Specialty License Plate Assembly Procedures

Registration and Title System (RTS) Release 9.5.0 added a new barcode page that prints automatically with the issuance of receipts when processing initial exempt registrations, personalized dealer license plates, and qualifying specialty license plate transactions. Registration and Title Bulletin #010-19 and the Exempt Registration, Personalized Dealer License Plates, and Qualifying Specialty License Plates Application Assembly Procedures and Mailing Instructions document, which are attached, provided information on the barcode page, application assembly procedures, and mailing requirements for these qualifying specialty license plate transactions.

The department understands this is a new process and a change to the way you have packaged special plate applications sent to the department for imaging. Webinars will be held to provide information to help you with the new process and answer your questions. A webinar schedule and a preview of the topics that will be discussed is listed below. Space is limited so please reserve your virtual “seat” as soon as possible by registering through one of the links.

Topics to be discussed during the webinar

  • Application assembly order:                                                                    
    o Barcode Page
    o Application
    o Proof of Eligibility Documentation, if appropriate.
    o RTS Receipts
  • Use a single staple one inch from the top left corner to secure the documents.
  • How to handle when a single application results in multiple barcode pages being printed. Some applications, such as the Application for Texas Standard Exempt License Plates (Form VTR-62-A), can contain multiple vehicle entries on a single application. When issuing multiple license plates for multiple vehicles on one application, only the first barcode page printed should be attached to the application. Any remaining barcode pages should be retained for your records or disposed of by shredding.
  • Mail initial exempt registration, personalized dealer license plates, and qualifying specialty license plates applications to the address below.
