Texas Rolls Out Authorization System for Commercial Automated Motor Vehicles
Companies may now apply ahead of the May 28, 2026, enforcement date
(AUSTIN, Texas – April 21, 2026) The Texas Department of Motor Vehicles (TxDMV) is accepting applications for an authorization to commercially operate automated motor vehicles ahead of statewide enforcement of new regulations beginning May 28, 2026.
Under a new state law (Senate Bill 2807, 89R), companies operating automated motor vehicles commercially in Texas to transport goods or passengers must obtain an authorization from TxDMV.
The new application system establishes a statewide framework to support commercial automated motor vehicle operations and compliance with safety, legal, and reporting requirements for the operation of these vehicles on public roads.
Applications may be submitted through the Texas Motor Carrier Credentialing System (TxMCCS). More information about the program, and a link to the application system, is available at www.TxDMV.gov/AVprogram.
Authorization Requirements
To receive an authorization, applicants must provide basic company information and certify that each automated motor vehicle they operate:
- Complies with all applicable Texas traffic and motor vehicle laws
- Is equipped with a required recording device
- Uses an automated driving system that complies with federal law
- Can achieve a minimal risk condition in the event of system failure
- Is properly titled and registered
- Maintains required motor vehicle insurance
Applicants must also certify that the Texas Department of Public Safety has received the applicant’s emergency response interaction plan. There is no fee to obtain an authorization.
Ongoing Compliance
Authorization holders can add or remove vehicles from an authorization through their TxMCCS account. The Texas Department of Motor Vehicles is responsible for issuing authorizations and administering enforcement related to authorization compliance. The Texas Department of Public Safety and local law enforcement agencies retain authority for on-road safety enforcement and oversight of traffic law compliance.
The department will release additional guidance on administrative enforcement processes, including instructions for submitting public safety complaints, in May.
Companies operating automated motor vehicles in Texas are encouraged to apply as soon as possible to ensure compliance prior to the May 28, 2026, enforcement date.
