UPDATE Notification: Recorded Payments not Reflecting on the Payments Completed Page in webDEALER (06/27/2023 @ 4:25 PM)

Good afternoon,

We continue to work on resolving the payment issue with Counties approving and
recording payments in webDEALER and the payments associated to those
transactions not reflecting on the Payments Completed page.  The transactions do
continue to update to RTS and reflect as Approved in webDEALER.

While Support Staff is working on a permanent fix, IT Support will create the payment
transactions that have processed, but are missing from webDEALER.  The reference
number format for these transactions will reflect as P##### YYYY-MM-DD for Dealers
or C###### YYYY-MM-DD for Commercial Fleet Buyers.  After selecting the reference
number hyperlink from the Payments Completed page, a note will appear on these
transactions under the Payment Details as “Created by TxDMV”.

Counties may continue to approve and record payments in webDEALER.  We ask that
Counties NOT void transactions with missing payments so the payment records can
be created.

We will provide an update once the permanent fix is implemented.

Good afternoon,

Counties are approving and recording payments in webDEALER but these payments

Good morning,

Due to critical system issues which occurred last evening and overnight, the RTS report
generation process did experience some downtime, resulting in delayed reporting.
In some cases, report generation processes did not run last evening.

Here is the current status on RTS Bath Reporting and availability:


•  The following reports did not run last night, 6/22:

          ○  CountyWide/Substation Summary
          ○  Title Package Report
          ○  Batch Inventory Action

•  The following reports can be run manually today for 6/22:

          ○  Title Package Report
          ○  Batch Inventory Action

•  For CountyWide/Substation Summary:

          ○  Transactions from 6/22 will be included this evening’s reporting for 6/23
                ◘  Reports will be available tomorrow 6/24 after batch runs

 • Finally, transactions were not created for IRENEW and TRENEW:

          ○  Transactions previously scheduled for 6/22 will be created tonight
               for those scheduled for 6/23
                ◘  Cash Drawers 99 Report will be available tomorrow 6/24 after
                    batch runs

Last night, the Department of Information Resources (DIR) Data Center Services (DCS) vendor
notified TxDMV of a significant technical event which resulted in severe impact to the databases
supporting our critical applications. As a result, our vendor had no alternative but to initiate the
process of recovering our databases. As of 8:00 AM, our databases were one-third recovered.

Our vendor has informed us that their automated recovery process indicates the database
recovery task has just now completed successfully.  Due to the severity impact of this incident,
Support Staff have validated that the webDealer System has been restored to full functionality.

The webDealer System is now available.

We apologize for the inconvenience and any impact on you or your customers.


As a reminder, if you are unable to print buyer’s tags, you should use your pre-printed Internet
Down tags. Every dealer is allowed a minimum of 30 Internet Down tags. Please remember that
after using an Internet Down tag, you must enter the information for that tag into webDealer
as soon as the system is accessible.  Doing this, will ensure you always have the full allocation of
unused Internet Down tags available when you need them. Internet Down tags are valid for one
year from the date they are printed.

webDEALER Web Service Related Issue

Please review and distribute as appropriate.

The department has been made aware of an issue with a vendor using webDEALER’s web service that resulted in transactions incorrectly being marked as exempt. Due to this, a dealer using this vendor and the web service was unable to remove the exemption from these transactions, so webDEALER did not calculate title and registration related fees. The error has been corrected for newly created transactions.

County tax assessor-collector offices should return all transactions submitted or reviewed in webDEALER that have a blue Exempt checkmark displayed in the Vehicle Information section of the Title Preview page. Any impacted transaction approved by counties should be voided if possible. Transactions that cannot be voided should be rejected and processed through the Correct Title Rejection event to remove the exempt indicator and collect the title application fee. Registration, county local fees, and the processing and handling fee should be collected through Additional Collections.

Dealers should void these transactions and start a new title application in webDEALER or through the web service. Dealers should verify all appropriate fees are calculated prior to submission to a county tax assessor-collector’s office.

Over the weekend of June 17, 2023, the Texas Department of Motor Vehicles (TxDMV)
will update the Registration and Titling System (RTS) with Release 23.3 which contains the
content summarized below. 


Enhancements: 

RTS:

•  Discontinue SLPs – Univ. of Missouri and Georgia Tech

•  County Renewals Report P446918 added TRENEW and update totals

•  Texas Realtor Non-Vendor SLP

•  Austin FC – Vendor SLP

•  Update NMVTIS Brand Mapping

•  County Tax Office ability to process Title Rejection Requests (RTS-POS)

•  Prevent Issuance of Duplicate Plate (webDEALER, webSUB, RTS)

•  Only apply “JUNKED ON” remark for Junk Codes 3,9,4, 5, or 7

•  Automatically mark VIN errors as Rejected and provide report to Counties
