TxDMV publishes rule proposals in the August 23, 2024, issue of the Texas Register.
Good morning,
TxDMV is aware of reported RTS connectivity issues and that some RTS users could not log in.
If you are a RTS user that did not experience a login issue and/or did not experience any
lock out on your account, we still ask that you kindly log out of RTS, then log in again in order
to synchronize with RTS “unlock” commands so as to reestablish assured connectivity.
How to handle transactions after RTS unlocks
Scenario #1: You have completed the transaction but can’t print the transaction receipt.
○ Attempt to re-print the receipt
○ If unable to re-print, void the transaction and re-process the transaction
• You will need to run a transaction reconciliation report to obtain the trans ID#,
in order to void, should you not have the trans ID# already
Scenario #2: You did not complete the transaction, and when you try to complete it,
the system tells you that the transaction is still in-process.
○ Access the pending transaction from your set asides
○ This should allow you to access the transaction to complete processing
Scenario #3: You did not complete the transaction, and it’s not in set aside.
○ Run the transaction reconciliation report to verify those transactions
which are not completed
○ Redo transaction if the transaction was not completed.
We apologize for the inconvenience and any impact on you or your customers.
Thank you,
Texas Department of Motor Vehicles
IT Services Division

The Texas Department of Motor Vehicles is in the process of replacing TxIRP with TxFLEET, a modernized online system for managing Texas-based fleets. TxFLEET includes a dashboard interface and is mobile-friendly for access from smart phones and tablets. The Motor Carrier Dashboard is the starting point for all fleet registration functions. Alerts are present when payments are due, credits exist, and when Fleet renewals are available. Users will also be able to upload documents to TxFLEET for DMV verification. TxFLEET will replace TxIRP on Sept. 16, 2024. Motor Carriers will experience downtime during the process of installing the new system from 6 p.m., Friday, Sept. 6, until 7 a.m., Monday, Sept. 16. Therefore, all Originals, Renewals, and Supplement applications must have their required documents approved and be in a “filed” status by 6 p.m. Sept. 6, 2024, to ensure migration from TxIRP to TxFLEET. TxFLEET will require that all motor carriers have online access to their IRP account. If you do not currently have a username and password for your IRP account, please send an email to MCD_UserAccess@txdmv.gov, including your account number, to request an online access form. Please do not reply to this email address, as it is an unmonitored mailbox. For questions, please contact the Commercial Fleet Services office by email at MCD_TXIRP@txdmv.gov or call 1-800-299-1700, options 5-1. |

On August 1, 2024, the Texas Department of Motor Vehicles will implement changes within the Texas Permitting and Routing Optimization System (TxPROS) so that the permit names are consistent with Texas Transportation Code, Chapter 623, and recent changes to 43 Texas Administrative Code, Chapter 219. The term “crane” has been replaced with “unladen lift equipment motor vehicle” and the spelling of “fracing” has been changed to “fracking”. The permit type “super heavy” will now be one word, “superheavy”. The permit name changes to the Permit Type drop down selection in TxPROS are listed below:
The load descriptions and printed names on the permits will also have these name changes. For assistance or questions regarding these changes, please contact the TxDMV Permit Office at 1-800-299-1700, option 2.
