This notice provides clarification and guidance regarding titling requirements for mini vehicles to prevent unnecessary delays in processing times. As a reminder, mini vehicle information can be found in the Motor Vehicle Title Manual, Chapter 14.
Vehicle Identification Number (VIN) Verification Requirements
County tax assessor-collector offices must ensure the proper VIN verification documents are provided at the time of initial processing. Review the below scenarios to determine whether a Law Enforcement Identification Number Inspection (Form VTR-68-A) or a photograph of the VIN is required:
When a Form VTR‑68‑A Is Required

For all mini vehicles imported into the U.S. that were last titled and/or registered in another country.

A photo of the VIN should not be requested when a Form VTR-68-A is required.
When a Photograph of the VIN Is Required Instead of Form VTR-68-A

For all mini vehicles that have previously been titled and/or registered in Texas or another jurisdiction of the U.S.
Invalid VIN Title Rejections
Mini vehicle title transactions with non-conforming VINs are automatically rejected by the system as an invalid VIN. These transaction rejections can be found in the Cognos Title Rejection Report which must be reviewed daily to ensure timely resolution.

Mini vehicle transactions rejected due to an invalid VIN must be sent promptly to the department for special handling review for the title to be released.

These transactions should be emailed to the department at VTR_Special_Handling@txdmv.gov following proper special handling procedures. Once emailed, send the original title paperwork to OpenText for imaging.

If your office is unable to scan and email, continue to physically mail these special handling transactions in a specially marked envelope to the department and not OpenText.
Communication of Rejections

Counties must notify title applicants when a title application is rejected and additional docummentation is required.
- Notification must be provided promptly to prevent delayed ownership transfers and unnecessary hardship to customers.
