercial vehicle registration;

           (3) new §217.16 concerning an application for title when dealer goes out of business, and amendments to §217.40 concerning special registrations;

           (4) new §§217.76-217.78 concerning suspension or denial of access to the Registration and Title System; and

           (5) new Chapter 223 concerning county tax assessor-collector reporting of suspected fraud, waste, or abuse.
