The Texas Department of Motor Vehicles (TxDMV) is aware that webDEALER is currently limiting the resident county to the county associated to the owner’s address and does not provide the option for the dealer to modify the resident county. As a result, when there is a renewal recipient or physical location address with a county that is different than the owner address, the system does not allow modification of the resident county.
Leased vehicle applications were impacted most since they include a renewal recipient address often located in a different county from the lessor address. A fix was deployed the evening of September 18, which has resolved this issue for leased transactions.
However, modification of the resident county for non-leased transactions that include a renewal recipient or physical location address with a county that is different than the owner address continues to be a known issue. The TxDMV is reviewing to determine a programming solution and will communicate when a solution is implemented.
Processing Guidance
Until a permanent solution is established for non-leased transactions, if the resident county is determined based on the renewal recipient or physical location address—and that county differs from the owner’s address—dealers may submit the application directly to the appropriate county for processing outside of webDEALER. If the resident county is determined by the owner’s address, the application should continue to be submitted through webDEALER.
Counties should accept and process title applications outside of webDEALER when the resident county is determined using the renewal recipient or physical location address and that county differs from the owner’s address. Do not reject webDEALER applications if the owner’s address is used to determine the resident county even when renewal recipient or physical location addresses are provided with a different county. If necessary, the resident county can be updated at time of renewal.
