As a reminder, if you are unable to print buyer’s tags, you should use your pre-printed Internet Down tags. Every dealer is allowed a minimum of 30 Internet Down tags. Please remember that after using an Internet Down tag, you must enter the information for that tag into webDEALER as soon as the system is accessible.  Doing this, will ensure you always have the full allocation of unused Internet Down tags available when you need them. Internet Down tags are valid for one year from the date they are printed.

The grants support local law enforcement efforts to prevent Texans from experiencing over $1 billion in losses caused each year from motor vehicle crime.

These agencies collaborate regionally and with each other to establish evidence based, strategy driven and community focused solutions networks. They improve coordination, deploy equipment and provide clear messaging to community groups to end motor vehicle crime across Texas.

“With these grants, local communities can respond in a coordinated effort to solve statewide motor vehicle crime,” said Laredo Assistant Chief of Police Mike Rodriguez.

The taskforces recovered more than 11,000 vehicles in fiscal year 2019, made thousands of arrests and distributed materials and messages to their communities to help remind people to lock their cars. Based on state data, there are nearly 200,000 motor vehicle burglaries and more than 67,000 stolen vehicles every year.

The Motor Vehicle Crime Prevention Authority, a division of the Texas Department of Motor Vehicles, funds local law enforcement taskforces across the state every year. The funds come from a $4 fee that MVCPA collects from motor vehicle insurance companies. A large part of the fee collected also supports emergency rooms and trauma centers throughout Texas.

The Texas Legislature established MVCPA in 1991 to create a statewide effort to reduce auto theft. The Authority is comprised of governor-appointed members from insurers, law enforcement and the public along with a designee from the Texas Department of Public Safety.

TxDMV publishes rule proposals in the June 26, 2020, issue of the Texas Register

 

The Texas Department of Motor Vehicles (TxDMV) has proposed rules in the June 26, 2020, issue of the Texas Register. The proposed language is available on TxDMV’s website at https://www.txdmv.gov/general-counsel/proposed-and-adopted-rules.

The proposals are posted for public comment until 5:00 p.m. on July 27, 2020. Please submit separate comments for each proposal.

The proposals include:

 

  • new Chapter 211 concerning the review of criminal history offenses and their effect on licensing; amendments to §215.89 and repeal of §215.88 concerning to update licensing fitness rules under Occupations Code §2301.651 and Transportation Code §503.034, including the implementation of Senate Bill 604; amendments to §§221.15, 221.19, 221.111, and 221.112, and repeal of §221.113 and §221.114, concerning salvage vehicle dealer licenses;
  • amendments to §§215.150-215.158 concerning buyer’s temporary tags issued by a federal, state, or local governmental agency; and
  • amendments to §217.74 concerning access to the department’s webDEALER online system.

Temporary Waiver of Vehicle Title and Registration Requirements
Remains in Effect

(AUSTIN, Texas – July 3, 2020) Texans still get a break from certain vehicle title and registration requirements due to the COVID-19 pandemic. The temporary waiver announced by Governor Greg Abbott on March 16, 2020, remains in effect.

The Texas Department of Motor Vehicles (TxDMV) will provide a notification when normal services resume, allowing the public 60 days from then to conduct any overdue title and registration transactions.

The waiver covers the following services:

  • Initial vehicle registration.
  • Vehicle registration renewal.
  • Vehicle titling.
  • Renewal of permanent disabled parking placards.
  • 30-day temporary permits.

Texans with overdue transactions are encouraged to renew their registration online at www.TxDMV.gov and www.Texas.gov, or by mail. 

Most in-person vehicle title and registration services are handled by county tax offices. For the status of county tax offices, Texans should visit www.TxDMV.gov/covid-19 or contact their county tax office directly.

The following transactions are available in-person by appointment only at TxDMV regional service centers:

  • Replacement titles.
  • Bonded title notices of determination.
  • Title histories.
  • Temporary permits.
  • Assigned/reassigned numbers.
  • Registration refund authorizations.
  • Investigation and resolution of Texas title errors.

To schedule a same-day or next-day appointment, visit www.TxDMV.gov/appointment.

The Texas Department of Motor Vehicles does not issue driver licenses or state ID cards. Texans should contact the Texas Department of Public Safety (DPS) for these services.

Updated Reports for Impacted County Closure Transactions

This is a follow-up to the communication sent on June 19, 2020, regarding issues identified with county closure transactions.

The COGNOS Funds Remittance Report is being updated tonight to reflect the correct summary remittance amount.  It will be available by the start of business tomorrow morning.  If your county is on the attached list of impacted counties, please rerun the COGNOS Funds Remittance Report for the impacted week, and remit based on the revised report.  In addition, separate reports will be sent tonight to the Regional Service Centers of impacted counties that identify any over/under remittances to the department.  These reports are being made available for audit purposes.  Your Regional Service Center will contact you with the reports.

Work is ongoing to address the fee details not displaying correctly on the COGNOS Funds Remittance Report with an anticipated completion by the end of July.

Selecting Invalid Reason in RTS for Late Renewals due to the Temporary Waiver of Registration Requirements

On March 16, 2020, Governor Greg Abbott granted a waiver to renew registration due to the state of disaster caused by COVID-19.  The waiver to renew registration without penalty is still in effect.  However, some counties are now open and accepting in-person transactions, and the department is providing guidance for processing expired registration renewals in the Registration and Title System (RTS).

On April 14, 2020, TxDMV provided guidance to select “Valid Reason” when renewing an expired registration while the temporary waiver is in effect.  Upon further review, we need to provide updated guidance on the selection of a valid or invalid reason for late renewal due to the state of disaster caused by COVID-19.  If the vehicle has been operated and the customer did not renew the registration due to the temporary waiver or county closure, “Invalid Reason” should be selected on the Registration Additional Info REG039 screen in RTS. If the vehicle has not been operated, then “Valid Reason” should be selected on the Registration Additional Info REG039 screen in RTS.  Also, do not select “Citation/Charge Penalty” on the REG039 screen if the vehicle owner received a citation dated March 16, 2020, or later for expired registration.

The waiver remains in effect until 60 days after notice is provided that normal registration services have resumed.  The department will provide updated guidance for the processing of expired registration when normal operations resume.

Titling Requirements for Assembled Vehicles

House Bill 1755, enacted by the 86th Legislature, requires an owner of an assembled vehicle to title and register the vehicle in accordance with Transportation Code, Chapter 731, and Administrative Code.  The Texas Department of Motor Vehicles (TxDMV) adopted 43 Texas Administrative Code, Chapter 217, Subchapter L, which outlines the titling process and requirements for an assembled vehicle that has not been titled in Texas or another state. 

Effective June 22, 2020, the owner of an assembled vehicle must obtain an approval letter on department letterhead from a TxDMV Regional Service Center (RSC) prior to applying for title at a county tax assessor-collector office.  The RSC will determine if the vehicle is eligible for title and registration and verify all required documents have been provided. 

The TxDMV website has been updated with assembled vehicle information to ensure owners are prepared to obtain title and registration for their assembled vehicle.  This information can be found at https://www.txdmv.gov/motorists/assembled-vehicles.  The Assembled and Rebuilt Vehicle Manual has been removed from the TxDMV website and is in the process of being revised with these new requirements.

Update on Issues Identified with County Closure Transactions

This is a follow-up to the communication sent on May 28, 2020, regarding issues identified with county closure transactions.

The department has completed the review of all county closure transactions processed prior to the resolution of the batch processing issue on May 12.  All impacted transactions and counties have been identified.  A list of counties with affected transactions is attached.  Updated reports reflecting the correct summary remittance amounts will be available by June 30.  In addition, the department will have transaction level reports by county that identify any over/under remittances to the department.  These reports will be distributed through the Regional Service Centers to work with the individual counties and will also be available by June 30.

Counties should continue to remit the total amount shown on page 2 of the COGNOS Funds Remittance Report.  Assistance will be provided when the reports are available to ensure counties are able to balance.

Work is ongoing to address the fee details not displaying correctly on the COGNOS Funds Remittance Report with an anticipated completion by the end of July.

Use of Insurance Company Statement of Fact (Form VTR-331-INS)

Effective June 22, 2020, the Insurance Company Statement of Fact (Form VTR-331-INS) may be submitted as ownership evidence by an insurance company through webSALVAGE.  Programming changes have been made to webSALVAGE to enable selection of Form VTR-331-INS as an ownership evidence type. 

Existing requirements for permissible use of Form VTR-331-INS remain unchanged.  Any unassigned or improperly assigned title in the insurance company’s possession must be surrendered when applying for title.  In webSALVAGE, this would be done by stamping SURRENDERED on the front and back of the title and uploading a copy of the front and back of the title along with the Form VTR-331-INS.

Updated Specialty Plate Guide

The 86th Legislative Session implemented several new specialty license plates.  One of the new specialty license plates, Register to Vote, will be implemented with the Registration and Title System (RTS) Release 9.7 scheduled to be available for use on June 22, 2020.  The following documents have been updated to include the new Register to Vote specialty license plates:

• Specialty Plate Guide
• Application for Specialty License Plates (Form VTR-999)
• Souvenir License Plate Order Form (Form VTR-998)

The updated Specialty Plate Guide (guide) is available on the Texas Department of Motor Vehicles (TxDMV) Tax Assessor-Collectors Hub webpage at https://www.txdmv.gov/tax-assessor-collectors.  The guide can be accessed in the drop-down menu under “Manuals & Guides” on the right side of the page.  Below is a screenshot showing the location of the guide.

New Licensing Education Requirement for Independent Motor Vehicle Dealers

Senate Bill 604, which was passed by the 86th Texas Legislature, requires Independent Motor Vehicle Dealers who have been licensed less than 10 years, and new applicants for those licenses, to complete a web-based education training course prior to submitting a new or renewal GDN application. The dealers required to take this course are licensed to buy, sell, or exchange:

  •  used cars, trucks, motor homes, neighborhood vehicles, recreational off-road vehicles (ROV), all-terrain vehicles (ATV), or utility vehicles (UTV).

 Beginning June 20, 2020, the education training course must be completed by at least one owner or operating manager, and a copy of the Certificate of Completion will need to be uploaded as part of all new and renewal GDN Motor Vehicle license applications.

The Texas Independent Automobile Dealers Association (TIADA) is currently offering two (2) approved courses:

  • Renewal License Education Course (3 hours) for current license holders
  • Pre-Licensing Education Course (6 hours) for new applicants

Dealers licensed for more than 10 years as of September 1, 2019, are excluded from this requirement. All license holders who have not held their current Independent Motor Vehicle GDN for the required 10 year period will be asked to provide proof of course completion as part of their renewal

application. License holders with more than 10 years of licensing history may upload a statement in lieu of completing the renewal course.
