RTS Connectivity Issues and transactions (08/01/2023 @ 09:55 AM)

Good morning,


TxDMV is aware of reported RTS connectivity issues and that some RTS users cannot log in.

Support staff has implemented a series of “unlocks” to address the RTS user log in issues.

If you are a RTS user that did not experience a login issue and/or did not experience any
lock out on your account, we still ask that you kindly log out of RTS, then log in again in order
to synchronize with RTS “unlock” commands so as to reestablish assured connectivity.

08/01/2023 @ 09:55 AM  – How to handle transactions

Scenario #1: You have completed the transaction but can’t print the transaction receipt.

        ○  Attempt to re-print the receipt
        ○  If unable to re-print, void the transaction and re-process the transaction
                    •  You will need to run a transaction reconciliation report to obtain the trans ID#,
                        in order to void, should you not have the trans ID# already

Scenario #2: You did not complete the transaction, and when you try to complete it,
                       the system tells you that the transaction is still in-process.

       ○  Access the pending transaction from your set asides
       ○  This should allow you to access the transaction to complete processing

Scenario #3: You did not complete the transaction, and it’s not in set aside.

       ○  Run the transaction reconciliation report to verify those transactions
            which are not completed
       ○  Redo transaction if the transaction was not completed.

The TxDMV RTS Batch for the night of 07/31/2023 is still processing at this time,
including transactions and reporting. 

The Data Support Services (DSS) Team is unable to run reporting queries at this time.

The Cognos Active Registration Cube, used for access to self-service reporting needs,
Cognos and Administrative Reporting will be delayed, including the following:

July 2023 NMVTIS Guide Update

The latest update to the NMVTIS Guide (attached) is now available via Registration and Title System (RTS) workstations and at www.txdmv.gov.

We welcome your feedback and encourage you to email any comments or suggestions to VTR_Title_Reg-Manual-Update@txdmv.gov (please note the underscores between VTR and Title and between Title and Reg).

Updates for this release are marked with red change bars in the text.

Chapter 5 – Title Brands
Section 5.1, “NMVTIS Brands,” and Section 5.3, “NMVTIS Conversion to Texas Brands,” were updated to remove reference to Brand 28 Street Rod. Programming was accomplished with RTS Release 23.3 to ignore this brand return from NMVTIS and no longer generate an error since this is not a brand recognized by Texas.

Senate Bill 505-Electric Vehicle Fee

As a result of Senate Bill (SB) 505, passed by the 88th regular legislative session, fully electric cars and trucks with a gross vehicle weight of 10,000 lbs. or less will be assessed an annual $200 fee at time of initial registration or renewal starting September 1, 2023. New electric vehicles (EV) issued two years of registration to match a two-year inspection will be assessed a $400 fee.

The EV fee will not apply to hybrids or vehicles with combination fuel types or motorcycles, mopeds, autocycles, and neighborhood electric vehicles. Additionally, governmental vehicles with exempt registration and other vehicles for which no registration fee is due, including those with Disabled Veteran and other meritorious military license plates, will not be assessed the fee.

An “EV FEE” of $200 will appear as a line item on the renewal notice for electric vehicles later this year. EV owners with registrations expiring in September and October 2023 will receive letters explaining the change in state law and the impact to their renewal cost. Customers renewing their registration prior to September 1, 2023, will not be charged the fee regardless of when their registration expires. Likewise, customers renewing on or after September 1, 2023, will be required to pay the fee regardless of when their registration expired.

The Registration and Title System and other applications used in titling and registration (webDEALER, webSUB) along with the online renewal systems (IVTRS and TxT) are being programmed to determine vehicle fuel type at time of initial registration or renewal and assess the fee if applicable.

Additional communications will be distributed prior to September including RTS release notes for this change and other legislative measures.

New registration fee for electric vehicles begins
September 1, 2023

(AUSTIN, Texas – July 25, 2023) Owners of electric vehicles in Texas will soon pay an additional fee when registering their vehicle. Senate Bill 505, passed by the Texas Legislature during the 88th Regular Session, adds a $200 annual fee for electric vehicle registration renewals and a $400 fee at the time of new electric vehicle purchases for the initial two-year registration period.

The new fee will be collected on electric vehicle registrations processed on or after September 1, 2023, in addition to the standard vehicle registration fees and any tax due for the vehicle. Texans may renew their vehicle registration up to 90 days prior to expiration. The fee will not apply to hybrid vehicles.

Revenue collected from the fee will be deposited into the state highway fund to help pay for roadway construction and maintenance projects.

Good afternoon,

The issue with Counties approving and recording payments in webDEALER and the
payments associated to those transactions not reflecting on the Payments Completed
Page has been resolved. The transactions are now updating in RTS and webDEALER
appropriately.

IT Support was able to create the payment transactions from 6/19/2023-6/29/2023
that have been processed, and were missing from webDEALER. 

As a reminder, a note will appear on these transactions as “Created by TxDMV”. We
will continue to closely monitor webDEALER payments to ensure there are no further
issues.

Good afternoon,

We continue to work on resolving the payment issue with Counties approving and
recording payments in webDEALER and the payments associated to those
transactions not reflecting on the Payments Completed page.  The transactions do
continue to update to RTS and reflect as Approved in webDEALER.

While Support Staff is working on a permanent fix, IT Support will create the payment
transactions that have processed, but are missing from webDEALER.  The reference
number format for these transactions will reflect as P##### YYYY-MM-DD for Dealers
or C###### YYYY-MM-DD for Commercial Fleet Buyers.  After selecting the reference
number hyperlink from the Payments Completed page, a note will appear on these
transactions under the Payment Details as “Created by TxDMV”.

Counties may continue to approve and record payments in webDEALER.  We ask that
Counties NOT void transactions with missing payments so the payment records can
be created.

We will provide an update once the permanent fix is implemented.

Good morning,

Due to critical system issues which occurred last evening and overnight, the RTS report
generation process did experience some downtime, resulting in delayed reporting.
In some cases, report generation processes did not run last evening.

Here is the current status on RTS Bath Reporting and availability:


•  The following reports did not run last night, 6/22:

          ○  CountyWide/Substation Summary
          ○  Title Package Report
          ○  Batch Inventory Action

•  The following reports can be run manually today for 6/22:

          ○  Title Package Report
          ○  Batch Inventory Action

•  For CountyWide/Substation Summary:

          ○  Transactions from 6/22 will be included this evening’s reporting for 6/23
                ◘  Reports will be available tomorrow 6/24 after batch runs

 • Finally, transactions were not created for IRENEW and TRENEW:

          ○  Transactions previously scheduled for 6/22 will be created tonight
               for those scheduled for 6/23

Initial Notification: Cognos Reports unavailable (06/23/2023 @ 12:15 PM)

Good morning,

Due to critical system issues which occurred last evening and overnight, the Cognos report
generation process did experience some downtime.  As a result, the Cognos report generation
processes did not run last evening.

For today, please be mindful that the Cognos Reports are not yet refreshed (current) with
updated information.

The following Cognos Reports will be current and available by tomorrow morning, Saturday,
June 24, 2023.

1  Fee Type Funds Report
2  Funds Remittance Report
3  Week/Month TO Date Fees Report
4  Monthly Funds Report
5  E-Pay Deposit/Refund Notification Report

The RTS System is now available.

All customer-facing transactions can now be completed.
