Customers may request to transfer their current Texas license plates to a newly purchased vehicle, particularly in a trade in situation, as allowed by state law. You may use the attached form to assist with the plate transfer when requested from a customer at the time of sale. General issue plates may be transferred from passenger car to passenger car if the vehicle has a gross vehicle weight (GVW) of 6,000 lbs. or less, and may be transferred from truck to truck if the vehicle has a GVW of 10,000 lbs. or less.
Most specialty license plates are also eligible for transfer; however, certain specialty plates issued by the department are prohibited from transfer due to eligibility requirements that must be met. The attached License Plate Transfer Form (Form VTR-904) may be used any time your customer requests a transfer of their license plates and the transfer is allowed by law:
All license plates must be in good condition with a readable plate number to be transferred. The customer must have a set of plates (two plates with the same plate number) to transfer unless the vehicle is a trailer, travel trailer, motorcycle, or moped.
Customers with specialty plates not eligible for transfer may apply for new plates at their local county tax assessor-collector’s office if they want to maintain the same type of specialty plate on their newly purchased vehicle.
When you use Form VTR-904, please include it with the completed Application for Texas Title and/or Registration (Form 130-U) submitted to the county, but do not physically attach it to the Form 130-U. The county will use completed transfer forms only for information purposes to assist with registration. For dealers that use webDEALER for electronic filing, do not scan or upload the Form VTR-904 into webDEALER.
